1. CALL TO ORDER
Chairman Kieschnick called the meeting to order at 2:02 P.M. John Buckner
called the roll. Seven of twelve counties were represented and 19 out of
34 votes were in attendance.
2. APPROVAL OF MINUTES OF THE OCTOBER 26, 2007 MEETING
A motion was made by Mr. Soliz to approve the minutes' of the October 26,
2007 meeting. Commissioner Longoria seconded this motion. The minutes of
the October 26, 2007 meeting were approved by unanimous vote of the members
present.
3. TREASURER'S REPORT
City Commissioner Al Garcia presented this report for the months of October
and November 2007. He referred to the first page of the report mailed to
the membership with the agenda and summarized the information. Judge Raul

Ramirez made a motion to approve the Treasurer' s Report for the months of
October and November 2007. Judge Huff seconded the motion. The
Treasurer's Report for the months of October and November 2007 was
approved by unanimous vote of the members present at the end of the
meeting.
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
Confirmation of Committee Appointments
Chairman Kieschnick appointed Bruce Robertson, APS Program Administrator
(Nueces County) to the Council on Aging Advisory Committee. He made two
appointments to the Solid Waste Advisory Committee: Rick Lopez, City of
Orange Grove and Commissioner Betty Jean Longoria, Nueces County. Judge
MillS made a motion to confirm the appointments and Mr. Ocker seconded the
motion. The appointment was confirmed by unanimous vote of the members
present.
Chairman Kieschnick noted that it was time to appoint the Nominating
Committee for 2008 CBCOG officers and executive board members. He
appointed the following to serve on this committee: Oscar Soliz, Chairman;
Judge Arnold Saenz; City Commissioner Al Garcia; Judge Linda Lee Henry;
Commissioner Oscar Ortiz; Judge Terry Simpson; and, Mayor Henry Garrett.
He noted that the Nominating Committee would make its recommendations at
_ the CBCOG meeting in January 2008.
B. BUDGET COMMITTEE REPORT
Consideration of the Proposed 2008 CBCOG Budget
Mr. Brent Ocker, Chairman of the 2008 Budget Committee made this report.
He noted that seven out of the ten members were present to discuss the
proposed budget at a meeting on November 29, 2007. He explained that the
proposed budget for calendar year 2008 would have a fund balance at the end
of 2008 that would increase by $60, 000 over the next 12 month period and
that this amount was well within the CBCOG' s established policy regarding
fund balances. He noted that the increase was somewhat due to the fact
that a State Planning Assistance Grant was re-instituted in the last
session of the legislature after a 4 or 5 year absence. Mr. Ocker stated
the budget was a good one but there were several highlighted portions in
his written report that needed CBCOG consideration in the approval process.
The proposed budget included the highlighted items he was going to report
on as being recommended by the Budget Committee. He reported that the
budget included a $5, 000 payment to the Corporation for Texas Regionalism
for membership in 2007/2008. The budget committee wanted the CBCOG to
continue its membership in this corporation since it very likely had a role
in the re-institution of the State Planning Assistance
