Meeting Minutes
Thursday, August 7, 2014 @ 3:00 p.m.

I. Call to Order: Meeting Called to order at 3:04pm

III. Public Comment: No public comment at this time.
IV. Review and approval of absences from June 5,2014: Chelsea Craig made the motion
that absences shall be voted excused or unexcused beginning with the August 7, 2014
meeting. Carolyn Moon, seconded and the motion passed unanimously.
V. Review and approval of meeting minutes from June 5,2014: Carolyn Moon made the
motion to approve the minutes as written. Chelsea Craig seconded and minutes were
passed as written.
VI. Business for Discussion and Possible Action:
A. Review of airsoft gun litter:The committee held a discussion regarding the use of
airsoft pellets and discussed use of biodegradable pellets.The committee would like
to know what are the current regulations regarding this issue and would like to
invite the Police Department to come and discuss.
B. Review of current City Litter Ordinance. Committee was given a copy of the current
litter ordinance to review and discuss.The committee discussed the requirement of
trash cans for local businesses and the traveling of trash into other lots. Lawrence
explained that the ordinance had been approved but they are currently working on

additional revisions.There was also some discussion regarding plastic bags/
containers and current definitions. Scot asked about yards that were unkept and
what is Code Enforcement experiencing which Lawrence explained that normally
the problem is solved before a citation is issued.There are many repeat offenders
that choose to just have the city take care of the problem.
C. Litter Campaign Marketing Update including up-to-date metrics: Celina Pulcher
discussed the current anti-litter campaign and distributed current metrics including
downloads and pledge partners.The "Stop the Wrath" campaign will now be
moving in the "Leave It Better Than You Found It" phase. Sharlene Walker asked
about moving the campaign into the schools and there was some discussion about
using it as a competition between schools. Chelsea suggested having the schools
actually doing a competition of picking up real trash. Carolyn asked about the Pledge
Partners and what that entails which Celina explained that the community is bing
asked to take a pledge to pick up litter.The pledge partners are asked to put the
message out to the community, their customers and employees. Chelsea expressed
concern that there is a continuation of community awareness for the ordinance
once the campaign is complete which will be looked into further.
The committee discussed follow-up for the next meeting to include a discussion with
Capt. Blackmon on the air soft regulations.The committee would like the opportunity to
talk with the Educator, Dawn Stubblefield, to find out more about her efforts.
VII. Scot Barker motioned to adjourn the meeting, Carolyn Moon seconded and meeting
was adjourned at 4:02pm.
