CALL TO ORDER Bill Hennings, CBCOG Chairman called the meeting to order at 2:01 P.M. John Buckner called the roll. There were ' 9 of 12 counties represented and 19 out of 32 votes in attendance. SCANNED Minutes- - Page 2 March 28, 2003 2. APPROVAL OF MINUTES OF THE JANUARY 24, 2003 MEETING Ms. Tennill moved for approval of the January 24, 2003 meeting minutes. Councilmember Kieschnick seconded this motion. The minutes of: the January 24, 2003 were approved by unanimous vote of the members present. 3. TREASURER'S REPORT Ms. Ernestine . Ms. Glossbrenner moved for approval of the Treasurer' s Report and Mr. Soliz seconded - her motion. The Treasurer's Report for both. January and February 20.03 were approved by unanimous vote of the members present at ,the end of the meeting. - 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT . • 1. Confirmation of Committee Appointments Mr. Hennings reported that several CBCOG: advisory committees were having appointments recommended for confirmation. EXECUTIVE DIRECTOR'S REPORT RESOLUTION -NO. 2372 • A RESOLUTION PROCLAIMING APRIL AS FAIR HOUSING MONTH IN THE COASTAL BEND REGION. - .A , Minutes Page 3 March 28, 2003 John Buckner presented this report Mr. Soliz moved for adoption of Resolution No. 2472. Ms. Tennill seconded his motion. Resolution No. 2472 was adopted by unanimous vote of the members present: . C. COUNCIL ON AGING REPORT Mr. Fred Bell, Chairman of the Council on Aging, presented this .report. 1. RESOLUTION NO. 2473 A RESOLUTION SUPPORTING MEDICAID COMMUNITY-BASED HEALTH AND LONG TERM CARE SERVICES FOR PERSONS WITH DISABILITIES, THE ELDERLY POOR AND CHILDREN AT THEIRCURRENT FUNDING LEVELS " Mr. Soliz moved for the adoption of Resolution No. 2473 . Commissioner Trevino- 'seconded his motion: . Resolution:` No. 2473 was adopted by unanimous vote of the members present. 2 . RESOLUTION NO. 2474 - A . RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A' GRANT APPLICATION FROM THE COASTAL BEND COUNCIL OF GOVERNMENTS' AREA AGENCY ON AGING TO THE TEXAS DEPARTMENT ON AGING FOR A GRANT IN THE AMOUNT OF $10, 000 TO CONTINUE SUPPORT OF. THE REGIONAL ACCESS PLAN IMPLEMENTATION FOCUSING ON IMPROVEDACCESSTO LONG TERM CARE SERVICES FOR OLDER PERSONS AND PERSONS WITH DISABILITIES OF ALL AGES LIVING IN ; THE TWELVE-COUNTY COASTAL BEND SERVICE AREA. Commissioner Trevino moved for adoption of Resolution No. 2474 . Mr. Soliz seconded her motion. 'Resolution No. 2474 was adopted by unanimous vote ofthemembers present. 3 . RESOLUTION NO. 2475 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON THE COASTAL BEND COUNCIL OF GOVERNMENTS' AREA AGENCY ON AGING FISCAL YEAR 2003 MEDICATION MANAGEMENT PLANNING BUDGET IN THE AMOUNT 'OF $25,.084 AND APPROVING THE PROJECT'S PROPOSED SUBCONTRACTOR AND VENDORS' DIRECT PURCHASE POOL FOR PROJECT SERVICES TO BE PROVIDED IN THE COASTAL BEND REGION. Ms. Tennill moved for adoption of Resolution No. 2475. Judge Huff seconded her motion. Resolution No. 2475 was adopted by unanimous vote of the members present. D. RESOLUTION NO. 2479 - A RESOLUTION AUTHORIZING REDUCTION IN FUNDING OF SOLID WASTE PROJECTS FOR LOCAL GOVERNMENTS IN THE COASTAL BEND REGION IN ORDER TO MEET. THE FY 2003 -. . BUDGET CUT IN THE AMOUNT OF. $32,635, REQUESTED BY THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY. Mr. Soliz moved for_ the adoption -of- Resolution No.. 2479: ::-His His motion was seconded by Councilmember Kieschnick. .:.Resolution No. 2479 was_-adopted by "unanimous vote of the members present. Minutes Page 5 March 28, 2003 5. OTHER BUSINESS Ms. Ernestine Glossbrenner noted that two individuals having had a significant impact on this region as well as the State of Texas passed away recently. State Representative Irma Rangel of Kingsville and Mr. Lucien Flournoy of Alice died in March. She made a motion that the CBCOG Chairman and Executive Director prepare resolutions expressing sorrow at their passing and extending sympathy to their respective families. Ms. Tennill seconded this motion. This motion to prepare such resolutions passed by unanimous vote of the members present. Commissioner Nina Trevino noted that a long time public servant and elected official from San Patricio County, Jose Zapata , also passed away in March. She moved that a similar resolution be prepared on his behalf. Ms. Glossbrenner seconded her motion. This motion also passed by unanimous vote of the members present. 6. ANNOUNCEMENTS AND NON-ACTION ITEMS John Foust of the Del Mar Police Academy and Dean Anne Matula of Del Mar College were present to give an annual report on the accomplishments at the Del Mar College Police Academy. Del Mar College has had a long standing contract with the Coastal Bend Council of Governments to provide police academy training services. 7. ADJOURN; .
