CALL TO ORDER—Chair Gloria Jackson called the October 8, 2001 Regular Meeting
of the Commission on Children and Youth to order at 5:37 p.m.
II. ROLL CALL—The recording secretary called roll and announced a quorum was
present.

Mr. Abels led the Commission in a prayer.
III. ADOPTION OF THE MINUTES FROM REGULAR MEETINGOF SEPTEMBER
10, 2001 — Mr. Abels moved that the minutes from the September 10, 2001 Regular
Meeting be accepted as printed. Mr. Alley seconded the motion. The motion carried.
IV. HEAR FROM THE PUBLIC—None.
V. BUSINESS -
A. Old Business—
C) Smoking Ordinance Update
Mr. Alley updated the Commission on the negotiations between the
Citizens for a Smoke-Free Environment and the local members of the
Restaurant Association. He encouraged Commission members to contact

B. New Business—
1. Y.O.U. Report
Dr. Rhoades updated the Commission on the data he has assembled
concerning Nueces County at-risk youth. He stated that his data
demonstrated the connection between problem behavior and a history of
family violence, and the early onset of problem behavior led to later
problem behaviors. He added that the school attendance rate is better,but
still below the state rate, and that participation in faith activities correlates

to not engaging in problem behaviors. He ended his report by listing
materials that are available for Commission members, including a C.D.
version of his reports that may be used for grant writing.
2. Web Site Possibilities
In the absence of Mr. LaRue, Chair Jackson tabled this item until the
November Commission meeting.
3. Recommendation on Vacancies
Mr. Whitworth stated that staff would be mailing out resumes of those
persons who have applied with the City Secretary's Office. He added that
staff would poll Commission for recommendations and draft a letter to the
City Council for the Chair signature.
VI. COMMITTEE/STAFF REPORTS:
Ms. Rosenstein discussed the"Kid's Witness Area"in Judge Lewis' Court, and the
Junior League's "Make a Difference Day"project. She added that Laura Day, Junior
League Community Connection Committee chair said that two park benches were needed
for the project. Ms. Rosenstein asked if Park and Recreation had any extra benches. MR! R
Whitworth said that he would check with staff.
VII. DIRECTOR'S REPORT AND COMMISSION CONCERNS—REQUESTS FOR
INFORMATION,AGENDA ITEMS:
Mr. Whitworth requested that a committee be formed to review the advisory member
policy. Mr. Abels, Ms. Rosenstein and Chair Jackson volunteered to join Mr. Whitworth
on this committee.
Commission members discussed the Juvenile Court scheduled to open later this month. It
will be located adjacent to the Juvenile Assessment Center(J.A.C.). Mr. Whitworth stated
that a Title V grant will pay for four additional Case Managers at the J.A.C. He added that
this is a one-year grant,with two one-year renewals.
IX. ADJOURNMENT— As there was no further business,Mr.Alley moved that the October 8,
2001 Regular Meeting of the Commission on Children and Youth be adjourned. Ms.Mary
Jackson seconded the motion. The motion carried. Chair Jackson adjourned the October 10,
2001 Regular Meeting of the Commission on Children and Youth at 6:32 p.m.
