J. Thomas Richard Bullock Frank Garcia Veronica Toomey Theresa Finch CALL TO ORDER L Commissioner Nina Trevino, CBCOG Chairman, called the meeting to order at 2:05 PM. John Buckner called the roll and there were 10 out of 11 counties represented and 17 of 35 votes were present. 2. APPROVAL OF MINUTES OF THE JANUARY 25, 2019 MEETING A motion was made by Commissioner Olsen, seconded by Commissioner Cantu to approve the January 25, 2019 Minutes. The minutes of the January 25, 2019 meeting were approved by unanimous vote. 3. TREASURER'S REPORT CBCOG Treasurer Tom Tagliabue presented this report for the months of January and February 2019. A motion was made by Mr. Willow, seconded by Commissioner Olsen to approve the SCANNED Minutes Page 2 March 22, 2019 Treasurer's Report. The Treasurer's Report for the months of January and February 2019 was approved by unanimous vote at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments The following persons were presented for confirmation. TO THE COUNCIL ON AGING: George F. Haynes, Aransas County Leo Alarcon, Kleberg County Steven Crites, Kleberg County TO THE REGIONAL SOLID WASTE ADVISORY COMMITTEE: Jon Perez, City of Corpus Christi, Solid Waste Services Angie Menchaca, City of Corpus Christi, Solid Waste Services David Lehfeldt, City of Corpus Christi, Solid Waste Services Ivan Luna, City of Corpus Christi, Solid Waste Services A motion was made by Mr.Tom Tagliabue, seconded by Mayor Patrick Rios to confirm these appointments. The appointments were confirmed by unanimous vote. B. EXECUTIVE DIRECTOR'S REPORT Authorization to Allow Direct Deposit for Certain Account Payments John Buckner explained that there are an estimated 16 contractors within the CBCOG's Area Agency on Aging that provide a number of valuable services such as in-home repairs,personal assistance, in-home respite care, etc. Checks are regularly issued for these services and from time to time, checks are lost or misplaced in the mail and a timely resolution of these problems can be the result. Primarily, a more timely payment can be made to the contractors if direct deposit is provided. Mr. Ocker moved for the adoption of this direct deposit process and his motion was seconded by Mr. Willow. Authorization of direct deposit of certain payments to contractors was approved by unanimous vote. C. HOMELAND SECURITY COMMITTEE REPORT R. J. Thomas presented this report on behalf of the committee. He explained the committee's role in scoring the applications and how the grant funds were allocated in the different project categories to different applicants. Minutes Page 3 March 22, 2019 RESOLUTION NO. 3027 A RESOLUTION ALLOCATING FY 2019 STATE HOMELAND SECURITY GRANT FUNDING IN THE COASTAL BEND REGION. A motion was made by Commissioner Cantu, seconded by Commissioner Olsen,to adopt Resolution No, 3027. Resolution No. 3027 was adopted by unanimous vote. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Richard Bullock reported that the General Land Office will make a presentation before the next CBCOG meeting on April 26 from 1:00 to 1:45 PM to gather input from local governments for the development of an action plan to address mitigation opportunities created by flooding in 2015 and 2016 and Hurricane Harvey in 2017. The federal government is expected to allocate $4.3 billion dollars to the State of Texas for this purpose. The money will come from the Community Development Block Grant Disaster Recovery Fund. The COG staff will send out a notice in mid-April to all local governments in this region that might be eligible for this mitigation funding. Richard Bullock also reported that the Census Bureau has notified the CBCOG that there were 6 counties (Aransas, Bee, Kleberg, Jim Wells, Nueces and San Patricio) in the Coastal Bend that had grown enough in the last 10 years to allow census tract area adjustments. The Census Bureau has already made adjustments in these counties but if county officials wished to make further adjustments or changes in these census tract boundaries, they had until May 24 of this year to do so. COG staff will notify county officials of this opportunity to contact the Census Bureau of this opportunity. Veronica Toomey also reported on the CBCOG new website that was under development and would be available within a few months for public use, probably by the end of May. Coastlbendcog.org will be the website name. All CBCOG programs will have their sections and public information will also be available, such as calendars, agendas, etc. A web designer was secured to provide professional guidance in its developments. Theresa Finch was asked to provide information on a"Sidewalk Burners"that will be provided to local governments through a small grant to the CBCOG from the TCEQ. These are to provide support for a beautification effort at the city and county level. She also said there was a small amount of funding left for"Medsafes." These devices are designed to collect unused and expired prescriptions to be collected by local authorities at certain locations. 6. ADJOURN There being no further business, the meeting adjourned at 2:35 PM.
