CALL TO ORDER—The February Regular Meeting of the Commission on Children and Youth was called to order by Chair Paula Rosenstein at 5:32 p.m. II. ROLL CALL —The recording secretary called roll and announced a quorum was present. III. ADOPTION OF THE MINUTES FROM REGULAR MEETINGOF JANUARY 6, 2001 — Mr. Watts moved to accept as written the minutes from the January 8, 2001 Regular Meeting. Ms. Medary seconded. The motion carried. Verna Portis arrived 5:37 p.m. IV. HEAR FROM THE PUBLIC—None. • V. BUSINESS - B. New Business 1. Action on Sponsorship of Law Luncheon at the Children's Advocacy Center Child Abuse Council Grace Rank moved that the Commission on Children and Youth co- sponsor the Law luncheon at the Children's Advocacy Center Child Abuse Council (CAC), April 5-6, 2001. Old Business 1. Discussion of Commission Responsibilities as Community Advisors to the TAMUCC Corpus Christi Family Life Center (FLC) at Haas _ Middle School. Dr. Rhoades outlined four possible instances in which the Commission would act as advisors to the FLC: 1. Act as local receiver of reports 2. Critique curriculum 3. Act as community advisors 4. Respond to specific questions addressed to the FLC Ms. Rank moved to ask for quarterly reports from the FLC. Ms. Medary seconded. Mr. Jung moved to adopt the proposed response as amended to include quarterly reports. Mr. Watts seconded the motion. The motion passed. Talma Benavides arrived at 5:56 p.m. 2. New Business 1. Discussion and Action on Proposed Smoke-Free Ordinance Rick Haley, representing Citizens for a Smoke-Free Corpus Christi, addressed the Commission, presented a draft ordinance, and answered questions. He stated that the group would decide at their meeting on February 15th if the motion will be presented to City Council before or after the May elections. Mr. Watts moved that the Commission support the model • ordinance eliminating smoking in restaurants. Mr. Jung seconded. After discussion, Ms. Rank moved that the Commission support and endorse any ordinance which the Citizens for a Smoke-Free Corpus Christi proposes which provides for the health and welfare of the children and youth of Corpus Christi by promoting a smoke- free environment in restaurants in the city of Corpus Christi. Ms. Balderas seconded the motion. Dr. Rhoades moved to reword the original motion by replacing "any ordinance" with"an appropriate ordinance". Mr. Jung seconded the motion. Ms. Rank and Ms. Balderas agreed with the amendment. The motion carried. • H:\pr-d i r\annes\word\ccy\minutes\021201 Page 2 of4 VI. COMMITTEE/STAFF REPORTS: Ms. Rank reported on the Parenting Education Committee. She stated that a survey concerning existing curriculum will go out this week to the five public school districts in the Corpus Christi area. Ms. Mary Jackson reported on the Legislative Committee. She brought information to the board concerning Texas Cares for Children(formerly Care Coalition). Guy Watts left at 6:17 p.m. Chair Rosenstein,reported on the Child Protection Committee. She discussed efforts to establish"seamless" child protection in the community and the establishment of a"model court system." She added that there are only 22 in the country, with 1 of them in El Paso. This court would handle child protection cases only. Dr. Rhoades delivered information to the Education Committee about behavioral and emotional problems caused by"crack." He added that there was an "overabundance" of material available, but the question was how the "stuff' would be used by the school districts. VII. DIRECTOR'S REPORT AND COMMISSION CONCERNS—Mr. Whitworth discussed Commission attendance policies and records. He added that he had nothing additional to report this month. Mr. Jung discussed a program through which people will meet with 8th graders from Robstown, Corpus Christi and Flour Bluff Independent School Districts and tell them how to be successful in High School and beyond. The idea is to speak with the students before they sign up for 9th grade classes. Training will be held on the Del Mar West Campus, at the Barth Learning Center. Ms. Mary Jackson discussed the ongoing Men's Group at the Family Counseling Center. She added that there is a charge of$15.00, per session, to offset the professional services rendered. She also told the group about the Family Counseling Center 5k walk/run and picnic on March 10, 2001 at Cole Park. Mr. Alley discussed the McGiver-Furman lecture series presentation on March 14-16, 2001. Chair Rosenstein discussed the Y.O.U. committee resource guide. Ms. Benavides discussed the Grandparents Raising Grandchildren conference on February 27, 2001. She added that it will be held via satellite, with interactive opportunities. ADJOURNMENT—As there was no further business,Ms.Medary moved that the February Regular Meeting of the Commission on Children and Youth be adjourned. Mr. Jung seconded the motion. The motion carried.
