COMMISSION ON CHILDREN AND YOUTH
REGULAR MEETING
MONDAY, JULY 9, 2001, 5:30 P.M.

CALL TO ORDER — Chair Rosenstein called the July Regular Meeting of the
Commission on Children and Youth to order at 5:30 p.m.
II. ROLL CALL — The recording secretary called roll and announced a quorum was
present. Paula Rosenstein introduced the new member, John LaRue.
III. ADOPTION OF THE MINUTES FROM REGULAR MEETING OF JUNE 11, 2001 — Ms.
Gloria Jackson moved to approve the minutes from the June 11, 2001 Regular Meeting
with typographical error corrections. Ms. Mary Jackson seconded. The motion carried.
IV. HEAR FROM THE PUBLIC—
Robin West distributed Citgo's "get connected" directory and gave a report from CCISD
about "The Standards-Based Classroom". The Truancy Campaign kick-off with the
Media will be held Monday, July 16, 2001 to encourage kids to enroll on time.
V. BUSINESS -
A. Old Business -
Grace Rank's report recommended the Commission establish a forum/consortium of
school personnel responsible for Family Life Education and community representatives
to meet annually to address Family Life Education components of the Master Plan.
Joe Alley made a motion that the Parenting Education Committee coordinate their efforts
with G. Johnson through the TEA October conference in order to receive and decimate
information on Parenting/Family Life Education. Rose Balderas seconded. The motion
passed.
B. New Business -
1. Truancy Awareness campaign
Commission members were invited to the public awareness campaign kick-off to be
held on July 16, 2001 at 2:00 p.m. in the City Council Chamber.
2. Nominating Committee for Officers (Chair and Vice-Chair)
Gloria Jackson, Rosa Balderas and Mary Jackson volunteered to meet before the
21St.
Joe Alley made a motion to accept the Nominating Committee volunteers and that
they bring a slate of officer nominees to the next meeting. Verna Portis seconded.
Motion passed.

V. COMMITTEE/STAFF REPORTS
A. Child-Care Committee - Talma Benavides was absent. Dan Whitworth reported the
informal discussed revealed the consensus that training is needed to increase the quality
of child-care. Specific areas of concern will be discussed at their next meeting to be
held August 2nd from 3 to 5 p.m.
B. Education Committee — Verna Fortis reported the ability to have a monthly
seminar. Discussion was held about composing the series name and topics to attract
teachers of ADDHD students.
C. Child Protection Committee — Due to unforeseen complications, Paula Rosentein
stated the model court program would not be started at this time. Work will continue
toward the original goal.
VII. DIRECTOR'S REPORT AND COMMISSION CONCERNS — REQUESTS FOR
INFORMATION, AGENDA ITEMS:
Mr. Whitworth reported that our application for the Robert Wood Johnson Foundation
Grant would not be moving forward.
YOU has received information that there will not be funding for the third year at the
$290,000 level. Suggestion for a more secure alternative Juvenile accountability block
grant at$150,000 are being developed by a subcommittee for YOU.
VIII. REQUESTS FOR INFORMATION, AGENDA ITEMS
1. A request was made for the usage report on the first YOU grant.
2. The suggestion was made to invite the various agencies and groups involved with
the Youth's Master Plan to give a short report/talk to the Commission. This would help
with the review of the area agencies and the Master Plan.
IX. ADJOURNMENT—
John LaRue moved to adjourn the meeting. Mary Jackson seconded. The motion
carried. Chair,.Paula Rosenstein adjourned the meeting at 6:50 p.m.
