Garcia Rev. William Pullam, Vice-Chair Director of Human Resources Diana Martinez, Member Linda Hickok,Sr. Human Resources Analyst Chairperson Lehrman called the meeting to order at 8:35 a.m. Item # 1: Review and approve the minutes of the 445th Civil Service Commission Meeting held on April 5, 1999. Member Martinez moved for the minutes to be approved as written. Vice-Chair Pullam seconded the motion and it passed. Item # 2: Review and consider whether a promotional exam for FFII — EMS can be opened to qualified Firefighters in the next lower rank regardless of time in rank, but not on probation, as a result of the N'F1l — EMS promotional exam administered on May 13, 1999. The City presented background information and recommended opening up the Firefighter H — EMS position to persons in the next lower rank. Firefighters P. Brennan and C. Thompson addressed the Commission with comments. Ms. Garcia presented additional background information regarding the position. Chairperson Lehrman made a motion to open up the next Firefighter II — EMS exam to qualified Firefighters in the next lower rank regardless of time in rank, but not on probation. Member Martinez seconded the motion and it passed. Item # 3: Review and consider amendment to Article X — Promotional Procedures; Filling Promotional Vacancies. Adding new section with language referencing promotional examination procedures for Firefighter II—EMS. Ms. Cynthia Garcia gave background information regarding the position of FF II — EMS as compared to the FF II — Engineer. She recommended changing Section 2 with the recommendation to allow for opening up the position when not enough qualified Firefighters are available to test for the promotion. Ms. Garcia recommended that at least three qualified candidates per vacancy be registered in order to administer an exam. The remaining sections would be re-numbered accordingly. Vice-Chair Pullam recommended the Commission rules be changed as amended, Member Martinez seconded the motion and it passed.
