Minutes of January 8, 2009 Meeting FEB 0 6 2003
Meeting opened at 3:07 p.m. in the 6th floor Conference Room, City Hall. CITY SECRETARY'S OFFICE
The following members were present: Paul Anthony Castorena, Brenda Cuvelier, Paige Dinn,
John Elford, Daiquiri Richard, Mikell Smith, and Joan Veith.
The following members were absent: Brian Cornelius and Patricia Garcia.
Regular Business: Minutes of the October meeting and the special November meeting were
approved.
Discussion over the committee absence procedure was initiated. It was agreed that Patricia
Garcia's absence from the prior meeting was unexcused. There was discussion regarding the •
importance of contacting the committee prior to a meeting to be granted an excused absence.
Public Comment: No public comment was made.
Mikell Smith updated the committee over the Keep America Beautiful status. Mikell reported
that he had spoken with Larry Messer of the City's MIS department regarding access to GIS data
that would aid in the litter control index survey. Larry recommended that the committee use
established brush collection areas, or perhaps census tracts, to guide the committee on the
survey. Daiquiri Richard stated that the next step is to assign areas the committee is going to
survey and then review the surveying and scoring training video. Once the survey maps are
prepared, then the committee can schedule the date of the survey and arrange training and
transportation. There was discussion regarding the scoring process. John Elford offered the use
of a room at his church to watch the training video, and use of one of the church passenger vans.
It was agreed that by the date of the next regular meeting, Mikell would work with Solid Waste
Operations staff to assure the committee would have the maps needed to schedule the litter index
survey.
Paul Bass presented information on the recycling commodities market in the current economy,
and handed out data he had gathered on current market conditions.
Paul Bass shared that Solid Waste Operations plans to address City Council in February
regarding the previously proposed recycling program. This is the same program that has been
previously discussed, with the 95 gallon containers, recycle collection once every 2 weeks,
garbage collection once a week, and the possible inclusion of glass. Paul stated that there is
concern over the current commodity markets. Solid Waste staff will meet with Rick Carpenter
of Dolphin Recycling, the current recycling contract holder with the City, to address these issues.
Paul stated that they may present the recycling program offering two perspectives, with one
citing the financial impact if a new program is implemented in our current economy and a second
should implementation be postponed until the commodity market recovers to its past levels.

Paul Bass mentioned the upcoming Christmas tree recycling events. The first event, January 10,
will be held at four locations to serve residents on the north side of the city. The following
Saturday, January 17,trees will be collected from four locations to serve the south side. Paul
stated that free Afghan Pine or Live Oak tree seedlings will be offered in exchange for each
recycled Christmas tree. The Master Gardeners have prepared planting and care instructions,
and are to help hand out the seedlings that were funded by Citgo. Paul announced that the
Christmas card recycling program will end on January 11. On Saturday, January 10, from 1:00
p.m. to 3:00 p.m.,Barnes &Noble will host an event to demonstrate how artwork is made from
the recycled cards. Cub Scouts from Oak Park and Gibson Elementary schools were are invited
to participate.
The motion to adjourn was made by Anthony Castorena and seconded by Paige Dinn. The
meeting adjourned at 4:06 p.m.
