1. CALL TO ORDER
Councilman Lee Roy Kieschnick, CBCOG First Vice Chairman called the meeting
to order at . 2:03 P.M. John Buckner called the roll. There were 7 of 12
counties represented and 21 out of 34 votes in attendance. A quorum was
noted as being present.
2. APPROVAL OF MINUTES OF THE MARCH 31, 2006 MEETING
A motion was made by Mr. Oscar Soliz to approve the minutes of the March
31, 2006 meeting. Commissioner Rindle Wilson seconded this motion. The
minutes of the March 31, 2006 meeting were approved by unanimous vote of

3. TREASURER'S REPORT
Mayor David Krebs, CBCOG Treasurer, presented this report for the month of
March 2006. He referred to the first page of the report mailed to the
membership with the agenda. He reported on cash balances, wire transfers,
disbursements and interest earned on both the American Bank and TEXPOOL
accounts for March 2006.. Judge Simpson moved, seconded by Mr. Soliz, to
approve the Treasurer's Report for March 2006. The Treasurer' s Report was
approved by unanimous vote of the members present at the end of the
meeting.
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
1. Confirmation of Committee Appointments
Councilman Kieschnick made the following appointments to advisory
committees:
Mr. Javed Sayed to the Public Protection Committee; Mr. Oscar Soliz, Ms.
Regina Coley and Ms. Noeline Kelly to the Council on Aging. Judge Martinez
moved to confirm these appointments. Councilman Al Garcia seconded this
motion. The appointments were confirmed by unanimous vote of the members
present.
2. Authorization for up to four CBCOG Board Members to attend the National
Association of Regional Councils' 40th Annual Meeting.
Judge Martinez moved to allow up to four board members to attend this
meeting. Councilman Al Garcia seconded this motion. The motion passed by
unanimous vote of the members present.
A question was asked as to who was going to the meeting. John Buckner
reported that Judge Huff had designated himself, Mr. Oscar Soliz, Judge
Linda Lee Henry and Commissioner Betty Jean Longoria as the four board
members to be authorized to attend this meeting with expenses paid. -. ... .
B. EXECUTIVE DIRECTOR'S REPORT
John Buckner presented this report.
Authorization to amend the Coastal Bend Council of Governments 2006 Budget
and to pay a special, one-time assessment designated to strengthen the
Texas Association of Regional Council' s (TARC) financial position.
Mr. Soliz moved to authorize a budget amendment to accommodate this one •
time assessment and payment of $1, 655.14 to the Texas Association of
Regional Councils. Judge Martinez seconded the motion. The motion was
adopted by unanimous vote of the members present.

C. COUNCIL ON AGING REPORT
Ms. Nina Amador, Chairman of the Council1 on Aging, presented this'.report.
RESOLUTION. NO. 2661 . :
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ALLOCATE ACTUAL FISCAL
YEAR 2006 TITLE III AND OTHER AGING PROGRAM FUNDS TOTALING $2, 635, 511
INCLUDING $203, 904 IN FISCAL YEAR 2005 TITLE III CARRYOVER TO SUPPORT
PLANNED AREA AGENCY ON AGING SERVICE ACTIVITIES AND ADMINISTRATIVE
FUNCTIONS.
Mr. Soliz moved for adoption of Resolution No. 2661. Judge Simpson
seconded his motion. Resolution No. 2661 was adopted by unanimous vote of
the members present.
D. PUBLIC PROTECTION COMMITTEE REPORT
Dr. Anne Matula, Chairman of the Public Protection Committee presented the
report.
RESOLUTION NO. 2662
' A . RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE
VICTIMS OF CRIME ACT (VOCA) . FUND TO THE OFFICE OF THE GOVERNOR, CRIMINAL
JUSTICE DIVISION AND RANKING THE APPLCATIONS IN THE FOLLOWING ORDER:
NUMBER ONE - THE WOMEN'S SHELTER; NUMBER TWO - NUECES COUNTY CHILDREN'S
ADVOCACY CENTER; NUMBER THREE - THE. CITY OF CORPUS CHRISTI; NUMBER FOUR -
FAMILY COUNSELING SERVICES; AND NUMBER FIVE - DUVAL COUNTY,
Judge Simpson moved for the adoption of Resolution No. 2662. Mr. Soliz
seconded his motion. Resolution No. 2662 was adopted by unanimous vote of
the members present.
E. HOMELAND SECURITY ADVISORY COMMITTEE REPORT
Sheriff Leroy Moody, Chairman of the Homeland Security Advisory Committee
presented this report. '
RESOLUTION NO. 2663 .
A RESOSLUTION TO ESTABLISH DEFINITIONS FOR THE REGIONAL RESPONSE PLAN.
After much discussion, Judge Martinez moved to table Resolution No. 2663.
Commissioner Betty Jean Longoria seconded his motion. Action on Resolution
No. 2663 was tabled by unanimous vote of the members present.
F. HUMAN. RESOURCE COUNCIL REPORT

