1. CALL TO ORDER
Chairman Kieschnick called the meeting to order at 2: 07 PM. John
Buckner called the roll. Six of twelve counties were represented and 14
out of 34 votes were in attendance. Chairman Kieschnick declared a
quorum was present.
2. APPROVAL OF MINUTES OF THE AUGUST 22, 2008 MEETING
A motion was made by Mr. Soliz to approve the minutes of the August 22,
2008 meeting. Commissioner Trevino seconded this motion. The minutes
of the August 22, 2008 meeting were approved by unanimous vote of the
members present. •
3. TREASURER'S REPORT
City Commissioner Al Garcia, CBCOG Treasurer,- presented this report for
the month of August 2008. He referred to the first page of the report
.mailed to the membership with the -agenda. He summarized the information
in the report. Commissioner Trevino moved for the approval of the August
2008 Treasurer' s Report. Mr. Soliz seconded this motion. The
Treasurer's Report the month of August 2008 was approved by unanimous
vote of the members present at the end of the meeting.

4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
No recommendations for advisory committee appointment were received for
this meeting.
B. COUNCIL ON AGING REPORT
Council Member Billie Erwin, Chairman of the Council on Aging,
presented this report.
RESOLUTION NO. 2763
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE FISCAL YEAR
2009 AMENDMENTS TO THE CONTRACTS AND VENDOR AGREEMENTS WITH ELDERLY
NUTRITION AND SUPPORTIVE SERVICE PROVIDERS FOR THE PROJECT PERIOD
OCTEOBER 1, 2008 THROUGH SEPTEMBER 30, 2009 FOR THE USE OF TITLE III
OLDER AMERICANS ACT, STATE GENERAL REVENUE AND NUTRITION SERVICES
INCENTIVE PROGRAM FUNDS IN THE PLANNING AMOUNT OF $1,815,872 .
Commissioner Trevino made a motion to adopt Resolution No. 2763 . Mr.
Soliz seconded the motion. Resolution No. 2763 was adopted by unanimous
vote of the members present.
C. HOMELAND SECURITY ADVISORY COMMITTEE REPORT
R. J. Thomas presented this report on behalf of the Homeland Security
Homeland
Advisory Committee.
1. RESOLUTION NO. 2764
A RESOLUTION ALLOCATING FY 2008 STATE HOMELAND SECURITY GRANT FUNDING IN
THE COASTAL BEND REGION.
Mr. Thomas stated that the CBCOG did not receive the information from
the state in time for the committee to meet and develop any
recommendations. The official grant offer was not received until
September 25, the day before this CBCOG membership meeting.
Judge Simpson moved to table this resolution until the next CBCOG
meeting. City Commissioner Al Garcia seconded the motion to table.
Resolution No. 2764 was tabled until next month's membership meeting.
2. RESOLUTION NO. 2765
A RESOLUTION ADOPTING A COMMUNICATIONS STANDARD OPERATING GUIDE FOR THE
COASTAL BEND REGION IN SUPPORT OF THE STATE COMMUNICATIONS
INTEROPERABILITY PLAN.
Since the Homeland Security Advisory Committee was unable to meet and
develop a recommendation on this item, Judge Simpson moved that

Resolution No. 2765 be tabled: until the next meeting. Mr. Soliz
seconded this motion. Resolution No. 2765 was tabled until the next
membership meeting.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS
John Buckner and Richard Bullock commented on the upcoming Texas
Association of Regional Councils (TARC) Annual Meeting that was being
hosted by the CBCOG. This 35th Annual meeting will start on October 1. at
the Omni Bayfront Hotel. Mr. Soliz announced that he had invited all Past
Presidents of TARC to this meeting. He is also a Past President of TARC__
6. ADJOURN
With no further business, the meeting adjourned at 2:35 PM.

24th day of October 2008 .
