1. CALL TO ORDER
Bill Hennings, CBCOG Chairman called the meeting to order at 2 :05 P.M.
John Buckner called the roll. There were 10 of 12 counties represented
and 20 out of 34 votes in attendance.
2. APPROVAL OF MINUTES OF THE JANUARY 30, 2004 MEETING
Judge Simpson moved for approval of the January 30, 2004 meeting minutes.
Commissioner Wilson seconded this motion. The minutes of the January 30,
2004 meeting were approved by unanimous vote of the members present.

3. TREASURER'.S 'REPORT .
CBCOG Treasurer, Councilman Lee Roy Kieschnick, presented this report for
the month of January 2004. _ Councilman. Kieschnick.- -noted- that --the
treasurer's report was not mailed with the agenda for the meeting and was
available .for .representatives when signing in for ,the meeting. He
referred to the first page of the handout and -addressed cash balances,
wire transfers, balances and invested funds on that page. Councilman
Kieschnick moved for approval of the report: His motion was seconded by
Judge Martinez. The Treasurer' s Report for the month of January 2004 was
approved by unanimous vote of the members present at the end of the
meeting.
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
Confirmation of Committee Appointments -
Chairman Hennings made one appointment to the Public Protection
Committee: Orlando Garcia, , Nueces County Teen Court; and, two
appointments to the Council on Aging: Cindy Powell, Nueces County and
Deborah Gagnon, Nueces County.. Chairman .Hennings -rioted that there were
two appointments included. in the meeting=-agerida- arid - one recommendation
not in the agenda item for appointment to- the newly created Affordable
Housing Advisory Committee. He noted that these pending recommendations
plus a number of others he knew were coming forth would be addressed at
the next CBCOG membership : meeting. Councilman Kieschnick moved to
confirm the appointments to the Public Protection Committee and the
Council on Aging. Mr. 'Moss seconded this motion. The appointments were
confirmed by unanimous vote of the members present.
B. EXECUTIVE DIRECTOR'S REPORT
RESOLUTION NO. 2526
A RESOLUTION PROCLAIMING APRIL AS FAIR HOUSING MONTH IN THE COASTAL BEND
REGION.
John Buckner presented explaining the history and purpose of the proposed
action. Ms. Tennill moved for adoption of Resolution No. 2526. Her
motion was seconded by Judge Martinez. Resolution No. 2526 was adopted
by unanimous vote_ of the members present_.
C. PUBLIC PROTECTION,COMMITTEE REPORT • -

Mr. Moss moved for adoption of Resolution No. 2527. This motion was
. seconded by Judge Huff. Resolution No. 2527 was adopted by unanimous
vote of the members present.
2 . RESOLUTION NO. 2528 •
• A RESOLUTION REQUESTING THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE
DIVISION, TO PROVIDE ALLOCATIONS . TO :- THE COASTAL . BEND . COUNCIL OF
GOVERNMENTS SO THAT AVAILABLE FUNDS CAN BE ALLOCATED TO ALL ELIGIBLE
APPLICANTS AT THE LOCAL LEVEL IN ORDER TO MEET _THE NEEDS ARTICULATED BY
LOCAL COMMUNITY PLANNING TEAMS PRIOR TO THE CJD' S FINAL APPROVAL.
Upon a motion by Judge Martinez, seconded by Commissioner Wilson,
Resolution No. 2528 was adopted by unanimous vote of the members .present.
D. HUMAN RESOURCES COUNCIL REPORT

1. RESOLUTION NO. 2529
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A CONTINUATION
APPLICATION FROM THE RURAL ECONOMIC ASSISTANCE LEAGUE, INC. TO THE -TEXAS
DEPARTMENT OF TRANSPORTATION FOR A, GRANT. IN THE AMOUNT OF $166,861 (TOTAL
. PROJECT- COST: $166, 861) TO CONTINUE PROVIDING RURAL TRANSPORTATION
SERVICES WITHIN AN ONGOING RURAL TRANSPORTATION PROGRAM__ SERVING BROOKS
AND JIM WELLS COUNTIES. .
Judge Martinez moved, seconded by Judge Huff, to adopt Resolution No.
'2529. Resolution No. 2529 was adopted by unanimous vote of the members
present.

2. RESOLUTION NO. 2530
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A CONTINUATION
APPLICATION-FROM KLEBERG COUNTY HUMAN SERVICES TO THE TEXAS DEPARTMENT OF
TRANSPORTATION FOR A GRANT IN THE AMOUNT OF $109,717 (TOTAL PROJECT COST:
$309;261) TO . CONTINUE PROVIDING RURAL TRANSPORTATION. SERVICES WITHIN AN
ONGOING RURAL TRANSPORTATION PROGRAM SERVING KLEBERG AND KENEDY COUNTIES.

