J. Thomas Gilbert Guajardo • 1. CALL TO ORDER Judge Linda Lee Henry, CBCOG Chairman, called the meeting to order at 2 :03 PM. John Buckner called the roll. Ten of twelve counties were • SCANNED Minutes Page 2 September 25, 2009 represented and 28 out of 34 votes were in attendance. Judge Henry noted that a quorum was present. 2. APPROVAL OF MINUTES OF THE AUGUST 28, 2009 MEETING A motion was made by Councilman Kieschnick to approve the minutes of the August 28, 2009 meeting. Ms. Tennill seconded this motion. The minutes of the August 28, 2009 meeting were approved by unanimous vote of the members present. 3 . TREASURER'S REPORT Judge C. H. Mills, CBCOG Treasurer, presented this report for the month of August 2009. He referred to the first page of the report that was mailed to the membership with the agenda and summarized the information on the page. Ms. Tennill moved for the approval of the July 2009 Treasurer' s Report. Commissioner Trevino seconded this motion. The Treasurer's Report for the month of August 2009 was approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments Judge Henry reported that no appointments were received this month. B. HOMELAND SECURITY ADVISORY COMMITTEE REPORT R. J. Thomas presented this report on behalf of the committee. - -- 1. RESOLUTION—NO.-2807____ — - -- — - — - -- - - A RESOLUTION ALLOCATING $2, 004, 120 .20 FOR STATE HOMELAND SECURITY PROJECTS IN THE COASTAL BEND REGION, 259,289.61 FOR A CBCOG REGIONAL PLANNING STATEMENT OF WORK, A $27, 185.97 AMOUNT SET ASIDE FOR CITIZEN CORP EFFORTS AND THE STATE WITHHOLDING $202, 178.22 FOR TRAINING AND EXERCISES OUT OF A FY 2009 DHS TOTAL FUNDING ALLOCATION OF $2,492, 774. Mr. Soliz moved for the adoption of Resolution No. 2807. Commissioner Trevino seconded this motion. Resolution No 2807 was adopted by unanimous vote of the members present. 2. RESOLUTION NO. 2808 A RESOLUTION PRIORITIZING FUTURE DHS FUNDING RECOMMENDATIONS FOR THE HOMELAND SECURITY ADVISORY COMMITTEE. Mr. Roberts made a motion to table Resolution No. 2808. Chief Hooks seconded this motion. Action on Resolution No. 2808 was tabled by Minutes Page 3 September 25, 2009 unanimous vote of the members present. C. COUNCIL ON AGING REPORT Mr. Adan Alaniz, Chairman of the Council on Aging presented this report. RESOLUTION NO. 2809 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE FISCAL YEAR 2010 AMENDMENTS TO CURRENT CONTRACT AND VENDOR AGREEMENTS WITH ELDERLY NUTRITION AND SUPPORTIVE SERVICE PROVIDERS FOR THE PROJECT PERIOD OCTOBER 1, 2009 THROUGH SEPTEMBER 30, 2010 SUPPORTING OLDER AMERICAN'S ACT PROGRAMS IN THE PLANNING AMAOUNT OF $2, 043, 819. Mr. Soliz made a motion to adopt Resolution. No. 2809.. Judge Mills seconded this motion. Resolution No. 2809 was adopted by unanimous vote-- of the members present. 5. Announcements and Non-Action Items Mr. William Peche, Legislative Affairs Manager and other staff representatives of the San Antonio Water System presented information on their plans to initiate a study of the potential for desalinatioxf of either ocean water and/or Gulf Coast Aquifer brackish water. They were meeting with various local governments in the planned study area to determine if broader participation or interest in such an endeavor could be, established. Prior to calling for a motion to adjourn, Judge Henry asked if there was a preference for either a 4th or 5th Friday meeting of the membership in October. It was decided that the next meeting would be on the 4th Friday in October. 6. ADJOURN With no further business, the meeting adjourned at 2 :50 PM.
