APPROVAL OF MINUTES OF THE June 30, 2006 MEETING A motion was made by Judge Simpson to approve the minutes of the June 30, 2006 meeting. Mr. Soliz seconded this motion. The minutes of the June 30, 2006 meeting were approved by unanimous vote of the members present. 3. TREASURER'S REPORT John Buckner presented this report for the month of June 2006. He referred to the first page of the report mailed to the membership with the agenda. He reported on cash balances, wire transfers, disbursements and interest earned on both the American Bank and TEXPOOL accounts for June 2006. Judge Simpson made a motion to approve the Treasurer' s Report. Ms. Tennill seconded the motion. The Treasurer' s Report for June 2006 was approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT 1. Confirmation of Committee Appointments No appointments were presented for consideration. 2 . Authorization for CBCOG Board Members to Attend Texas Association of Regional Councils meeting in Houston, Texas Ms. Tennill made a motion to authorize up to three board members to attend this meeting. Mr. Skip Noe- seconded the -motion. Authorization for up to three board members to attend the annual TARC meeting wa$ approved by unanimous vote of the members present. B. EXECUTIVE BOARD'S REPORT RESOLUTION NO. 2682 A RESOLUTION APPROVING THE CBCOG' S COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY (CEDS) AND AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT IT TO THE U.S. DEPARTMENT OF COMMMERCE, ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) TO MEET REQUIREMENTS OF BEING AN ECONOMIC DEVELOPMENT DISTRICT . (EDD) FOR THE COASTAL BEND REGION. John Buckner initiated this report noting that the Executive Board met at noon and discussed amendments to the strategy and recommended the strategy, as amended, to be approved by the general membership of the 4 A Minutes Page 3 July 28, 2006 Richard Bullock distributed a document to the members present indicating amendments to the Draft version that was sent with the meeting agenda, that being, the "2006 Comprehensive Economic Development Strategy." He gave a brief overview of the document and the amendments thereto. Judge Simpson made a motion to adopt Resolution No. 2682 that would approve the CBCOG' s 2006 Comprehensive Economic Development Strategy as amended during the meeting. Mr. Noe seconded the motion. Resolution No. 2682 was adopted by unanimous vote of the members present. C. REGIONAL SOLID WASTE ADVISORY COMMITTEE REPORT Ms. Diane Leubert, Chairman of the committee presented this report. 1. RESOLUTION NO. 2683 A RESOLUTION AUTHORIZING FUNDING OF SOLID WASTE PROJECTS FOR LOCAL GOVERNMENTS IN THE COASTAL BEND REGION FROM FY 2007 SOLID WASTE FUNDS RECEIVED UNDER A GRANT FROM THE TEXAS COMMISSION ON ENVIRONMENNTAL QUALITY. Ms. Leubert explained that the committee met on July 26, 2006, two days before this CBCOG membership meeting so the results and recommendations were available at the back of the room where members entered. (These were not available when the CBCOG meeting agenda was mailed on July 21. ) Additional copies were distributed to members present, as needed, for consideration. Ms. Tennill made a motion to adopt Resolution No. 2683 accepting the recommendations from the committee as outlined on the distributed form. {A copy of this form with the applicants, amounts requested and recommended funding is attached to these minutes.] Judge Simpson seconded this motion. Resolution No. 2683 was adopted by unanimous vote of the members present. 2. RESOLUTION NO. 2684 A RESOLUTION REVIEWING AND COMMENTING ON AN APPLICATION BY GULLY-HURST, LLC - TYPE IV LANDFILL PERMIT APPLICATION NO. 2349 TO THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY FOR A PERMIT TO DEVELOP AND OPERATE A TYPE IV LANDFILL FACILITY IN NUECES COUNTY, TEXAS. Ms. Leubert explained that the committee reviewed the proposed project and associated documentation only in terms of whether or not it was consistent with the existing regional solid waste management plan. Councilman Al Garcia made a motion to adopt Resolution No. 2684. Mr. Soliz seconded this motion. Mr. Ron Massey presented information as to why the City of Corpus Christi was opposed to the proposed project. There was additional discussion and before action could be taken on the original motion, Commissioner Ortiz made a motion to table action on the resolution. Judge Simpson seconded this motion. In accordance with Roberts Rules, it was noted that no discussion could be had on the Minutes Page 4 July 28, 2006 motion to table. A vote was called on the motion to table and it passed by majority vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS There was no report under this item. 6. ADJOURN There being no further business, the meeting adjourned at 2:35 PM.
