Meeting Minutes
Thursday, June 5, 2014 @ 3:00 p.m.

Committee Approved Minutes from the May 3, 2014 meeting-Scot Barker motioned,
Chelsea Craig seconded;the committee voted to approve the minutes with one spelling
correction of Saint Lewis to St. Louis.
III. Public Comment: No public comment at this time.
IV. Business for Discussion and Possible Action:
A. Introduction of City Liaison with discussion on expected outlooks and
responsibilities.Celina Pulcher was introduced to the Committee as the new City
Liaison. She detailed her work experience including 15 years with the City and her
various duties with other committees.
B. Pellet gun litter discussion and possible action.Scot Barker explained there was a
typo on the Agenda.The discussion was to be about air-soft guns and not pellet
guns. Lawrence Mikolajcyzk made the decision to go ahead and discuss. Scot asked
if there had been any initiatives about the soft guns. Lawrence explained there was
an ordinance saying they could not be fired and that he thought the CCPD was
watching whether guns were being fired out in the area being discussed (south of
Bill Witt Park, by Oso Creek, by the Steel Mill). Carolyn Moon explained that there
are several groups that utilize the park out there and there are guns being fired and

it poses a danger to the community.They are also concerned about the litter that is
being left behind. Lawrence said the ordinance does address air soft guns and that
he would contact Captain David Blackmon to take a look at the issue. Laurie Turner
believes that youth are going out there to avoid being detected. She would like a
presence to be made out there. Carolyn asked if we could post signs addressing
dumping, shooting and trucks. Scot asked if this would be the most cost effective
way and Lawrence said we could start with Capt. Blackmon and discuss with Parks
and Recreation as well. Will check on progress for next agenda item.
Micah DeBenetto asked about clean up and it was discussed that the committee
would consider perhaps doing a clean-up out there.They did not want to think
about adopting the park but would keep an eye on it.
C. Review of Litter ordinance and responsibility of litter with discussion and possible
action. Lawrence gave an update on enforcement of the ordinance. He said there
were a few proposed changes to the ordinance and they are working on presenting
to Council again. One of the items to add is addressing handouts and airbills. Also,
special event ordinance which will require a solid waste plan, recycling and required
signage. Celina will email a draft of the ordinance to the Committee.
The committee also discussed problems with inlets and trash during special events.
Solid Waste is looking to provide signage/sandwich boards that can be checked out
during events and BMP variations of items to block debris from going into the storm
drains. Depending on the size of the event, a compliance officer will follow-up on
their event/ recycling plan. If they are not following,the City can charge$200. The
Litter Ordinance has already been adopted, there were just some language changes.
The new Special Event ordinance has not gone to Council yet and may require some
town hall meetings. It does define what an event is and how many constitute a
special event and it defines that special markings can only be done by a water
soluble solution.
Question was asked if there would be a requirement of number of trash cans
required by larger stores and yes it would be.
Carolyn asked about the fence area near Mt. Carmel. Lawrence explained that once
trash is airborne, it becomes the responsibility of the property owner.The litter
ordinance will dictate responsibility but the City is going to try an education
campaign before enforcing heavy-handed ordinances.
Micah asked about a video he saw on YouTube regarding the outflow that goes out
to the bay. He asked why there is not another catch there. Lawrence explained the
catch basins are located where the storm water drain inlets are on the street side. If
you want to reduce trash like that the city needs to allocate more resources to
address those and vacuum out the trash more than once a year. He further
explained that it works until it rain and what was really alarming was the oil sheen.
He also stated that there will be increased street sweeping.

Lawrence mentioned the Louisiana Parkway outlet.This is the area that is most
impaired. It takes in a large area and the oldest infrastructure in the city.
The committee stated they would like a packet of the Litter Ordinance for next
month's meeting.
D. Litter Campaign marketing update.Celina gave an update about The Wrath app,
stating that it just became available on Android and IOS phones. Various vendors
have come on board to give prizes away. In September, a community wide pledge
will start. Laurie asked about the use of zombies, in which Lawrence explained that
the target audience is males 18-35 which is what the campaign is targeting. In
September,the campaign will change to Leave It Better CC which will target the
entire community. He invited the Pride Committee to get involved and asked for the
Clean City Committee to get involved as well.
E. Update on litter education in schools with discussion and possible action.Celina
gave the committee an update on the educator, Dawn Stubblefield. She has been
out visiting different schools, mainly focusing on the elementaries but she will
continue with some of the older youth. Laurie asked what the second educator
would be doing, and Celina explained that they would be hitting areas outside of the
inner city and they would be working on the outer areas.
Beth asked if there was any education to the older senior citizens on littering and
some suggestions were given on how to address them.
V. Future Agenda items:
Asked about separating minutes and absences for two different agenda items.
Metrics on the marketing
Taking a look at the litter ordinance
Follow-up with Captain Blackmon and the signs Air soft gun litter discussion.
