The minutes of the D=cembere; 2002 were approved by unanimous vote of the members present. 410 41 3. ..;.04.)L - R'S REPORT Judge Linda Lee Henry presented this report for the months of November and December 2002. Referring to the first page of . reports mailed to the membership with the agenda for the meeting, she summarized the financial transactions for the month of November and December 2002 . The information presented included beginning balances, cash receipts, cash disbursements, 'ending balances and interest' earned on both the TEXPOOL and American Bank_ accounts.. . Judge Henry moved __for _ approval of the Treasurer' s Report and Judge Huff seconded her motion. The Treasurer's Report for both November and December 2002 were approved' by unanimous • vote of the members present at the end of the meeting. • 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT 1. Confirmation of Committee Appointments Judge Saenz reported that one CBCOG advisory committee was recommending new officers for the coming year. These were as follows: For the Public Protection Committee: • Chief Tim Jayroe, Rockport Police Dept. , Chairman Steve Schwerin, Nueces County Juvenile Probation Department, Vice- Chairman • Another advisory committee was recommending a new member. For the Council on Aging: _ _ - Ms. Jean Zilisch, representing San Patricio County Councilmember Lewis moved for confirmation of these appointments. Ms. Tennill seconded his motion. These appointments were confirmed by unanimous vote of the members present. 2 . Request for authorization for up to three board members to attend the Washington Policy Conference in. Washington, D.C. on March 15 - 20, 2003 sponsored by the National Association of Regional Councils Mayor Esquivel moved to authorize up to three board members to attend the conference. Councilmember Kieschnick seconded this motion. - • Authorization for up to three members for the Washington Policy Conference was approved by unanimous vote of the members present. i Minutes Page 3 January 24, 2003 B. COUNCIL ON AGING REPORT Mr. Fred Bell, Chairman of the Council on Aging, presented this report. RESOLUTION NO. 2467 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A GRANT APPLICATION FROM THE COASTAL BEND COUNCIL OF GOVERNMENTS' AREA AGENCY ON AGING TO THE TEXAS DEPARTMENT ON AGING FOR A GRANT IN THE AMOUNT OF $70, 000 TO SUPPORT DISASTER RELIEF EFFORTS .RELATING TO FLOODS AND SEVERE STORMS . IN ARANSAS, KLEBERG, JIM WELLS, LIVE OAK, NUECES AND SAN PATRICIO COUNTIES. Ms. Tennill moved for the adoption of Resolution No. 2467. Mr. Vasquez seconded her motion. Resolution No. 2467 was adopted by .unanimous vote of the members present. • C. HOMELAND SECURITY COMMITTEE REPORT Mayor Fil Esquivel, Chairman of the Homeland Security Committee presented this report. RESOLUTION NO. 2468 A RESOLUTION AUTHORIZING AN APPLICATION TO THE DIVISION OF EMERGENCY MANAGEMENT (DEM) OF THE TEXAS DEPARTMENT 'OF PUBLIC SAFETY FOR A GRANT IN THE AMOUNT OF $219,800 FROM A FISCAL .YEAR 2002 SUPPLEMENTAL APPROPRIATION TO THE FEDERAL EMERGENCY MANAGEMENT AGENCY - (FEMA) THAT HAS BEEN ALLOCATED TO THE STATE OF TEXAS_ TO ACCOMPLISH ALL-HAZARD EMERGENCY MANAGEMENT PLANNING IN THE COASTAL BEND REGION. After some discussion as to the history and purpose of this application and its intended purpose, Mayor Esquivel moved for the adoption of Resolution No. 2468 . Councilmember Kieschnick seconded the motion. Resolution No. 2468 was adopted by unanimous vote of the members present. D. PUBLIC PROTECTION COMMITTEE REPORT • - Chief Tim Jayroe, Rockport Police Department and Chairman of the Public Protection Committee presented this report. 