1. CALL TO ORDER
Judge Jim Huff, CBCOG Chairman, called the meeting to order at 2 :03
P.M. John Buckner called the roll. Eight of twelve counties were
represented and 19 out of 34 votes were in attendance.
2. APPROVAL OF MINUTES OF THE DECEMBER 15, 2006 MEETING
A motion was made by Councilman Kieschnick to approve the minutes of
the December 15, 2006 meeting. Ms. Tennill seconded this motion. The
minutes of the December 15, 2006 meeting were approved by unanimous
vote of the members present.

3. TREASURER'S REPORT
John Buckner presented this report for the month of December 2006. He
referred to the first page of the reports mailed to the membership with
the agenda. He reported on cash balances, wire transfers,
disbursements and interest earned on both the American Bank and TEXPOOL
accounts for December 2006. Ms. Tennill made a motion to approve the
Treasurer' s Report. Judge Henry seconded the motion. The Treasurer's
Report for December 2006 was approved by unanimous vote of the members
present at the end of the meeting.
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
1. Confirmation of Committee Appointments
Judge Huff noted that the Council on Aging had recommended Ms. Carmen
G. Garza as a member from Bee County. Judge Huff also reported that
the Solid Waste Advisory Committee had recommended Ms. Cindy Johnson
with Corpus Christi Disposal as a member. Mr. Soliz made a motion to
confirm these appointments. Judge Henry seconded -the motion. The
appointments were confirmed by unanimous vote of the members present.
2. Request to authorize one board member to attend the Washington
Conference of Regions in Washington, D.C. on February 4-6, 2007
Sponsored by the National Association of Regional Councils.
Mr. Soliz said he was going to be unable to attend this conference and
was withdrawing his request.
B. COUNCIL ON AGING REPORT
Councilmember Billie Erwin, Chairman of the Council on Aging, gave this
report. — - -
RESOLUTION NO. 2700
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON THE AREA AGENCY ON
AGING' S REGIONAL AREA PLAN BUDGET FOR ADMINISTRATIVE FUNCTIONS, DIRECT
SERVICES, VENDOR SEERVICES AND SUBCONTRACTED ACTIVITIES IN SUPPORT OF
PLANNED PROGRAMS AND SERVICES BASED ON FISCAL YEAR 2007 ESTIMATED
FUNDING FROM TITLE III OLDER AMERICANS ACT, STATE GENERAL REVENUE FUNDS
AND OTHER FEDERAL SOURCES TOTALING $2, 658,850 INCLUDING ESTIMATED
CARRYOVER FROM PRIOR FISCAL YEAR.
Mr. Soliz moved for the adoption of Resolution No. 2700. His motion
was seconded by Commissioner Trevino. Resolution No. 2700 was adopted
by unanimous vote of the members present.

