CALL TO ORDER—Chair Gloria Jackson called the March 11, 2002 Regular Meeting of the Commission on Children and Youth to order at 5:35 p.m. Chair Jackson called for member introductions the new and"old"members to the Commission to each other. Chair Jackson led the Commission in an invocation. . Talma Benavides arrived at 5:40 p.m. II. ROLL CALL—The recording secretary called toll and announced a quorum was present. III. ADOPTION OF THE MINUTES FROM REGULAR MEETINGSOF JANUARY 14 AND FEBRUARY 11, 2002—Ms. Mary Jackson moved to accept as written the minutes from the Regular Meeting of January 14, 2002. Ms. Balderas seconded the motion. The motion carried. Chair Jackson noted that Ms. Portis was present at the February 11, 2002 Regular Meeting. Ms. Portis moved to accept as amended the minutes from the Regular Meeting of February 11, 2002. Ms. Mary Jackson seconded the motion. The motion carried. IV. HEAR FROM THE PUBLIC—None • V. BUSINESS - A. Old Business—None B. New Business— 1. Presentation on Choice Living Gender Specific Program—Sherrill' Pitcairn ) '. Ms. Pitcairn addressed the Commission about the Choice Living Program, H:\pr-dir\annes\word\ccy\minutes\031102.doc Page 1 of 3 a program of gender specific family intervention aimed at adolescent girls. She stated that the goal of the 8-week program was to teach the girls how to relate to people at home and school, and with others in the community, breaking the cycle between the generations within the family, and strengthening the family to promote change. She added that the first group (12 families) completed the program of 462 hours of counseling on December 27, 2001, and that there are no six-month retest results yet because six months had not elapsed. Ms. Pitcairn also discussed how the program worked on improving self-esteem, the percentage of single-parent participants, and how the girls were chosen. All participants are adolescent girls on probation from Nueces County. 2. Review of Current Y.O.U. Grant Elements—Robin West Ms. West (C.C.I.S.D.)presented the Commission with the Y.O.U. Annual Report and the "Success by 6"Directory. She also stated that additional copies of these booklets, and Dr. Phil Rhoades' data C.D. were available upon request. Ms. West asked is it was time to review the Commission's Master Plan. The current Y.O.U. grant has money set aside to allow for staff time to review the plan, but it must be done by the beginning of July. Ms. West stated that over the last few years that has been money shifting, redefining and streamlining. She added that agencies are looking more at outcomes than outputs, as previously. She also stated that monies going to Homeland Security have reduced funding to organizations. She asked for Commission volunteers to assist in the review process. Ms. Rosenstein, Ms. Portis, Ms. Balderas, Ms. Mary Jackson and Chair Jackson volunteered to join former Commission member Paige Dinn(Driscoll Children's Hospital Child Advocacy), Sonya Vasquez (Coastal Bend Council of Governments [COG]), Pat Eldridge (C.C.P.D.), George Hodge (Weed & Seed) and current Commission advisory member Dr. Phil Rhoades (Professor of Criminal Justice, TAMU-CC) in the review process. Ms. West listed five upcoming Y.O.U. related events: March 21'—Faith Community Breakfast with the Mayor at Trinity Lutheran Church; April 18th—CBay (Coastal Bend Alliance for Youth)/Y.O.U. Compstrat Elements Training; April 19th—CBay/Y.O.U. Collaboration Care/Share; April 29th—Business Roundtable; and a Y.O.U. Youth Summit (date to be determined). VI. COMMITTEE/STAFF REPORTS: 1 ,) Ms. Benavides reported on the Child Care Subcommittee. She discussed Ms. Hodge's H:\pr-dir\annes\word\ccy\minutes\121001.doc Page 2 of 3 - I 1 _ PowerPoint presentation on the importance of childcare. She stated that the presentation targets businesses. She added that there are plans for a Child Care Community Summit, hopefully in May. She concluded with the date and location of the next Subcommittee meeting: March 25th at the YWCA. VII. DIRECTOR'S REPORT AND COMMISSION CONCERNS —REQUESTS FOR INFORMATION,AGENDA ITEMS: Chair Jackson discussed the scheduled Park Master Plan Public Hearings Scheduled for April 13`h (Northwest Senior Center) and 14th(Garden Senior Center), beginning at 5:30 p.m. Members of the Commission requested that Ms. Hodge's PowerPoint presentation be presented at the next Commission meeting. After a brief discussion of the CBay survey that is in its developmental stages, Committee members Dr. Cecilia Rhoades come to the next Commission meeting and discuss the CBay Special Needs Subcommittee. Ms.Hodge stated that the survey will be used to gain a better perspective of special needs within the community. Mr. Alley discussed his upcoming two-week trip to Japan through the Arts and Cultural Commission's Sister City Committee. He stated that he will represent Corpus Christi in the 2002 U.S.-Japan Volunteerism Internship (Exchange) Program (V.I.P.). He added that a member of the Japanese family with whom he will be staying will, in turn,travel to Corpus Christi and stay with the Alley family for two weeks sometime later this year. VIII. ADJOURNMENT— As there was no further business, Ms. Mary Jackson moved that the March 11, 2002 Regular Meeting of the Commission on Children and Youth be adjourned. Ms. Rosenstein seconded the motion. The motion carried.
