J. Thomas Frank Garcia Theresa Finch 1. CALL TO ORDER Chairman Kieschnick called the meeting to order at 2:01 P.M. John Buckner called the roll. Eight of twelve counties were represented and 22 out of 34 votes were in attendance. 2. APPROVAL OF MINUTES OF THE APRIL 25, 2008 MEETING A motion was made by Mr. Soliz to approve the minutes of the April 25, 2008 meeting. Mr. Ocker seconded this motion. The minutes of the April 25, 2008 meeting were approved by unanimous vote of the members present. SCANNED Minute ''a1 Page 2 - May 0,., 20-08., , 3. TREASURER'S' REPORT • John Buckner presentedthis report for the month of April 2008. He referred to the first page of a report mailed to the membership with the agenda and summarized the information for April 2008. Mr. Soliz moved for the approval of the March 2008 Treasurer's Report and Ms. Tennill seconded his motion. The Treasurer' s Report was approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN''S REPORT ' Confirmation of Committee Appointments Councilman Kieschnick appointed Ms. Artie Dotson, Ms. Gloria Cureton, and Mr. Jesus Soliz (all three with San Patricio County) to the Council on Aging. Mr. Kieschnick also appointed Ms. Stephanie Voss (Corpus Christi) and Mr. Sinoel Contreras (Nueces County) to the Regional Solid Waste Advisory Committee. He also appointed Mr. Gonzalo Benavides of Brooks County to the, Homeland- Security Advisory Committee. Ms. Tennill made a motion to confirm these appointments. Commissioner Trevino seconded her motion. The appointment was confirmed by unanimous vote of the members present. B. COUNCIL ON AGING REPORT Council Member Billie Erwin, Chairman of the Council on Aging presented this report. 1. RESOLUTION NO. 2756 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ALLOCATE ACTUAL FISCAL --YEAR---72-0'0'8—TITLE--I-II -AND OTHER--AGING- PROGRAM FUNDS - TOTALING - - - $2,834, 059 - -$2,834, 059 INCLUDING $373, 984 OF FISCAL YEAR 2007 TITLE III AND NUTRITIONAL INCENTIVE SERVICES PROGRAM CARRYOVER FUNDS TO SUPPORT PLANNED AREA AGENCY ON . AGING SERVICE ACTIVITIES AND ADMINISTRATIVE FUNCTIONS. Mr. Soliz moved for the adoption of Resolution No. 2756. Commissioner Trevino seconded his motion. Resolution No. 2756 was adopted by .unanimous vote of the members present. 2. COUNCIL. ON. AGING.BYLAWS AMENDMENTS • A change in Article V regarding five-year term limits for Council on Aging members was revised to provide an opportunity for reappointment after a 5-year term/period of service was 'I Minutes Page 3 May 30, 2008 completed. Mr. Soliz made a motion to approve this '.amendment .to the Bylaws. Ms . Tennill seconded the motion. The recommended amendment- to the Council on Aging Bylaws was adopted by unanimous vote of the members present. C. HOMELAND SECURITY ADVISORY COMMITTEE REPORT R. J. Thomas presented this report on behalf of the committee. RESOLUTION NO. 2757 --`-- A -RESOLUTION=-APPOINTING-,MULT-I—AGENCY COORDINATION SYSTEM- MANAGER---FOR- THE--- -- COASTAL BEND REGION FOR TWO YEAR TERM. Judge Ramirez moved for the adoption of Resolution No. 2747. Commissioner Cantu seconded the motion. Resolution No. 2757 was adopted by unanimous vote of the members present. D. REGIONAL SOLID WASTE ADVISORY COMMITTEE REPORT Ms. Diane Leubert, Chairman of the Solid Waste Advisory Committee presented this report. Consideration of a Request from the Regional Solid Waste Advisory Committee to Amend the Committee Bylaws The Solid Waste Advisory Committee requested that its Bylaws be amended in 2 areas. One . change dealt with attendance and continued membership. Another change concerned implementation grantees as to their conformance with contract and state regulations in the carrying. out of the project efforts. Ms. Tennill- moved for ' the - approval -of'.- this request = for= -Bylaw-- --- - - amendment. Mayor Hermann seconded her motion. The Bylaws were amended by unanimous vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Chairman Kieschnick called on Ms. Betsy Levy, Grants Specialist for a Home-Delivered Meal program of the Texas Department of Agriculture. Ms. Levy gave a report on funding opportunities for local governments that provide financial support for ongoing home-delivered meals projects. Ms. Levy stated that a number of local governments in this region provided funding to support ongoing home-delivered meals. These county governments could apply to the Texas Department of Agriculture for funds to -help offset some of the costs associated with the delivery of these meals. / ) ,rte Minutes Page 4 May 30, 2008 .. . . Chairman Kieschnick announced that there was little business to be considered in June so the next regular scheduled CBCOG membership meeting would be held on July 25, 2008. 6. ADJOURN There being no further business, the meeting was adjourned at 2:35 PM. Duly adopted at a meeting of the Coastal Bend Council of Governments this 25th day of July 2008.