A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A CONTINUATION
APPLICATION FROM THE BEE COMMUNITY ACTION AGENCY TO THE TEXAS DEPARTMENT OF
TRANSPORTATION FOR A GRANT IN THE AMOUNT OF $214, 649 (TOTAL PROJECT COST:
$238, 494) TO CONTINUE PROVIDING RURAL TRANSPORTATION SERVICES IN ARANSAS,
BEE, LIVE OAK, MCMULLEN AND REFUGIO COUNTIES.

Judge Martinez moved for the adoption of Resolution No. 2664. 'Mr. Soliz
seconded his motion. Resolution No. 2664 was adopted by unanimous vote of
the members present.
2. RESOLUTION NO. 2665
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A NEW APPLICATION FROM
THE RURAL ECONOMIC ASSISTANCE LEAGUE, INC. TO THE TEXAS DEPARTMENT OF
TRANSPORTATION FOR A GRANT IN THE AMOUNT OF $121,246 (TOTAL PROJECT COST:
$136,246) TO PROVIDE PREVENTATIVE MAINTENANCE FOR VEHICLES, TO PURCHASE TWO
VEHICLES AND TO CONSTRUCT A BUS SHELTER WITHIN AN ONGOING PROGRAM SERVING
JIM WELLS, BROOKS AND SAN PATRICIO COUNTIES.
Judge Martinez moved for the adoption of Resolution No. 2665 as well as the
next four resolutions that followed on the agenda: Resolutions No. 2666,
2667, 2668, . and 2669.
3. RESOLUTION NO. 2666
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A NEW APPLICATION FROM
THE RURAL ECONOMIC ASSISTANCE LEAGUE, INC. TO THE TEXAS DEPARTMENT OF
TRANSPORTATION FOR A GRANT IN THE AMOUNT OF $56,181 (TOTAL PROJECT COST:
$70,226) TO SUPPORT PREVENTATIVE MAINTENANCE OF VEHICLES AND CCOMMUNICATION
COSTS WITHIN AN ONGOING RURAL TRANSPORTATION SERVICIE IN JIM WELLS, BROOKS
AND SAN PATRICIO COUNTIES.
4. RESOLUTION NO. 2667
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A NEW APPLICATION FROM
THE NUECES COUNTY MENTAL HEALTH AND MENTAL RETARDATION COMMUNITY CENTER TO
THE U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES, SUBSTANCE ABUSE AND
MENTAL HEALTH SERVICES ADMINISTRATION FOR A GRANT IN THE AMOUNT OF $399,527
(TOTAL PROJECT COST: $399,527) TO PROVIDE SUBSTANCE ABUSE TREATMENT FOR
HOMELESS PERSONS IN NUECES COUNTY.
5. RESOLUTION NO. 2668
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A NEW APPLICATION FROM
. THE BEE COMMUNITY ACTION AGENCY TO THE TEXAS DEPARTMENT OF TRANSPORTATION
FOR A GRANT IN THE AMOUNT OF $56, 720 (TOTAL PROJECT COST: $70,900) TO
PROVIDE FOR THE PURCHASE - OF SERVICES AND PREVENTATIVE MAINTENANCE FOR
VEHICLES USED IN AN ONGOING RURAL TRANSPORTATION PROGRAM IN ARANSAS, BEE,
LIVE OAK, MCMULLEN AND REFUGIO COUNTIES.
6. RESOLUTION NO. 2669 •
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A NEW APPLICATION FROM
KLEBERG COUNTY HUMAN SERVICES TO THE TEXAS DEPARTMENT OF TRANSPORTATION FOR
A GRANT IN THE AMOUNT OF $37,051 (TOTAL PROJECT COST: $46,334) TO SUPPORT
PREVENTATIVE MAINTENANCE FOR VEHICLES USED IN A RURAL TRANSPORTATION
PROGRAM SERVING KLEBERG AND KENEDY COUNTIES.
Resolution Nos. 2666 through 2669 were adopted by unanimous vote of the
members present.
5. ANNOUNCEMENTS AND OTHER ACTION ITEMS
No announcements or other matters were considered under this item on the
agenda.
