Call to Order Time: 3:18pm II. Approve Minutes &Absences of January 2014 meeting-tabled due to missing minutes. III. Public Comment: Please be advised that the Open Meetings Act prohibits the committee from responding and discussing your comments at length. The law authorizes members to make a statement of factual information, recite an existing policy in response to the inquiry, or advise the citizen that this subject will be placed on an agenda at a later date.: Art Norman: Adopted section 2 of Oso Creek Park and asked the Committee to address air soft gun battles being held at the park. Mr. Norman requested air soft gun battles to be placed on a future agenda either for City Council or the Clean City Advisory Committee. He noted air soft guns release plastic pellets which don't easily decompose and should be considered littering in City properties. He feels current litter laws should be applicable. L Business for Discussion and Possible Action: A. Litter Ordinance Update: A> BucketWorks continues to develop and distribute marketing materials such as PSA's,handouts,and Billboard advertising. B> To determine the effectiveness of the litter ordnance, Solid Waste Operations has hired a contractor to complete litter surveys. They"ll collect litter and weigh it. Clean Cite Adyisorti-Committee will be updated on those suiveys. Lawrence Mikolajczvk noted that there has been a reduction of roadside litter since the Department began enforcing secured load requirements at the J.C.Elliot Transfer Station. The Department currently uses the State of Texas regulations on secured loads. Violators at the landfill are charged a $10 fee. B. Tire Ordinance A> Solid Waste mill go before Cite Council workshop session on April 15t"to present the tire ordinance. B> April l lt"Lawrence M.will update Cite Manager C> Tire facilities mould be required to mark tires for identification by compliance and PD. 120 businesses have been identified by Solid Waste Operations. D> There will be two town hall meetings: one will be in May and the other will be in June. They'll be held at Citv Hall Council Chambers. Stakeholders will be allowed stakeholders to voice their concerns. C. Earth Day Bay Day April 12t" A> Solid Waste Operations,RecycleBank,and PRIDE Committee will be at Earth Day Bay Day. Russell Stoners will email the Clean City Committee to determine if some members mould like to have a booth. D. Glass Recycling: A> The Clean Citv Committee determined to hold the December 13, 2014 event at Del Mar College. B> The Committee asked staff to begin to advertising the availabilit-v of the J.C.Elliot Transfer Station glass recycling station. E. Don't Mess with Texas Trash Off—McGee Beach April 12t". A> In partnership with Beautify-Corpus Christi Association Solid Waste Operations will assist a cleanup of the breakwater north of McGee Beach from 9-12. F. Adopt-a-Beach April 26r" A> Solid Waste Operations and Beautify-Corpus Christi will host a cleanup at Cole Park. G. Buc Dav"s Parade Mai-3101. A> Solid Waste Operations will clean up before and after Buc Days. The department will also assist volunteers in handing out trash bags. E. Future Agenda Items: • Pellet gum litter discussion and possible action. • Committee member attendance discussion and possible action. • Recycle trailer discussion and possible action-Committee may assist in the design of a litter education trailer. • Litter ordinance marketing update.
