CALL TO ORDER—Chair Gloria Jackson called the November 12, 2001 Regular Meeting of the Commission on Children and Youth to order at 5:35 p.m. II. ROLL CALL—The recording secretary called roll and announced a quorum was present. Ms. Mary Jackson led the Commission in a prayer. • Joe Alley, Barry Abels and Dr. Rhoades arrived at 5:31 p.m. III. ADOPTION OF THE MINUTES FROM REGULAR MEETINGOF SEPTEMBER 10,2001 —Mr. Alley stated that at the October 8th Regular Meeting he encouraged Commission members to contact their Council Members and encourage them to pass a Smoking Ordinance. Ms. Rosenstein reported that under Committee/Staff Reports, Mr. Whitworth was listed as Ms. Whitworth. Ms. Rosenstein moved to accept as amended the minutes from the October 8,2001 Regular Meeting. Mr. La Rue seconded the motion. The motion carried. IV. HEAR FROM THE PUBLIC-None. V. BUSINESS - A. Old Business—None B. New Business— • Mr. Whitworth brought to the Chair's attention that Mr. La Rue was not in attendance at the October 8, 2001 Commission meeting and could not second the motion to accept the minutes as amended. The Chair called for a second to the motion. Ms. Balderas seconded the motion to accept as amended the minutes from the October 8, 2001 Regular Meeting. The motion carried. Presentation on the Municipal Juvenile Court— Judge Deanie King discussed the new Municipal Juvenile Court located adjacent to the Juvenile Assessment Center. She stated that this was the fourth week that the Court was open, and that their charge was to make happen what should happen with Juvenile cases, in a more-timely manner, and example of this being that notification of non-compliance would occur much earlier in the process. She also stated that she brought 400 cases with her from Municipal Court. She added that these did not represent 400 individual juveniles, but that many were multiple offenses, predominantly old failure to attend school cases. She added that these cases will be added to the schedule by December 3151. Talma Benavides arrived at 5:44 p.m. Mr. Alley reported that he is going to Dallas County on December 5th to observe what is considered to be a model system, with information online. 2. Recommendation on Vacancies— Mr. Whitworth reported that there are now six(6)vacancies on the Commission. Ms. Flores submitted her resignation today. She changed employers, and is now working in Aransas Pass, making meeting attendance impossible. After discussion, the Commission reached a consensus to recommend Tracy Rodriguez from Robstown I.S.D. to fill the Education slot, and Margaret Canales from Citgo to fill the Business slot on the Commission. Mr. Whitworth stated that staff would prepare a letter recommending Ms. Rodriguez and Ms. Canales for the respective slots on the Commission. He also encouraged Commission members to recommend friends and associates for the vacant positions. 3. Discussion of Advisory Membership— Mr. Whitworth presented language to amend the existing ordinance that created the Commission to include specific terms and membership. Mr. Abels moved to amend the ordinance creating the Commission on Children and Youth to include up to six (6) advisory members: one(1) from Texas A&M University Corpus Christi Department of Social Sciences, one (1) from C.C.P.D., and four(4) at-large members, serving one (1)year terms which may be renewed. Mr. Alley seconded the motion. The motion carried. 4. Discussion of Revisions to the Rules and Regulations of the H:\pr-dir\annes\word\ccy\minutes\100801.doc Page 2 of 3 A Commission on Children and Youth— After discussion of the proposed revisions, Mr. LaRue moved to accept the amendments as stated. Ms. Mary Jackson seconded the motion. The motion carried. 5. Discussion of Attendance Policy— Chair Jackson tabled this discussion to the December Regular Meeting. • VI. COMMITTEE/STAFF REPORTS: Ms. Benavides reported on the Child Care Committee. She stated that she hoped to schedule Tom Niskala from the Chamber of Commerce to meet with the Committee on November 27th. Mr. Alley reported that the Dr. Furman lectureship at Del Mar will be held February 6—8, 2002. He stated that this would be an opportunity to distribute childcare information. Ms. Benavides closed her report by stating that the current childhood epidemic being fought is childhood obesity. VII. DIRECTOR'S REPORT AND COMMISSION CONCERNS—REQUESTS FOR INFORMATION,AGENDA ITEMS: Mr.Whitworth reported that he would be attending the Y.O.C.Compstrat training in Austin this week. Chair Jackson tabled Mr. LaRue discussion concerning website opportunities. Dr. Rhoades reported on the Family Life Center at Haas Middle School. IX. ADJOURNMENT — As there was no further business. Mr. LaRue moved that the November 12, 2001 Regular Meeting of the Commission on Children and Youth be adjourned. Ms. Balderas seconded the motion. The motion carried.
