HomeMy WebLinkAboutMinutes Clean City Advisory Committee - 06/04/2009 4 rRE _ EWE* AUG 1 0 2009 Clean City Advisory Committee Minutes of June 4, 2009 CITY SECRETARY'S OFFICE Meeting opened at approximately 3:10 p.m. in the 6th floor Conference Room, City Hall. Roll was taken and the following members were present: Anthony Castorena, Paige Dinn, Teresa Klein, Daiquiri Richard, Mikell Smith, and Joan Veith. The following members were absent: Brian Cornelius and John Elford. The following ex-officio member was present: Peggy Sumner. The following City staff was present: Paul Bass and Cara Myers. Regular Business: Joan Veith made the motion to approve the May minutes. Teresa Klein seconded the motion,which was voted on and passed by the committee. It was reported that Brian Cornelius and John Elford provided prior notification of their absence on this day. Discussion over the committee absences was initiated. Mikell Smith called to request excused absence prior to the May meeting. Since the last meeting, Brenda Cuvelier formally resigned from the committee. Daiquiri Richard made a motion to approve the excused absences for Mikell Smith. Teresa Klein seconded the motion,which was approved. Public Comment: Carolyn Moon, a resident of Corpus Christi, commented that she was concerned multi-family homes in the community would disregard the procedures of the proposed once a week garbage and 96 gallon recycling cart collection. She feels that these larger families will place garbage into the recycling carts, because garbage will only be collected once a week. Hatcher Chalkley, a resident of Corpus Christi, passed out a note sheet of his concerns. He is concerned about the time that brush and bulky items, as well as garbage and recycling, are allowed to be set-out for collection. Discussion over the preliminary results of the Keep America Beautiful (KAB) Litter Index Survey was initiated. Mikell Smith and Teresa Klein presented a report of the findings. They stated that several factors should be considered in interpreting the results. On factor discussed was the correlation between litter clean-up events and brush collection efforts and the subareas that received better scores. They feel that these scores should be considered raw at this time and that no conclusions should be drawn just yet. The committee will determine the next steps for further analysis before determining and reporting on the findings. The committee moved forward on the agenda to item VII. A. to discuss the Keep America Beautiful (KAB) litter survey and steps remaining for Keep America Beautiful Application. Considerable dialogue ensued regarding the relevance of the survey data, interpretation of the data, as well its value as a tool to effect future behavior changes. The committee discussed additional requirements for KAB affiliation, such as identifying the Executive Director and SCANNED - designating board members. Daiquiri Richard requested that City Staff provide more guidance on how to proceed with completing KAB application. Peggy Sumner, Director of Environmental Services, provided a detailed presentation of Corpus Christi's extensive stormwater system infrastructure, and described the department's role in monitoring and controlling stormwater. Peggy mentioned that Corpus Christi was the first city in Texas to receive the National Pollutant Discharge Elimination System (NPDES) - Municipal Separate Storm Sewer System (MS4) permit in 1995. The presentation covered aspects of the stormwater system, to include the history, problems, regulatory issues, enforcement, education efforts, and health and safety issues. Mikell Smith initiated discussion over the proposed Solid Waste Operations changes to garbage, brush, and recycling collection. Paul Bass stated that the proposed budget includes once-a-week garbage and single-stream automated recycling. The program will be relatively cost neutral, with larger expenses incurred in the first years. Mikell asked how the department will monitor cross contamination of garbage into the new recycling containers. Paul stated that contamination will be monitored, and the department will be able to identify specific routes that warrant additional education and code enforcement actions. Paul thanked the committee for their ideas and contributions in shaping the changes to the services provided by the Solid Waste department Solid Waste will be presenting the proposal to City Council on June 16th. The discussion over the City establishing an ordinance to require businesses to provide outdoor trash receptacles was briefly discussed. It was determined that more information would be needed regarding the City's existing ordinances, as well as other Cities' ordinances, to facilitate a meaningful discussion. This item was recommended for discussion again at the next meeting. The motion to adjourn was made by Joan Veith and seconded by Teresa Klein. Meeting adjourned at 5:15 p.m.
