CALL .TO ORDER Chairman Kieschnick called the meeting to order at 2:03 P.M. John Buckner called the roll. Eight of twelve counties were represented and 20 out of 34 votes were in attendance. 2. APPROVAL OF MINUTES OF THE MARCH 284 2008 MEETING A motion was made by Mr. Soliz to approve the minutes of the March 28, 2008 meeting. Commissioner Nardini seconded this motion. The minutes of the March 28, 2008 meeting were approved by. unanimous vote of the members present; 3 . TREASURER'S REPORT City Commissioner Al Garcia, CBCOG Treasurer, presented this report for _ the month of March 2008. He referred to the first page of a report mailed to the membership with the agenda and summarized the information SCANNED Minutes Page 2 April 25, 2008 for March 2008. Mr. Soliz moved for the approval of the March 2008 Treasurer's Report. Commissioner Roy Cantu seconded this motion. The Treasurer's Report was approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT 1. Confirmation of Committee Appointments Councilman Kieschnick appointed Mr. Arnie Garcia with the Del Mar College Police Academy to the Public Protection Committee. Mr. Garcia was recommended for appointment by the Public Protection Committee. Mr. Soliz made a motion to confirm this appointment. City Commissioner Al Garcia seconded his motion. The appointment was confirmed by unanimous vote of the members present. 2. Authorization for up to three CBCOG Board Members to attend the National Association of Regional Councils' 42nd Annual Meeting Judge Mills moved, seconded by Commissioner Cantu, to authorize three board members to attend this meeting. This motion was approved by unanimous vote of the members present. Councilman Kieschnick reported that he was authorizing Mr. Oscar Soliz, Judge Linda Lee Henry and City Commissioner and CBCOG Treasurer Al Garcia to attend the Annual NARC meeting and to represent the Coastal Bend Council of Governments. B. COUNCIL ON AGING REPORT Council Member .Billie Erwin, Chairman of the Council on Aging presented this report. 1. RESOLUTION NO. 2750 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBNIT A CONTINUING GRANT APPLICATION IN THE AMOUNT OF $56,128 TO THE TEXAS DEPARTMENT OF AGING AND DISABILITIES TO PROVIDE COASTAL BEND MEDICARE ELIGIBLE INDIVIDUALS INFORMATION, COUNSELING AND ASSISTANCE ON HEALTH INSURANCE MATTERS. Mr. Soliz moved for the adoption of Resolution No. 2750. Judge Mills seconded his motion. Resolution No. 2750 was adopted by unanimous vote of the members present. 2. RESOLUTION NO. 2751 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ACCEPT A GRANT IN THE AMOUNT OF $42,855 FROM THE TEXAS DEPARTMENT OF AGING AND DISABILITIES FOR HOME MODIFICATIONS FOR THE PROJECT PERIOD MARCH 10, 2008 THROUGH AUGUST 31, 2009 FOR TARGETED RESIDENTS IN THE TWELVE- COUNTY COASTAL BEND REGION. Minutes Page 3 April 25, 2008 Mr. Soliz made a motion to approve Resolution No. 2751. Commissioner Roy Cantu seconded the motion. Resolution No. 2751 was adopted by unanimous vote of the members present-. C. PUBLIC PROTECTION COMMITTEE REPORT Dr. Ann Matula, Chairman of the Public Protection Committee presented this report. 1. RESOLUTION NO. 2752 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE VIOLENCE AGAINST WOMEN ACT (VAWA) FUND TO THE OFFICE OF THE GOVERNOR, -CRIMINAL JUSTICE '-DIVISION, AND THE VIOLENCE- -AGAINST--WOMEN- —ACT INCLUDE: THE CITY OF CORPUS CHRISTI AND THE WOMEN'S SHELTER OF SOUTH TEXAS. Judge Mills moved for the adoption of Resolution No. 2752. Mr. Soliz seconded her motion. Resolution No. 2752 was adopted by unanimous vote of the members present. 2. RESOLUTION NO. 2753 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLCATIONS FOR THE CRIMINAL JUSTICE PLANNING - 421 FUND TO THE . OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, AND THE CRIMINAL JUSTICE PLANNING APPLICATIONS INCLUDE: THE CITY OF CORPUS CHRISTI, COASTAL BEND COUNCIL OF GOVERNMENTS, NUECES COUNTY AND DUVAL COUNTY. • Judge Neal moved for the adoption of Resolution No. 2753. Mr. Soliz seconded his motion. Resolution No. 2753 was adopted by unanimous vote of the members present. 3 . RESOLUTION NO. 2754 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE SAFE AND DRUG-FREE SCHOOLS AND COMMUNITIES ACT (SDFSC) FUND TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, AND THE ' SAFE AND DRUG-FREE SCHOOLS & COMMUNITIES FUND APPLCATIONS ONLY INCLUDE: THE ODYSSEY AFTER SCHOOL ENRICHMENT PROGRAM. Judge Mills moved for the adoption of Resolution No. 2754. City Commissioner Al Garcia seconded his motion. Resolution No. 2754 was adopted by unanimous vote of the members present. 4. RESOLUTION NO. 2755 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION (JJDP) FUND TO—THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, AND THE JUVENILE JUSTICE & DELINQUENCY _PREVENTION FUND APPLCATIONS INCLUDE: NUECES COUNTY AND SAN PATRICIO COUNTY. - Commissioner Nardini moved for the adoption of Resolution No. 2755. Minutes Page 4 April 25, 2008 Mr. Soliz seconded his motion. Resolution No. 2755 was adopted by unanimous vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Chairman Kieschnick called on Judge Burt Mills of Aransas County who briefly explained a request for proposal process his county was going, through in hopes of finding a cheaper rate to purchase electric power. Judge Mills introduced Mr. Harrison Vickers of Vickers Power who provided background on electric power providers and costs and what his company was doing for Aransas County to secure a better price for electric power. He invited other local governments in the region to look at the proposal he was drafting and indicated they could participate in the request for proposals at no cost and with no obligation once a provider was selected. 6. ADJOURN There being no further business, the meeting was adjourned at 3:00 PM. Duly adopted at a meeting of the Coastal Bend Council of Governments this 30th day of May 2008.