Martinez seconded the . motion. Resolution No. 2530 was adopted by
unanimous vote of the members present.

A RESOLUTION REVIEWING AND COMMENTING 'FAVORABLY ON A CONTINUATION
- APPLICATION FROM THE SAN PATRICIO COUNTY COMMUNITY ACTION AGENCY TO THE
TEXAS DEPARTMENT_ OF TRANSPORTATION. FOR A GRANT IN•.THE AMOUNT- OF $113,146

A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A CONTINUATION
APPLICATION FROM THE BEE COMMUNITY ACTION AGENCY TO THE TEXAS DEPARTMENT
OF TRANSPORTATION FOR A GRANT IN THE AMOUNT OF $208, 005 (TOTAL PROJECT
COST: $313,226) TO CONTINUE PROVIDING RURAL TRANSPORTATION SERVICES
WITHIN AN ONGOING RURAL TRANSPORTATION PROGRAM SERVING ARANSAS, BEE, LIVE
OAK, REFUGIO AND MCMULLEN COUNTIES. _- -
Judge Martinez moved, seconded by Commissioner Wilson, to adopt
Resolution No. 2532 . Resolution No. 2532 was adopted by unanimous vote
of the members present.
4 . RESOLUTION NO. 2533
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A CONTINUATION
APPLICATION FROM COASTAL BEND ALCOHOL AND DRUG REHABILITATION CENTER TO
- THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR A GRANT IN THE
AMOUNT OF $41,900 (TOTAL PROJECT COST: $41, 900) TO ASSIST A CHRONIC
SUBSTANCE ABUSING SUB-POPULATION OF HOMELESS PERSONS IN MOVING INTO
PERMANENT HOUSING BY PROVIDING VOUCHERS FOR HOUSING AND UTILITY DEPOSITS
PRIMARILY IN NUECES COUNTY.
Judge Simpson moved, seconded by Councilman Kieschnick, to adopt
Resolution No. 2533 . Resolution No. 2533 was adopted by unanimous vote

E. HOMELAND SECURITY ADVISORY COMMITTEE REPORT
R. J. Thomas presented this report on behalf of the committee.
1. RESOLUTION NO. 2534

A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT AN APPLICATION
TO THE TEXAS ENGINEERING EXTENSION SERVICE (TEEX) FOR A FY 2003 STATE
HOMELAND SECURITY GRANT IN THE AMOUNT OF $132,278 FROM A FISCAL YEAR 2003
APPROPRIATION FROM THE U.S. DEPARTMENT- OF HOMELAND SECURITY, - OFFICE OF
DOMESTIC PREPAREDNESS, TO CONTINUE THE CBCOG' S COORDINATION OF AND
SUPPORT FOR ACTIVITIES AND FUNCTIONS OF PARTICIPATING LOCAL JURISDICTIONS
AND OTHER REGIONAL PLANNING ACTIVITIES DURING THE PERIOD MARCH 16, 2004
THROUGH DECEMBER 31, 2004..
Mr. Ocker moved for the adoption of Resolution No. 2534 and Ms . Tennill
seconded this motion. Resolution No. 2534 was adopted by unanimous vote
of the members present.
2. RESOLUTION NO. 2535
A RESOLUTION ALLOCATING $26,500 OF FY04 DEPARTMENT OF HOMELAND SECURITY
FUNDING IN TWO EVEN AMOUNTS OF $13,250 TOWARD THE PURCHASE OF TWO MOBILE
COMMUNICATIONS TRAILERS FOR THE COASTAL BEND REGION.
Judge Simpson moved for the adoption of Resolution No. 2535. Commissioner
Nardini seconded this motion. Resolution No. 2535 was adopted by
unanimous vote of the members present.

5. ANNOUNCEMENTS AND NON-ACTION ITEMS
Chairman Hennings asked if anyone had a problem with having the next
CBCOG membership meeting on the first Friday of April (April 2nd) instead
of the fourth Friday in March. There being no concerns expressed, he
announced that the next CBCOG membership meeting would be at 2:00 PM on
April 2, 2004.
7. ADJOURN
There being no further business, the meeting adjourned at 2 :30 PM.
Duly adopted at a meeting of the Coastal Bend Council of Governments this
-2nd day of April 2004.