1. RESOLUTION NO. 2469 A RESOLUTION ADOPTING THE 2003-2004 REGIONAL CRIMINAL JUSTICE TRAINING PLAN AND AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT THE PLAN AS AN APPLICATION FOR FUNDING IN THE AMOUNT OF $86,282 TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE .DIVISION. Ms. Tennill moved for the adoption of Resolution No. 2469. Councilmember Kieschnick seconded the motion. Resolution No. 2469 was adopted. by unanimous vote of the members present. RESOLUTION NO. 2470 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR VIOLENCE AGAINST WOMEN ACT (VAWA) FUNDS TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION; AND THAT THE VIOLENCE AGAINST WOMEN ACT APPLICATIONS BE RANKED; THE FAMILY VIOLENCE AND SEXUAL ASSAULT PREVENTION CENTER OF SOUTH TEXAS, THE WOMEN' S SHELTER, INC. -NUMBER ONE; CITY OF CORPUS CHRISTI-NUMBER TWO; AND, NUECES COUNTY-NUMBER THREE. Mayor Esquivel moved for the adoption of Resolution No. 2470 . Judge Huff seconded the motion. Resolution No. 2470 was adopted by unanimous vote of the members present. 3 . RESOLUTION NO. 2471 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE VICTIMS OF CRIME ACT (VOCA) FUND TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, AND THAT THE VICTIMS OF CRIME ACT APPLICATIONS BE RANKED; FAMILY COUNSELING SERVICES-NUMBER ONE; CASA OF THE COASTAL BEND- NUMBER TWO; NUECES COUNTY CHILDREN' S ADVOCACY CENTER-NUMBER THREE; THE FAMILY VIOLENCE AND SEXUAL ASSAULT PREVENTION CENTER OF SOUTH TEXAS, THE WOMEN' S SHELTER, INC.-NUMBER FOUR; DUVAL COUNTY-NUMBER FIVE; CITY OF CORPUS CHRISTI-NUMBER SIX; AND, TURNING POINT COUNSELING SERVICES-NUMBER SEVEN. Mr. Vasquez moved for the adoption of Resolution No. 2471. Councilmember Lewis seconded the motion. Resolution No. 2471 was adopted by unanimous vote of the members present. E. NOMINATING COMMITTEE REPORT Commissioner Oscar Ortiz presented this report on behalf of the committee. The following recommendations for officers and executive board members were presented from the Nominating Committee: Officers Chairman - Bill Hennings, Nueces County First Vice Chairman - Judge Jim Huff, Live Oak County Second Vice Chairman - Billie Jo Tennill, San Patricio County Secretary - Judge Linda Lee Henry Treasurer - Ernestine Glossbrenner Executive Board Members Judge Glenn Guillory, Aransas County Commissioner Oscar Ortiz, Nueces County Judge Jimmy Martinez, Bee County Judge Joe B. Garcia, Brooks County Judge Terry Shamsie, Nueces County Judge Terry Simpson, San Patricio County Councilmember Henry Garrett, Nueces County Minutes Page 5 January 24, 2003 Executive Board Members (Continued) Judge Pete De La Garza, Kleberg County Councilmember Lee Roy Kieschnick, Nueces County Oscar Soliz, Nueces County Clif Moss, Nueces County M. Brent Ocker, Nueces County Advisory Member Rebecca Krumnow, San Patricio Municipal Water District Commissioner Ortiz moved for approval of the recommended officers and executiveboard members for the coming year. Councilmember Kieschnick seconded this motion. The members present voted unanimously to accept the recommendations of the Nominating Committee and to elect the slate as presented. 5 . ANNOUNCEMENTS AND NON-ACTION ITEMS Newly elected Chairman Bill Hennings presented a plaque to outgoing Chairman Judge Arnold Saenz on behalf of the Coastal Bend Council of Governments. The plaque was inscribed with words of appreciation for Judge Saenz' service as CBCOG Chairman during the past two years. 6. THE COASTAL BEND COUNCIL OF GOVERNMENTS TO APPLY FOR A JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT IN THE AMOUNT OF $33,574 (TOTAL PROJECT COST OF $37,304) , ADMINISTERED BY THE CRIMINAL JUSTICE DIVISION, OFFICE OF THE GOVERNOR, AND TO SUPPORT THE APPLICATION OF THE 36TH JUDICIAL DISTRICT TO SET UP AN INFORMATION- SHARING COMPUTER NETWORK SYSTEM AVAILABLE TO JUSTICES OF THE PEACE, MUNICIPAL COURT JUDGES, SCHOOLS, PROSECUTORS' OFFICES, JUVENILE COURTS AND OTHER SOCIAL SERVICE AGENCIES THAT DEAL WITH CHILDEN WITHIN THE 36TH JUDICIAL DISTRICT, KLEBERG AND REFUGIO COUNTIES. Mr. Soliz moved for the adoption of . both Resolution No. 2465 and Resolution No. 2466. Mayor Fil Esquivel seconded this motion. Resolution No. 2465 and Resolution No. 2466 were adopted by unanimous vote of the members present. 3 . ANNOUNCEMENTS AND NON-ACTION ITEMS Judge Jay Kimbrough had cancelled his presentation to the CBCOG membership so there were no reports under this item. 4 . ADJOURN There being no further business, the meeting adjourned at 3 :10 PM. Duly approved at a meeting of the Coastal Bend Council of Governments this 24th day of January 2003 .
