1. CALL TO ORDER
Judge Linda Lee Henry, CBCOG First Vice Chairman, called the meeting to
order at 2:00 P.M. John Buckner called the roll. Ten of twelve counties
were represented and 26 out of 34 votes were in attendance.
2. APPROVAL OF MINUTES OF THE AUGUST 24, 2007 MEETING
A motion was made by Ms. Tennill to approve the minutes of the August 24,
2007 meeting. Mr. Soliz seconded this motion. The minutes of the August
24, 2007 meeting were approved by unanimous vote of the members present.
3. TREASURER'S REPORT
John Buckner presented this report for the month of August 2007. He
referred to the first page of the report mailed to the membership with
the agenda and summarized the information. Mr. Soliz made a motion to
approve the Treasurer's Report. Judge Mills seconded the motion. The
Treasurer' s Report for the month of August 2007 was approved by unanimous
vote of the members present at the end of the meeting.
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
Confirmation of Committee Appointments
Judge Henry appointed Mayor Seale Brand of Orange Grove and Ms. Debra
Sherrill, Corpus Christi Housing Authority to the Affordable Housing
Committee. Judge Henry also appointed Mr. Lanny Holland with the City of
Beeville to the Solid Waste Advisory Committee. Mr. Soliz made a motion
to confirm these appointments and Judge Huff seconded the motion. The
appointments to the respective committees were confirmed by unanimous
vote of the members present.
B. EXECUTIVE DIRECTOR'S REPORT
John Buckner presented this report.
RESOLUTION NO. 2731
A RESOLUTION AUTHRORIZING THE CHAIRMAN AND EXECUTIVE DIRECTOR TO SUBMIT
AN APPLICATION TO THE OFFICE OF RURAL COMMUNITY AFFAIRS FOR A CONTRACT IN
THE AMOUNT OF $11,720 AND TO EXECUTE ALL DOCUMENTS PERTAINING TO THIS
COMMUNITY AND ECONOMIC DEVELOPMENT ASSISTANCE PROJECT IN SUPPORT OF NON-
ENTITLEMENT LOCAL GOVERNMENTS INTHE COASTAL BEND REGION.
Mr. Soliz moved for the adoption of Resolution No. 2731 . Ms. Tennill
seconded the motion. Resolution No. 2731 was adopted by unanimous vote
of the members present.
C. HOMELAND SECURITY ADVISORY COMMITTEE REPORT

Advisory Committee.
1. RESOLUTION NO. 2732
A RESOLUTION ALLOCATING $2,213,953.53 IN FY 2007 STATE HOMELAND SECURITY
GRANT PROGRAM (HSGP) FUNDS IN THE COASTAL BEND REGION.
Judge Huff made a motion to adopt Resolution No. 2732. Commissioner
Longoria seconded the motion. Resolution No. 2732 was adopted by
unanimous vote of the members present.
2. RESOLUTION NO. 2733
A RESOLUTION ALLOCATING . $26,515.00 OF FY 2007 CITIZEN CORPS FUNDS,
DEPARTMENT OF HOMELAND _ SECURITY GRANT PROGRAM, TO THREE JURISDICTIONS IN
- --THE-COASTAL BEND-REGION. - — — -
Judge Mills moved for the adoption of Resolution No. 2733. Mr. Soliz
seconded the motion. Resolution No: 2733 was adopted by unanimous vote
of the members present.
D. REGIONAL SOLID WASTE MANAGEMENT ADVISORY COMMITTEE REPORT
Rebecca Martinez presented this report on behalf of the committee.
1. RESOLUTION NO. 2734
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO APPLY TO THE TEXAS
COMMISSION ON ENVIRONMENTAL QUALITY FORA FISCAL YEAR 2008 AND 2009
REGIONAL SOLID WASTE GRANT IN THE AMOUNT OF $652,704 ($326,352 FOR FY
2008 AND $326,352 FOR FY 2009) TO ADDRESS REGIONAL SOLID WASTE MANAGEMENT
COORDINATION AND PLAN IMPLEMENTATION ACTIVITIES.
Ms. Tennill moved for the adoption of Resolution No. 2734. Mr. Soliz
seconded the motion. Resolution No. 2734 was adopted by unanimous vote of
the members present.
2. -RESOLUTION NO. 2735. _ - - ._
A RESOLUTION AUTHORIZING THE COASTAL BEND REGIONAL SOLID WASTE - GRANT
IMPLEMENTATION PROJECT FUNDING PLAN 'FOR FISCAL YEARS 2008 .AND 2009.
Judge Huff moved for the adoption of Resolution No. 2735. Ms. Tennill
seconded the motion. Resolution No. 2735 passed by unanimous vote of the
members present.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS
As was announced with the meeting agenda, the Office of Rural Community
Affairs (ORCA) has in the past used the monthly CBCOG membership meeting
- at which a "Big Check Ceremony" has been conducted.. This "big check"
distribution is symbolic of actual grant awards to eligible applicants
during the Fiscal , Year September 1, 2006 through August 31, 2007. Mr.
Steve Swango from the Austin office of ORCA was present to hand out the
symbolic checks to local government officials and hospital
representatives that were awarded grants. Ms. Clarissa Torres of the

Alice, Texas regional ORCA office assisted Mr. Swango. Two state
representatives were present to speak regarding the state ORCA program
and the federal program from which the funding came. Also present and
making comments were staff representatives from a state senator' s office,
a state representative's Office and a U.S. Congressman's office.
Symbolic checks were distributed from a number of funding programs
including the Community Development Fund, the Colonia Construction Fund,
the Colonia EDAP Fund, the Texas Capital Fund, the Planning/Capacity
Fund, the Capital Improvement Loan Fund, and the Small Rural Hospital
Improvement Fund. Pictures were taken and press releases were
distributed.
5. ADJOURN
There being no further business, the meeting was adjourned at 2:40 PM.
Duly adopted at a meeting of the Coastal Bend Council of Governments this
26th day of October 2007.
