CALL TO ORDER Bill Hennings, CBCOG Chairman called the meeting to order, at 2:05 P.M. John Buckner called the roll. There were 9 of 12 counties represented and 21 out of 34 votes in attendance. 2. APPROVAL OF MINUTES OF TEM February 27, 2004 MEETING Judge Martinez moved for approval of the February 27, 2004 meeting minutes. Ms. Tennill seconded- his motion. The minutes of the February 27, 2004 meeting were approvedby unanimous vote of the members present . .. 3. .'. TREASURER'S REPORT' - CBCOG Treasurer, Councilman Lee Roy Kieschnick, presented this report for the month of February 2004. He referred to the first page of the handout and addressed cash balances, wire transfers, balances and SCANNED Min ites, a\ Page 2 r. ;April�.2 2.004 `, • invested funds on that page. Councilman Kieschnick moved for approval of the' rep'ort. His motion was seconded by Ms. Tennill. He noted that there were conflicting dates on page one of the report regarding wire transfers from TEXPOOL and subsequent deposits into American Bank. That is, wire _ transfersfrom TEXPOOL were noted as being on 2/12/2004 and 2/26/2004 into American Bank yet the withdrawals from TEXPOOL were shown as 1/12/2004 and 1/26/2004. [During the CBCOG meeting, staff was not sure which dates were correct but for the Minutes, the 1/12/2004 and 1/26/2004 should have been - shown as 2/12/2004 and 2/26/2004] . The Treasurer's Report for the ' month -of January 2004 was approved by unanimous vote of the members present at -the end of the meeting. 4,. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT • Confirmation of Committee Appointments Chairman Hennings made 24 appointments to the Affordable Housing Advisory Committee. The appointees were listed in Attachment A of the meeting notice and agenda. This committee was created at the January 2004 CBCOG membership meeting. Councilman Kieschnick moved to confirm these appointments and his motion was seconded by Mr. Massey. The appointments to the committee were confirmed by unanimous vote of the members present. B. EXECUTIVE DIRECTOR'S REPORT RESOLUTION NO. 2536 A RESOLUTION AUTHORIZING THE OFFERING OF HEALTH BENEFITS COVERAGE TO COASTAL BEND COUNCIL OF GOVERNMENTS RETIREES; REPEALING ALL RESOLUTIONS IN CONFLICT; PROVIDING AN OPEN MEETING CLAUSE; AND, PROVIDING - AN EFFECTIVE DATE. • John Buckner explained the purpose of the proposed action. Ms. Tennill moved for adoption of_Resolution_No.. .2536._ _Her_ .motion- was-seconded by - Councilman Kieschnick. Resolution No. 2536 was adopted by unanimous vote of the members present. - - C. PUBLIC PROTECTION COMMITTEE REPORT Chief Tim Jayroe, Chairman of the Public Protection Committee presented these items on behalf of the committee. 1. RESOLUTION NO. 2537 • A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON -APPLICATIONS FOR THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION (JJDP) FUND TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION; THAT THE APPLICATIONS BE RANKED: SAN PATRICIO COUNTY - NUMBER ONE; NUECES COUNTY - NUMBER TWO; AND, BROOKS COUNTY - NUMBER THREE. Minutes Page 3 April 2, 2004 Judge Guillory moved for adoption of Resolution No. 2537. Mr. Massey seconded this motion. - Resolution No. 2537 was adopted by unanimous vote of the members present: 2. RESOLUTION NO. 2538 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE VIOLENCE AGAINST WOMEN ACT (VAWA) FUND TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION; THAT THE APPLICATIONS BE RANKED: THE WOMEN'S SHELTER - NUMBER ONE; CITY OF CORPUS CHRISTI = NUMBER TWO; NUECES COUNTY - NUMBER THREE;, AND, TURNING POINT COUNSELING - NUMBER FOUR. Ms. Tennill moved for the adoption of Resolution No. 2538. Mayor Martinez ._seconded this—mot-ion,-- —Resolution—No. --2538- was adopted -by unanimous vote of the members present. 3 . RESOLUTION NO. 2539 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR SAFE AND DRUG-FREE SCHOOLS & COMMUNITIES ACT (SDFSC) FUNDS TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION; THAT THE APPLICATIONS BE RANKED: TAKING BACK THE STREETS - NUMBER ONE; BROOKS COUNTY - NUMBER TWO; AND, ODYSSEY - NUMBER THREE. Councilman Villarreal moved for the adoption of Resolution No. 2539. Judge Guillory seconded this motion. . Resolution No. 2539 was adopted by unanimous vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS - Ms. Tamara Oatman, Manager, Small Business and Local Government Assistance Section, Texas Commission on Environmental Quality presented information on the local government assistance program and the enforcement review process. Ms. Toni McCurdy,. ,.:-Outreach Marketing .. Specialist; -Texas—Veterans - Land Board, Texas General _Land Office, presented information on five programs of the Texas Veterans Land Board that address land financing, home purchase, home improvement projects, nursing home long term care, and cemeteries for veterans. Chairman Hennings noted that Sheriff Leroy Moody of San Patricio County has been serving as acting chairman of the CBCOG Homeland Security Advisory Committee due to a vacancy. in that position. Mr. Hennings . appointed Sheriff Moody to be Chairman of thatcommittee and at the Sheriff' s request, he appointed "Bill Roberts of Nueces County as Vice Chairman. R. J. Thomas gave an update on ongoing emergency- management activities and reported briefly on a yet to be announced "Law Enforcement Terrorism Prevention Program .(LETPP) administered through the Texas Engineering Extension Service (TEEX) .
