CALL TO ORDER—The November Regular Meeting of the Commission on Children and Youth was called to order by Chair Paula Rosenstein at 5:38 p.m. II. ROLL CALL—The recording secretary called roll and announced a quorum was present. III. ADOPTION OF THE MINUTES FROM REGULAR MEETINGOF NOVEMBER 13, 2000—.Mr. Alley moved to adopt the minutes as written. Ms. Medary seconded. The motion carried. IV. HEAR FROM THE PUBLIC—None. V. BUSINESS- A. Old Business Mr. Whitworthreviewed the Commission presentation to.City Council on November 21, 2000.. Mr. Wattsgave the Commission an updateon the CCISD covered basketball pavilions. B. New Business 1. Resolution Endorsing a JAIBC application to establish a Municipal Juvenile Court Mr. Cleo Rodriguez from Municipal Court presented to the Commission a resolution to endorse the application to establish a Municipal Juvenile Court for non-status offenses. The three-year grant is for$163,000 per year. Ms. Medary moved to endorse the application to establish of a Municipal Juvenile Court. Mr. Watts seconded the motion. The motion carried. 3. Resolution endorsing a Nueces County Juvenile Department JAIBC application for their Probation Rules Enforcement Program (PREP) H:\pr-dir\annes\word\ccy\minutes\111300 Page 1 of 3 SCANNED Mr. Alley presented to the Commission a resolution to endorse the application by Nueces County Juvenile Department JAIBC for their PREP program. Mr. Whitworth read the resolution., The three-year grant is for$50,000 per year, with a$5,000 match by Nueces County. Mr. Jung moved to approve the resolution as read. Ms. Mary Jackson seconded the motion. The motion carried. 2. Discussion of Recommendations for Local Area Parenting Classes Mr. Watts discussed recommending curriculum for CCISD Parenting Classes. Mr. Watts moved to assign research on this issue to the Parenting Education Committee. Mr. Alley seconded the motion. The motion.carried. 4. Presentation by.Citizens for Smoke Free Committee on Possible City Ordinance Mr. Alley spoke as a representative of the Citizens for Smoke Free Committee in the absence of their.spokesperson. Mr. Watts moved to lay the matter on the table until the January meeting, so that the Commission would have access to the proposed ordinance. Ms. Portis seconded the motion. The motion carried. VI. COMMITTEE/STAFF REPORTS: No reports were given at this time. VII. DIRECTOR'S REPORT AND COMMISSIONCONCERNS—Mr. Whitworth distributed copies of and reported on the Truancy Summit held in November. It was reported to the Commission that Dr. Rhoades had been named a"Regent's Professor. It was also reported to the Commission that.Ms. Mary.Jackson had been given the designation of United Way"Loan Executive." Chair Rosenstein presented a Legislative Committee report. VIII. REQUESTS FOR INFORMATION, AGENDA ITEMS: Mr. Alley requested that the Presentation by Citizens for Smoke-Free Committee on Possible City Ordinance be placed on the January agenda. Dr. Rhoades requested that discussion and action to serve as Community Advisory Board for Texas A&M—Corpus Christi Family Life.Center at Haas Middle School be placed on the January agenda. Mr. Watts requested that discussion and action supporting research through Texas A&M H:\pr-di r\annes\word\ccy\minutes\121100 Page.2 of 3 L —Corpus Christi on educational guidelines for"crack babies,"be placed on the January agenda. IX. ADJOURNMENT _ As there was no further business, Ms. Medary moved that the December Regular Meeting of the Commission on Children and Youth be adjourned. Mr. Alley seconded the motion.
