J. Thomas Richard Bullock Frank Garcia Betty Lamb Jennifer Recio 1. CALL TO ORDER Judge Jim Huff, CBCOG Chairman, called the meeting to order at 2:05 P.M. John Buckner called the roll. Six of twelve counties were represented and 24 out of 34 votes in attendance. A quorum was noted as being present. 2. APPROVAL OF MINUTES OF THE July 28, 2006 MEETING A motion was made by Commissioner Nardini to approve the minutes of the July 28, 2006 meeting. Commissioner Trevino seconded this motion. The minutes of the July 28, 2006 meeting were approved by unanimous vote of the members present. SCANNED r 4 Minutes Page 2 August 25, 2006 3. TREASURER'S REPORT John Buckner presented this report for the month of July 2006. He referred to the first page of `the report mailed to the membership with the agenda. He reported on cash balances, wire transfers, disbursements and interest earned on both the American Bank and TEXPOOL accounts for July 2006. Judge Simpson made a motion to approve the Treasurer' s Report. Commissioner Trevino seconded the motion. The Treasurer's Report for July 2006 was approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT -` Confirmation of Committee Appointments Judge Huff made the following appointments to advisory committees of the CBCOG. Sandra Musgrove (Aransas County) , Alicia Soliz (Jim Wells • County) , Hector Benavidez (Nueces County) and Billy Sayles (Nueces County) to the Council on Aging and Carey Dietrich (City of Ingleside) and Anna Brandl (City of Rockport) to the Regional Solid Waste Advisory Committee. The following persons were not included in the CBCOG agenda because the committee met after the agenda was mailed. He appointed Yvonne Haag (City of Corpus Christi) and Diana Garza (City of Corpus Christi) to the Affordable Housing Committee. Commissioner Trevino moved to confirm these appointments. Judge Garcia seconded the motion. These appointments to CBCOG advisory committees were confirmed by unanimous vote of the members present. B. EXECUTIVE DIRECTOR'S REPORT John Buckner presented this item. RESOLUTION-N-0:-2-68-5 - -A RESOLUTION AUTHORIZING THE CHAIRMAN AND EXECUTIVE DIRECTOR TO SUBMIT AN APPLICATION TO THE OFFICE OF RURAL COMMUNITY AFFAIRS FOR A CONTRACT IN THE AMOUNT OF $11, 670 AND TO EXECUTE ALL DOCUMENTS PERTAINING TO THIS COMMUNITY AND ECONOMIC DEVELOPMENT ASSISTANCE PROJECT IN SUPPORT OF NON- ENTITLEMENT LOCAL GOVERNMENTS IN THE COASTAL BEND REGION. Judge Simpson moved to adopt Resolution No. 2685. Commissioner Nardini seconded the motion. Resolution No. 2685 was adopted by unanimous vote of the members present. C. COUNCIL ON AGING REPORT Ms. Betty Lamb presented this report on behalf of the committee. RESOLUTION NO. 2686 A-.RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON AN ALLOCATION PLAN FOR FUNDING $2, 598,.54 FOR OLDER AMERICANS ACT PROGRAMS IN THE TWELVE COUNTY Minutes Page 3 August 25, 2006 COASTAL BEND AREA DURING FISCAL YEAR 2007, OCTOBER 1, 2006 THROUGH SEPTEMBER 30, 2007 . Judge Martinez made a motion to adopt Resolution No. 2686. Commissioner Trevino seconded the motion. Resolution No. 2686 was adopted by unanimous vote of the members present. D. REGIONAL SOLID WASTE ADVISORY COMMITTEE REPORT Diane Leubert, Chairman of the Regional Solid Waste Advisory Committee presented this report. 1. RESOLUTION NO. 2687 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON AN APPLICATION BY MIDSTATE ENVIRONMENTAL SERVICES TO THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY FOR A TYPE V MSW PERMIT TO DEVELOP AND OPERATE A PROCESSING FACILITY IN NUECES COUNTY, TEXAS. A motion was made by Commissioner Trevino to adopt Resolution No. 2687. Councilman Kieschnick seconded the motion. Resolution No. 2687 was adopted by unanimous vote of the members present. 2 . RESOLUTION NO. 2688 A RESOLUTION AUTHORIZING THE REALLOCATION OF FUNDING OF SOLID WASTE PROJECTS FOR LOCAL GOVERNMENTS IN THE COASTAL BEND REGION FROM FY 2006 SOLID WASTE FUNDS RECEIVED UNDER A GRANT FROM THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY. Commissioner Trevino made a motion to adopt Resolution No. 2688. Judge Martinez seconded the motion. Resolution No. 2688 was adopted by unanimous vote of the members present. E. PUBLIC PROTECTION COMMITTEE REPORT Dr. Ann Matula, Chairman of the Public Protection Committee, presented this report. RESOLUTION NO. 2689 A RESOLUTION AUTHORIZING THE CBCOG EXECUTIVE DIRECTOR TO EXECUTE A CONTRACT WITH DEL MAR COLLEGE TO PROVIDE TRAINING FACILITIES, INSTRUCTORS, AND CLASSES FOR THE 2006-2007 COASTAL BEND REGIONAL TRANING ACADEMY. Judge Simpson moved for the adoption of Resolution No. 2689. Commissioner Trevino seconded the motion. Resolution No. 2689 was adopted by unanimous vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Judge Huff asked if there were any problems with having the next CBCOG membership meeting on September 22, 2006. None were expressed so he noted that the next meeting would be held on September 22, 2006. Minutes • Page 4 August 28, 2006 Richard Bullock announced that there was going to be a training session during an upcoming American Planning Association meeting for planning and zoning officials that city officials might want to consider. The meeting was going to be held in Corpus Christi October 18 - 20, 2006. He also noted that the U.S. Department of Housing and Urban Development (HUD) was going to hold a training session on September 13, 2006 at the CBCOG office on how to apply and become a HUD approved Housing Counseling Agency. Registration material for the training session was available at the back of the meeting room. 6. ADJOURN There being no further business, the meeting was adjourned at 2:30 PM.