C. SOLID WASTE ADVISORY COMMITTEE REPORT
Rebecca Martinez gave this report on behalf of the committee.
RESOLUTION NO. 2701
A RESOLUTION AUTHORIZING FUNDING OF A SOLID WASTE EDUCATION PROJECT FOR
THE COASTAL BEND COUNCIL OF GOVERNMENTS FROM FY 2004-2005 AND 2006-2007
INTEREST FROM SOLID WASTE FUNDS RECEIVED UNDER A GRANT FROM THE TEXAS
COMMISSION ON ENVIRONMENTAL QUALITY.
Ms. Tennill moved for the adoption of Resolution No. 2701. Judge Mills
seconded the motion. Resolution No. 2701 was adopted by unanimous vote
of the members present.
C. HOMELAND SECURITY ADVISORY COMMITTEE REPORT
Mr. Bill Roberts, Vice Chairman of the Homeland Security Advisory
Committee, presented this report.
RESOLUTION NO. 2702
A RESOLUTION RE-ALLOCATING FY 2005 STATE HOMELAND SECURITY GRANT
FUNDING IN THE COASTAL BEND REGION.
Ms. Tennill moved for the adoption of Resolution No. 2702. Commissioner
Trevino seconded the motion. Resolution No. 2702 was adopted by
unanimous vote of the members present.
E. HUMAN RESOURCES COUNCIL REPORT
John Buckner presented this report on behalf of the committee.
1. RESOLUTION NO. 2703
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A CONTINUATION
.APPLICATION FROM THE COMMUNITY ACTION CORPORATION OF SOUTH TEXAS TO THE
U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES, ADMINISTRATION FOR
CHILDREN AND FAMILIES, FOR A GRANT IN THE AMOUNT OF $10, 836, 840 (TOTAL
PROJECT COST: $13, 546, 050) TO CONTINUE PROVIDING HEAD START AND EARLY
HEAD START PROGRAM SERVICES IN ARANSAS, BROOKS, JIM WELLS, KLEBERG AND
SAN PATRICIO COUNTIES.
Councilman Kieschnick moved for the adoption of Resolution No. 2703.
Ms. Flores seconded the motion. Resolution No. 2703 was adopted by
unanimous vote of the members present.
2. RESOLUTION NO. 2704
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY, ON A CONTINUATION
APPLICATION FROM KLEBERG COUNTY HUMAN SERVICES. TO THE TEXAS DEPARTMENT
OF TRANSPORTATION FOR A GRANT IN THE AMOUNT OF $214, 513 (TOTAL PROJECT

COST: $411, 908) TO CONTINUE PROVIDING RURAL TRANSPORTATION SERVICES IN
KLEBERG AND KENEDY COUNTIES.
Judge De La Garza moved for the adoption of Resolution No. 2704. Ms.
Flores seconded the motion. Resolution No. 2704 was adopted by
unanimous vote of the members present.
3. RESOLUTION NO. 2705
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A CONTINUATION
APPLICATION FROM THE BEE COMMUNITY ACTION AGENCY TO THE TEXAS
DEPARTMENT OF TRANSPORTATION FOR A GRANT IN THE AMOUNT OF $322, 595
(TOTAL PROJECT COST: $360, 395) TO CONTINUE PROVIDING RURAL
TRANSPORTATION SERVICES IN ARANSAS, BEE, LIVE OAK, REFUGIO AND MCMULLEN
COUNTIES.
Judge Mills moved for the adoption of Resolution No. 2705.
Commissioner Trevino seconded the motion. Resolution No. 2705 was
adopted by unanimous vote of the members present.
4. RESOLUTION NO. 2706
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A CONTINUATION
APPLICATION FROM THE RURAL ECONOMIC ASSISTANCE LEAGUE, INC. TO THE
TEXAS DEPARTMENT OF TRANSPORTATION FOR A. GRANT IN THE AMOUNT OF
$389,099 (TOTAL PROJECT ..COST: $930, 145) TO CONTINUE PROVIDING RURAL
TRANSPORTATION SERVICES IN JIM WELLS, BROOKS AND SAN. PATRICIO COUNTIES.
Commissioner Trevino moved for the adoption of Resolution No. 2706.
Ms. Flores seconded the motion. Resolution No. 2706 was adopted by
unanimous vote of the members present.
F. NOMINATING COMMITTEE REPORT
City Commissioner Al Garcia, a member of the Nominating Committee
presented this report. The following recommendations for officers and
executive board members were presented for consideration:

Ms. Tennill made a motion that the entire slate be approved as
presented. Commissioner Nardini seconded the motion. By unanimous vote
of the members present, the officers and executive board members were
approved as presented.
Judge Huff then turned the meeting over to the new CBCOG Chairman,
Councilman Lee Roy Kieschnick.
Councilman Kieschnick called Judge Huff back and presented a plaque to
him expressing the CBCOG' s appreciation for his outstanding service as
Chairman from January 28, 2005 through January 26, 2007. Judge Huff
expressed his appreciation for having had the opportunity to serve as
CBCOG Chairman for the past two years.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS
Nothing was presented under this agenda item.
6. ADJOURN
There being no further business, the meeting was adjourned at 2:30 PM.
Duly adopted at a meeting of the Coastal Bend Council of Governments
this 23rd day of February 2007 .
