III. ADOPTION OF THE MINUTES—Ms. Stotts moved to adopt the minutes from the Regular Meeting of April 17,2000. Ms. Medary seconded. The motion carried. IV. HEAR FROM THE PUBLIC—None. V. BUSINESS— B. New Business 1. Discussion of Attendance Policy—Marco A.Cisneros Mr. Cisneros stated that the attendance policy for the Commission only referred to attendance at regular monthly meetings,and that absences from special called meetings were not counted toward attendance. Ms.Medary moved to change the Commission attendance year(September through August)to correspond to the City attendance year(June through May). Ms.Rank seconded. The motion carried. 2. Presentation of Nueces County Juvenile Probation Report—Dr.Phil Rhoades Dr. Rhoades presented his paper on"prevention of Delinquency Recidivism Through Intervention: Success or Failure Across a Decade." The paper was originally presented at the meeting of the Academy of Criminal Justice Sciences in New Orleans, March 23, 2000. He stated that his research proved that his hypotheses were untrue. Unofficial, official probation,FTP and other interventions are not associated with lower recidivism. Multiple interventions do not produce lower recidivism than a single intervention. 3. Report of Nominating Committee—Mary Jackson Ms. Jackson announced the slate of officers: Ms. Rosenstein as Chair and Ms. dirmnneslword\c.ylminutes\O6 zoo SCANNED Paae I oft jut Rank as Vice-Chair. The election will be on the July agenda. 4. Update on Y.O.0 Comprehensive Strategy to prevent Juvenile Crime— Paige Dinn Chair Dinn reported that at 10:00 a.m. on Friday, June 16th, there will be a news conference about the 21"Century Grant. Four(4)area school districts collaborated for the first time in applying for this grant. Ninety(90) local groups and organizations have pledged to support the grant. 5. Update on Success by Six Initiative—Paige Dinn VI. COMMITTEE/STAFF REPORTS: No reports were given. VI. DIRECTOR'S REPORT AND COMMISSION CONCERNS: Mr. Cisneros reports that City Council will begin the budget process on June 13th. On that particular day the public hearing for the Crime Control District will be held. The Juvenile Assessment Center is part of the Crime Control District. Ms. Stutts asked about the presentation of the Master Plan to City Council. Ms.Dinn stated that Ms. West has a plan,and will be calling Mr. Cisneros to follow up. Dr.Rhoades stated that he has been processing a"safe community"survey of Middle School students and Brown 8m graders. He added that he anticipated presenting a report in December or January. Ms. Rosenstein stated that the parenting program on television will start on July 10i°and again on August 28th . VII. REQUESTS FOR INFORMATION,AGENDA ITEMS: None. VIII. ADJOURNMENT—As there was no further business, Ms. Medary moved that the June regular Meeting of the Commission on Children and Youth be adjourned. Ms. Stutts seconded. The motion carried.
