J. Thomas Danielle Hale Richard Bullock Frank Garcia Betty Lamb 1. CALL TO ORDER Judge Jim Huff, CBCOG Chairman, called the meeting to order at 2 :05 P.M. John Buckner called the roll. Eight of twelve counties were represented and 19 out of 34 votes in attendance. A quorum was noted as being present. , 2. APPROVAL OF MINUTES OF THE August 25, 2006 MEETING A motion was made by Judge Simpson to approve the minutes of the August 25, 2006 meeting. Commissioner Longoria seconded this motion. The minutes of the August 25, 2006 meeting were approved by unanimous vote of the members present. 3. TREASURER'S REPORT John Buckner ,presented this report for the month of August 2006. He referred to the first page of the report mailed to the membership with the agenda. He reported on cash balances, wire transfers, disbursements and interest earned on both the American Bank and TEXPOOL accounts for August 2006. Judge Simpson made a motion to approve the Treasurer's ' SCANNED Minutes Page 2 September 22, 2006 Report. Councilman Kieschnick seconded the motion. The Treasurer' s Report for August 2006 was approved by unanimous vote of the members present at the end of the meeting. 4 . ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments No recommendations for advisory committee appointment were received for consideration. B. EXECUTIVE DIRECTOR'S REPORT • John Buckner presented this item. RESOLUTION NO. 2690 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE AN AGREEMENT WITH THE TEXAS HEALTH AND HUMAN SERVICES COMMISSION FOR A SOCIAL SERVICES BLOCK GRANT IN THE AMOUNT OF $165, 717 TO BE USED FOR EMERGENCY DISASTER RELIEF ASSOCIATED WITH ELIGIBLE COSTS INCURRED FROM HURRICANE KATRINA. Councilman Kieschnick moved 'to- adopt Resolution No. 2690. Judge Simpson seconded the motion. John Buckner explained - that he was having great difficulty in finding any entity or •provider that could claim eligible expenses for reimbursement. He noted that he would not execute the contract if no reimbursement opportunities - could be determined. Commissioner Nardini said he would check with the Taft Housing Authority and Mr. Noe suggested that the staff check with the Corpus Christi Housing Authority to see if any costs were incurred there that might be eligible. Resolution No. 2690 was adopted by unanimous vote of the members present. C. HOMELAND -SECURITY ADVISORY COMMITTEE REPORT-- - -Mr. R. J. Thomas presented this report on behalf of the committee. 1 . RESOLUTION NO. 2691 A RESOLUTION ALLOCATING $620, 512.16 STATE HOMELAND SECURITY GRANT PROGRAM (SHSP) FUNDS AND $37, 739.44 LAW ENFORCEMENT TERRORISM PREVENTION PROGRAM (LETPP) FUNDS OF FY06 DEPARTMENT OF HOMELAND SECURITY FUNDING TO THE COASTAL BEND REGION. Judge Simpson made a motion to adopt Resolution No. 2691. Mr. Roberts seconded the motion. Resolution No. 2691 was adopted by unanimous vote of the members present. 2. RESOLUTION NO. 2692 A RESOLUTION ALLOCATING A STATE URBAN AREA GRANT OF FY06 DEPARTMENT OF HOMELAND SECURITY FUNDING TO THE CITY OF CORPUS CHRISTI. Minutes Page 3 September 22, 2006 Ms. Tennill moved for the adoption of Resolution No. 2692. Mr. Roberts seconded the motion. Resolution No. 2692 was adopted by unanimous vote of the members present. 3. RESOLUTION NO. 2692A A RESOLUTION ALLOCATING A STATE CITIZEN CORPS PROGRAM GRANT OF FY06 DEPARTMENT OF HOMELAND SECURITY FUNDING TO THE COASTAL BEND REGION. A motion was made by Judge Simpson to adopt Resolution No. 2692A. Commissioner Nardini seconded the motion. Resolution No. 2692A was adopted by unanimous vote of the members present. [PLEASE NOTE: This resolution number has been changed to 2692A since there were 2 resolutions - in -the Homeland ' Security"Committee report - numbered 2692 in the CBCOG meeting agenda.] D. COUNCIL ON AGING REPORT Ms . Nina Amador, Chairman of the Council on Aging, presented this report. 1. RESOLUTION NO. 2693 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE FISCAL YEAR 2007 CONTRACTS WITH ELDERLY NUTRITION AND SUPPORTIVE SERVICES PROVIDERS FOR THE PROJECT PERIOD OCTOBER 1, 2006 THROUGH SEPTEMBER 30, 2007 FOR THE USE OF TITLE III OLDER AMERICANS ACT, STATE GENERAL REVENUE, AND NUTRITION SERVICES INCENTIVE PROGRAM FUNDS IN THE PLANNING AMOUNT OF $1, 809, 016. Judge Simpson moved for the adoption of Resolution No. 2693. Mr. Young seconded the motion. Resolution No. 2693 was adopted by unanimous vote of the members present. 2. RESOLUTION NO. 2694 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE A SUBCONTRACT WITH THE UNIVERSITY OF TEXAS AT AUSTIN - TEXAS CENTER FOR DISABILITY STUDIES FOR A STAR+PLUS COMMUNITY OUTREACH PROJECT IN THE NUECES COUNTY SERVICE AREA FOR THE PROJECT PERIOD AUGUST 15, 2006 TO MARCH 31, 2007 IN THE TOTAL AMOUNT OF $20, 000. Commissioner Longoria moved for the adoption of Resolution No. 2694. Judge Simpson seconded the motion. Betty Lamb gave an explanation of what this project would accomplish. Resolution No. 2694 was adopted by unanimous vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS No items were addressed under this agenda item. 6. ADJOURN There being no further business, the meeting was adjourned at 2:35 PM.
