1. CALL TO ORDER
Councilman Lee Roy Kieschnick; CBCOG First Vice Chairman, called the
meeting to order at 2 : 05 P.M. John Buckner called the roll. There were 7
of 12 counties represented and 18 out of 34 votes in attendance. A quorum
was. notedas being present.
2. APPROVAL OF MINUTES OF TEE May 27, 2005 MEETING
A motion was made by Commissioner Wilson to approve the minutes of the May
27, 2005 meeting. Mr. Moss seconded this motion. The minutes of the May
27, 2005 meeting were approved by unanimous vote of the members present.
3 . TREASURER'S REPORT
John Buckner presented this report for the month of May 2005. He referred
to the first rage of the reports mailed to the membership with the agenda.
He reported on cash balances, wire transfers, disbursements and interest
earned on both the American Bank and TEXPOOL accounts. Mr. Moss moved,
seconded by Judge Simpson, to approve the Treasurer's Report. The
Treasurer' s Report was approved by unanimousvote of the members present
at the end of the meeting.

4. ITEMS REQUIRING ACTION BY THE COJNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
Confirmation of Committee Appointments
Councilman Kieschnick referred to Attachment A of the agenda and appointed
Sheldon Wiginton of Refugio County to the Homeland Security Advisory
Committee and Michael Stringer of Southern Ecology Management to the Solid
Waste Advisory Committee. Judge Simpson moved, seconded by Commissioner
Wilson; to confirm these appointments. The appointments were confirmed by
unanimous vote of the members present.
B. PUBLIC PROTECTION COMMITTEE REPORT
Jennifer Recio presented this report on behalf of the committee.
1 . RESOLUTION. NO. 2606
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE
JUVENILE JUSTICE & ,DELINQUENCY PREVENTION FUND (JJDP) TO THE OFFICE OF THE
GOVERNOR, CRIMINAL JUSTICE DIVISION.
Judge Simpson moved for the adoption of Resolution No. 2606. His motion
was seconded by Commissioner Ortiz. Resolution No. 2606 was adopted by .
unanimous vote of the members present.
2 . RESOLUTION NO. 2607
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE
TITLE V JUVENILE DELINQUENCY PREVENTION FUND TO_ THE OFFICE OF - THE
GOVERNOR, CRIMINAL JUSTICE DIVISION.
Judge Simpson moved for the adoption of Resolution No. 2607 and his motion
was seconded by Mayor Martinez. Resolution No. 2607 was 'adopted by
unanimous vote of the members present.
4 . RESOLUTION NO. 2608
A RESOLUTION AUTHORIZING THE CBCOG EXECUTIVE DIRECTOR TO ACCEPT A $19, 920
GRANT WITH A LOCAL CASH MATCH OF $2,213 (TOTAL GRANT AMOUNT .$22,113) FROM
THE GOVERNOR'S OFFICE UNDER THE JUVENILE ACCOUNTABILITY BLOCK GRANT
(J.A.B.G. ) FUND AND TO EXECUTE A CONTRACT WITH DEL MAR COLLEGE ;TO PROVIDE
THE TRAINING FACILITIES, INSTRUCTORS, CLASSES AND LOCAL CASH MATCH FOR THE
J.A.B.G. TRAINING THROUGH THE REGIONAL TRAINING ACADEMY.
Judge Simpson moved for the adoption of Resolution No. 2608. Mr. Yerena
seconded the motion. Resolution No. 2608 was adopted by unanimous vote of
the members present.

-A RESOLUTION RE-ALLOCATING FY .2002, 2003 AND 2003II DEPARTMENT OF HOMELAND
SECURITY FUNDING IN THE. COASTAL.. BEND REGION.
Commissioner Hinojosa moved for the . adoption of Resolution- No. 2609. Bill
Roberts seconded the motion. Resolution No. 2609 was adopted by unanimous
vote of the members present.
2. RESOLUTION NO. 2610 •
A RESOLUTION TO ADOPT THE COASTAL BEND REGIONAL INTEROPERABILITY RADIO LINKING
AGREEMENT. ,
Judge Simpson moved for the adoption of Resolution No. 2610 . Councilman
Al Garcia seconded the motion. - Resolution No. 2610 was adopted by
unanimous vote of the members present.
D. SOLID WASTE ADVISORY COMMITTEE REPORT
Rebecca- Martinez presented this report on behalf of the committee.
RESOLUTION NO. 2611
A RESOLUTION AUTHORIZING FUNDING OF A CITY OF ROBSTOWN COMMUNITY CLELANUP
EVENT FROM FY 2005 SOLID WASTE. FUNDS RECEIVED UNDER A GRANT FROM THE TEXAS
COMMISSION ON ENVIRONMENTAL QUALITY.
Judge Simpson moved for the adoption of Resolution No. 2611. Commissioner
Ortiz seconded the motion. Resolution No. 2611 was adopted by unanimous
vote of the members present.
E. EMERGENCY COMMUNICATIONS ADVISORY COMMITTEE REPORT
John Buckner presented this item on behalf of the committee. -
RESOLUTION NO. 2612 .

A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT THE COASTAL BEND
COUNCIL OF GOVERNMENTS FY 2006-2007 STAGE TWO 9-1-1 STRATEGIC PLAN TO THE
COMMISSION ON STATE EMERGENCY COMMUNICATIONS (CSEC) AS REQUIRED IN
SUBCHAPTER 771.055 OF THE HEALTH AND SAFETY CODE.

Judge Simpson moved for the adoption of Resolution No. 2612 . Mr. Roberts
seconded the motion. ,Resolution No.2612 was - adopted by-unanimous vote of
the members present.

5. ANNOUNCEMENTS AND OTHER "ACTION ITEMS " - " "
Mr." Tom Niskala of the Metropolitan Planning Organization and Mr. Steven
Ndima of the Texas Department of . Transportation gave brief reports on
.regional transportation planning matters.
