William Pullam, Chairperson Cynthia C. Garcia, Andrew Lehrman, Vice-Chairperson Director of Human Resources Diana Martinez,Member Linda Hickok,Sr. Human Resources Analyst Chairperson Pullam called the meeting to order at 8:00 a.m. Item# 1: Review and approve the minutes of the 442nd Civil Service Commission Meeting held on October 9, 1998. Vice-Chair Lehrman moved for the minutes to be approved as written. Chairperson Pullam seconded the motion and it passed. Item#2: Election of Chairman and Vice-Chairman. Chairperson Pullam made a motion for Vice-Chairperson Lehrman to be elected to Chairperson. Vice-Chairperson Lehrman seconded the motion and it passed. Vice- Chairperson Lehrman made motion for Chairperson Pullam to be elected Vice- Chairperson. Chairperson Pullam seconded the motion and it passed. Item# 3: Review and consider recommendation by the Director of Civil Service regarding questions 41, 42, 43, 47, 48, 49, 50, 56, and 57 of the Fire Captain Promotional Exam administered on January 6, 1999. Cynthia C. Garcia addressed the Commission outlining the history of Fire Captain exams pertaining to promotional exams, posting and the reading list. Ms. Garcia discussed the Fire Captain exam administered on January 6, 1999. She stated that an administrative error had occurred because nine questions on the exam were taken from chapters that were not on the posted reading material. Ms. Garcia said she had originally intended to recommend to the Commission that all nine questions be thrown out and that the exam be based on 91 questions on a 100 point scale. In the course of the appeal process, it was brought out that three of the questions were referred to in other chapters that were on the posted reading list. She stated that previous Commissioners had upheld valid exam questions when they were found to contain an administrative or clerical error. Ms. Garcia recommended to the Commission to allow Questions # 43, 48, and 56, and throw out the remaining six of the nine questions taken from chapters that were not on the reading list. Discussion ensued regarding Questions # 43, 48, and 56 that Ms. Garcia stated were available in other parts of the text that were on the reading materiaL Carlos Torres, Representative of Corpus Christi Firefighters' Local 936 addressed the Commission. Vice-Chairperson Pullam made a motion that questions 41, 42, 43, 47, 48, 49, 50, 56, and 57 be eliminated from the January 6, 1999 Fire Captain Promotional Exam. Member Martinez seconded the motion and it passed unanimously. Item # 4: Acceptance of Police Chief P. Alvarez, Jr.' letters of non-selection for 1999 Police Academy applicants Christopher Field, Christopher D. Cano, Thomas M. Fry and Stephen McNally Discussion regarding Police Chief P. Alvarez, Jr.' letters of non-selection. Vice- Chairperson made a motion to accept the letters of non-selection from the Chief of Police and the motion passed.
