Call to Order Time: 3:20 pm II. Approve Minutes &Absences.....1oan Veith motioned for approval, Beth Becerra seconded and committee approved IV. Public Comment: Please be advised that the Open Meetings Act prohibits the committee from responding and discussing your comments at length. The law authorizes members to make a statement of factual information, recite an existing policy in response to the inquiry, or advise the citizen that this subject will be placed on an agenda at a later date.: Chris Swanson inquired about the possibility of creating a tarp ordinance. A. Goodwill Manager Presentation: Dennis Terry Goodwill region for South Texas is San Antonio-South. Takes clothes and sells them throughout the World. Profits of selling clothes stay in South Texas Corpus has a strong brand name 9 stores. However the Valley is harder to break into. Goodwill only has 2 stores in Valley despite the needs are strong. Culturally the Valley has tendency to pass items down the family line which obviously hurts donations. Goodwill Corpus sends clothing to Valley. Tuesday October 8, 2013 Goodwill will be opening new store in the Valley. Angela Gonzalez asked to talk about Donations stations. According to Mr. Terry problems locally have been self induced. 2009-2012 donations went down and quality went down in response GW shrunk. 20% increase in donations with tractor trailer donation sights. It's taken 2 yrs to address overflowing donation sites. Goodwill has hired a new logistics manager. It's more important to collect instead of making it look beautiful. 100,000$ to dispose of trash for Goodwill in Corpus Christi from donations/dumping. Christopher Anderson asked how often they clean out sites; Dennis Terry stated 3x per week for 12 sites in Corpus. PD is writing citations for trespassing and stealing donations for Goodwill drop off sites. GW sites should be clean after this past effort. Angela Gonzales' and Dennis Terry's concerns are the drop-off sites because they get a quarter per donations. Donations in blue boxes or Ronald McDonald profits go out of town. Ronald McDonald gets around 80,000$. Goodwill is different from other organizations because they man their stations which helps keep them clean. Most drop boxes can't compete because of the quality of brand. City of CC according to Dennis Terry needs to pass an ordinance that would force manned sites. Brownsville's plastic bag ordinance: Goodwill bought re-usable bags to sell,very few sold most people hauled their items to their car bag-less. GW is prepared to react with whatever the city decides. They may offer re-usable bags. They'll probably still use plastic bags and charge for the bags. Plastic bags that Goodwill receives go back to the landfill. They can bale plastic bags and spend about, 100,000$ per year to deal with. Carolyn Moon asked if Goodwill would give her bags back when she donates. They will if she asks. Goodwill sponsors E-recycling at least 500,000 pounds of recycled electronics. Goodwill can bail cardboard and plastic bags. Joan Veith inquired about cardboard boxes and would like to know about if they would be able to locate boxes for Police officers assn. for X- mas. She needs boxes first part. B. Litter Ordinance Review: Dawn Stubblefield was introduced to committee. David Loeb saw someone littering and took a picture. There wasn't enough info with the picture to prosecute. Overview of history of Plastic Bag ordinance. Draft form of ordinance for viewing by committee. Memo for City Manager is now in it's 6th version. Explanation of the memo to City Manager. PD has truly helped SWO especially with C-Moon- look into having tarps to rent at Transfer Station. Beth Becerra- Have tarps at certain stores for discounted rates that City would pay for. Solid Waste Code Compliance officers numbers. Green Star explanation. CC Educator discussion in regards to how she is helping with initiative. Chelsea Craig of Beautify CC was introduced to Clean City Committee. Beautify CC needs a Clean City Committee Board member and will need nominations. Teresa Finch was introduced to new board members. Municipal Court discussions and discussing deputizing citizens. Community receptacles, up2u bags,trash bags. Bag-in- a-bags. Beth Becerra: "Bag in a bag is terrible idea." Solid Waste is working on data trends mainly through Adopt-A-Beach. Operation Proud Partnership areas need to be targeted by Clean City. Lack of progress:After a cleanup (within weeks) area is trashed again. Sold Waste is opening glass drop-off at Transfer Station. Operation Proud Partnership will need a Litter appearance survey. Carolyn Moon will ask TXDOT about Adopt-a-Highway at public meeting Friday Oct 4, 2013. Adopt-a-Park explanation of their component of litter ordinance. Smart phone app as component of ordinance. MyWaste, Don't Mess with Texas app Micah DeBenedetto asked for Solid Waste to look at SWO. C. Litter appearance survey dates------Tabled D. Glass Recycling recap: Corpus Christi atheist, Moody Key Club, etc did an outstanding job. E.Adopt-a-Beach recap Great turn out. Carolyn Moon stated that most of the plastic they picked up was incredibly small. F. Approve CC Recycles week. Beth Becerra will donate bags for giveaways. Need to talk to Wal-Mart to get re-usable bags. Carolyn Moon A&M CC is doing Bling Your Own Bag Nov. 9th possible cleanup at Laredo Corridor. G.Xmas tree recycling-tabled H. Feast of Sharing Dec. 25.will need volunteers. I. Determine Glass Recycling dates for 2014-Tabled. VI: Adjourn:4:43 pm
