CALL TO ORDER Judge Jim' Huff, CBCOG Chairman, called the meeting to order at 2:05 P.M. John Buckner called the roll. Nine of twelve counties were represented and 16 out of 34 votes were in attendance. A quorum was noted. 2. APPROVAL OF MINUTES OF THE SEPTEMBER 22, 2006 MEETING A motion was made by Councilman Kieschnick to approve the minutes of the September 22, 2006 meeting. Commissioner Longoria seconded this motion. The minutes of the September 22, 2006 meeting were approved by unanimous vote of the members present. 3. TREASURER'S REPORT John Buckner presented this report for the month of September 2006. He referred to the first page of the report mailed to the membership with the agenda. He reported on cash balances, wire transfers, disbursements and interest earned on both the American Bank and TEXPOOL. accounts for September 2006. Judge Joe B. Garcia made a motion to approve the Treasurer's Report. Judge Henry seconded the motion. The Treasurer's Report for September 2006 was approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments No recommendations for advisory committee appointment were received for consideration. B. EXECUTIVE DIRECTOR'S REPORT - - John Buckner presented this item. 1. RESOLUTION NO. 2695 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ACCEPT A 2006 STATE HOMELAND SECURITY GRANT IN THE AMOUNT OF $217, 545. 61 PLUS A $10, 000 CITIZEN CORP PROGRAM GRANT FROM A FY 2006 APPROPRIATION UNDER PUBLIC LAW 109-90 -TO THE U.S. DEPARTMENT OF HOMELAND SECURITY TO CONTINUE THE CBCOG' S 'COORDINATION OF AND SUPPORT FOR ACTIVITIES AND FUNCTIONS OF PARTICIPATING LOCAL JURISDICTIONS AND OTHER REGIONAL PLANNING ACTIVITIES DURING THE PERIOD JANUARY 1, 2007 THROUGH FEBRUARY 28', 2008. f Minutes Page 3 October 27, 2006 Mr. Roberts moved to adopt Resolution No. 2695. Councilman Kieschnick seconded the motion. Resolution No. 2695 was adopted by unanimous vote of the members present. 2. RESOLUTION NO. 2696 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO SIGN AN ELECTION AGREEMENT ON BEHALF OF THE COASTAL BEND COUNCIL OF GOVERNMENTS THEREBY RELEASING A $65, 900.70 ALLOCATION IN STATE HOMELAND SECURITY GRANT FUNDING FOR REGIONAL EMERGENCY EXERCISES BACK TO THE STATE OF TEXAS. Commissioner Longoria moved for the adoption Resolution No. 2696. Commissioner Nardini seconded the motion. Resolution No. 2696 was adopted by unanimous vote _of the members_ present.. _- _ - _.- _ _ C. COUNCIL ON AGING REPORT Ms. Nina Amador, Chairman of the Council on Aging, presented this report. RESOLUTION NO. 2697 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE VENDOR AGREEMENTS WITH SUPPORTIVE SERVICE. AGENCIES THAT ARE OR WILL BECOME PART OF THE AREA AGENCY ON AGING' S DIRECT PURCHASE OF SERVICES VENDORS POOL FOR THE PROVISION OF VARIOUS SUPPORTIVE SERVICES FOR TARGETED OLDER PERSONS IN THE TWELVE COUNTY COASTAL BEND AREA BEGINNING OCTOBER 1, 2006. Mr. Roberts moved for the adoption of Resolution No. 2697. Commissioner Longoria seconded the motion. Resolution No. 2697 was adopted by unanimous vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Judge Huff reported that it was time to appoint the Budget Committee for the CBCOG fiscal year 2006, January 1 through December 31, 2006. He appointed Mr. Brent Ocker, Chairman, Judge Glenn Guillory, Commissioner Oscar Ortiz, Judge Terry Simpson, Judge Jimmy Martinez, Mayor Henry Garrett, Judge Arnold Saenz, Ms. Billie Jo Tennill, Mr. Carlos Yerena, and Mr. Bill Hennings . He added that any others who wanted to serve on the Budget Committee should contact him. Judge Huff then introduced Ms. Oralia Cardenas, Director, Texas Community Development Program, Office of Rural Community Affairs. Ms. Cardenas then recognized other ORCA staff present. Judge Huff recognized Representative Yvonne Toureilles and representatives from other state legislator offices from this region. Ms. Cardenas was present to hand out ceremonial checks for grants awarded from programs administered by the Office of Rural Community Affairs. These cceremonial Minutes Page 4 October 27, 2008 checks were for projects funded during the period September 1, 2005 through August 31, 2006. 6. ADJOURN There being no further business, the meeting was adjourned at 2:35 PM. Duly adopted at a meeting of the Coastal Bend Council of Governments this 15th day of December 2006.
