1. CALL TO ORDER
Judge Linda Lee Henry, CBCOG Chairman, called the meeting to order at
2:00 PM. John Buckner called the roll. Eight of twelve counties were
represented and 18 out of 34 votes were in attendance. Judge Henry
noted that a quorum was present.
2. APPROVAL OF MINUTES OF THE FEBRUARY 27, 2009 MEETING
A motion was made by Councilman Kieschnick to approve the minutes of the
February 27, 2009 meeting. Commissioner Lopez seconded this motion.
The minutes of the February 27, 2009 meeting were approved by unanimous
vote of the members present.
3 . TREASURER'S REPORT
Judge C. H. Mills, CBCOG Treasurer, presented this report for the
months of February and March 2009 . He referred to the first page of
these reports that were mailed to the membership with the agenda and
summarized the information on those pages. Ms. Tennill moved for the
approval of the February and March 2009 Treasurer' s Reports.

the members present at the end of the meeting.

Upon a motion by Ms. Tennill, seconded by Commissioner Cantu, the
appointments presented were confirmed by unanimous vote of the members

2 . Authorization for up to three CBCOG Board Members to attend the
National Association of Regional Councils' 43rd Annual Conference and
Exhibition
Judge Mills made a motion to authorize up to 3 board members to attend
this meeting of the National Association of Regional Councils. Judge
Huff seconded the motion. The motion was approved by unanimous vote
of the members present.

1. RESOLUTION NO. 2786
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR
GENERAL VICTIM ASSISTANCE - DIRECT SERVICES PROGRAM FUND TO THE OFFICE
OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, AND THE GENERAL VICTIM
ASSISTANCE APPLICATIONS THAT INCLUDE: THE CITY OF CORPUS CHRISTI,
FAMILY COUNSELING SERVICES, INC. , JIM WELLS AND BROOKS COUNTIES
DISTRICT ATTORNEY, NUECES COUNTY CHILDRENS ADVOCACY CENTER, AND THE
WOMEN'S SHELTER OF SOUTH TEXAS.
Judge Huff made a motion to approve Resolution No. 2786. Councilman
Kieschnick seconded the motion. Resolution No. 2786 was approved by
unanimous vote of the members present.
2. RESOLUTION NO. 2787
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR
THE LAW ENFORCEMENT, PROSECUTION, COURT, AND TRAINING PROGRAMS
TARGETING VICTIMS OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, AND STALKING
PROGRAM FUND TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION,
AND THE LAW ENFORCEMENT, PROSECUTION, COURT, AND TRAINING PROGRAMS
APPLICATIONS THAT INCLUDE SOLELY, THE CITY OF CORPUS CHRISTI.
Judge Huff made a motion to approve Resolution No. 2787. Mr. Roberts
seconded the motion. Resolution No. 2787 was approved by unanimous
vote of the members present.
3 . RESOLUTION NO. 2788
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR
THE CRIMINAL JUSTICE PLANNING - 421 FUND TO THE OFFICE OF THE
GOVERNOR, CRIMINAL JUSTICE DIVISION, AND THE CRIMINAL JUSTICE PLANNING
421 FUND APPLICATIONS INCLUDE: THE CITY OF CORPUS CHRISTI, COASTAL
BEND COUNCIL OF GOVERNMENTS, NUECES COUNTY, DUVAL COUNTY, AND KENEDY
COUNTY.
Judge Simpson made a motion to approve Resolution No. 2788. Mr.
Roberts seconded the motion. _ Resolution No. 27.88 was. approved by
unanimous vote of the members present.
4. RESOLUTION NO. 2789
A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR
THE JUVENILE JUSTICE & DELINQUENCY PREVENTION (JJDP) FUND TO THE
OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, AND THE JUVENILE
JUSTICE & DELIQUENCY PREVENTION FUND APPLICATIONS INCLUDE: DUVAL
COUNTY, NUECES, COUNTY AND SAN PATRICIO COUNTY.
Judge Simpson made a motion to approve Resolution No. 2789. Ms.
Tennill seconded the motion. Resolution No. 2789 passed by unanimous
vote of the members present.
5. RESOLUTION NO. 2790 (Revised)
A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE A GRANT
FROM THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, TO PROVIDE
STAFF SUPPORT FOR THE JUSTICE ASSISTANCE GRANT STIMULUS FUNDING

PROGRAM FOR THE PERIOD FROM MAY 1, 2009 TO MAY 31, 2010 .
There was extended discussion regarding the $1, 632,293 regional
allocation of Justice Assistance Grant (JAG) 'funds and how these funds
might be distributed to eligible applicants in the region. There was
also discussion regarding $193, 084 of JAG grant fundsthat the CBCOG
could seek to perform required activities as directed by the Criminal
Justice Division (CJD) of the Governor' s Office. Resolution No. 2790
authorized the Executive Director to apply for a grant from CJD to
utilize these funds in support of the JAG Recovery Act funding.
Commissioner Cantu made a motion to approve Resolution No. 2790 .
Councilman Kieschnick seconded this motion. [A revised Resolution No.
2790 was under consideration and it had been revised at-the PPC meeting -
on the 21st in accordance with direction from CJD. The copy sent with
the CBCOG meeting agenda on April 17 noted the $193, 084 would be used
by the CBCOG under a contract. The revised 2790 noted the funds would
be a grant to the CBCOG.] Revised Resolution No. 2790 was approved by
unanimous vote of the members present.
5. Announcements and Non-Action Items
Judge Henry announced that the next CBCOG meeting would be on May 29,
2009.
Dr. Anne Matula spoke briefly on upcoming job training that was
available for unemployed/under employed persons 17-21 years of age. The
training would be in Kingsville and was being conducted by College Tech
Prep of the Coastal Bend.
Richard Bullock announced that a workshop on Rental Property and Fair
Housing Compliance would be held on Saturday, April 25, 2009 and he had
a brochure regarding this workshop for anyone interested.

With no further business, the meeting adjourned at 2:52 PM.
