CALL TO ORDER Judge Huff, CBCOG Chairman, called the meeting to order at 2:10 P.M. John Buckner called the roll. There were 8 of 12 counties represented and 16 out of 34 votes in attendance. A quorum was noted as being present. 2. APPROVAL OF MINUTES OF THE APRIL 28, 2006 MEETING A motion was made by Mr. Oscar Soliz to approve the minutes of the April 28, 2006 meeting. Mayor Elaine Kemp seconded this motion. The minutes of the April 28, 2006 meeting were approved by unanimous vote of the members present. 3. TREASURER'S REPORT John Buckner presented this report for the month of April 2006. He referred to the first page of the report mailed to the membership with the agenda. He reported on cash balances, wire transfers, SCANNED • Minutes :4 Page 2: May-26;42066 'disbursements and interest earned on both the American Bank and TEXPOOL accounts for April 2006. Mr. Soliz moved, seconded by Councilman Villarreal, to approve the Treasurer' s Report for April 2006. The Treasurer' s Report was approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments No appointments were made at this meeting. B. PUBLIC PROTECTION COMMITTEE REPORT Jennifer Recio presented this report. 1. RESOLUTION NO. 2670 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR CRIMINAL JUSTICE PLANNING "421" FUNDS TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, AND THE APPLICATIONS BE RANKED: COASTAL BEND C.O.G. - NUMBER ONE; COMMUNITIES IN SCHOOLS - NUMBER TWO; DUVAL COUNTY - NUMBER THREE; NUECES COUNTY - NUMBER FOUR; AND, THE CITY OF CORPUS CHRISTI - NUMBER FIVE. Mayor Kemp moved for the adoption of Resolution No. 2670. Mr. Soliz seconded this motion. Resolution No. 2670 was adopted by unanimous vote of the members present. 2. RESOLUTION NO. 2671 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE VIOLENCE AGAINST WOMEN ACT (V.A.W.A. ) FUND TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, AND THE VIOLENCE AGAINST WOMEN ACT APPLICATIONS BE RANKED: -THE---WOMEN'S SHELTER OF -SOUTH--TEXAS NUMBER ONE; THE CITY OF CORPUS CHRISTI - NUMBER TWO; AND, NUECES COUNTY —NUMBER THREE. Mr. Soliz moved for the adoption of Resolution No. 2671. Mr. Roberts seconded this motion. Resolution No. 2671 was adopted by unanimous vote of the members present. 3. RESOLUTION NO. 2672 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE SAFE AND DRUG FREE SCHOOLS AND COMMUNITIES FUND TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, AND THE APPLICATIONS BE RANKED: ODEM-EDROY I.S.D. — NUMBER ONE; WOODSBORO I.S.D. - NUMBER TWO; BROOKS COUNTY - NUMBER THREE; ODYSSEY AFTER SCHOOL ENRICHMENT PROGRAM - NUMBER FOUR; COMMUNITIES IN SCHOOLS - NUMBER FIVE; AND, HEALTHY BEGINNINGS - NUMBER SIX. Minutes Page 3 May 26, 2006 Judge Henry moved for the adoption of Resolution No. 2672. Mr. Soliz seconded the motion. Resolution No. 2672 was adopted by unanimous vote of the members present. A. HOMELAND SECURITY ADVISORY COMMITTEE REPORT R. J. Thomas presented this report. RESOLUTION NO. 2673 A RESOSLUTION ADOPTING THE 2006 HOMELAND SECURITY IMPLEMENTATION PLAN. Mr. Ocker moved to adopt Resolution No. 2673. Mr. Roberts seconded his motion. Resolution No. 2673 -Was- adopted by unanimous vote of the members present. 5. ANNOUNCEMENTS AND OTHER ACTION ITEMS Dr. Phil Rhoades of Texas A&M University-Corpus Christi gave a presentation on the resources and information available at the TAMUCC Social Science Research Center. He explained the various opportunities available at the university for research projects that could be developed to assist local governments in need of certain types of information. 6. ADJOURN • There being no further business, the meeting adjourned at 2 : 40 PM. Duly adopted at a meeting of the Coastal Bend Council of Governments this 30th day of June 2006.
