CALL TO ORDER—Chair, Gloria Jackson called the September 14, 2002 Regular Meeting of the Commission on Children and Youth to order at 5:30 p.m. Commission member John LaRue led the Commission in prayer. II. ROLL CALL—The recording secretary called roll and announced a quorum was present. III ADOPTION OF THE MINUTES FROM THE REGULAR MEETING OF AUGUST 12,2002—Margaret Canales noted a correction. The meeting was called to order at 5:30 p.m. instead of 4:30 p.m. Clarification of the names given on Section VIII, Requests for Information was requested. The secretary will research and correct. John La Rue moved to approve the minutes as corrected. Rosa Balderas seconded the motion. The motion passed. (Liana Gonzales and Barry Abels arrived at 5:32 p.m.) IV. HEAR FROM THE PUBLIC—none V. BUSINESS - A. Old Business— Presentation of Service Plaques Chair,Jackson presented Dr. Phil Rhoades with a service plaque and invited him to attend the meeting. B. New Business— 1. Presentation of the Master Plan Paula Rosenstein related the beginning of this committee in 1994. The original Master Plan was presented to the City Council in April of 1997. There was review of the Mission Statement, Beliefs,and the Four Problem Areas with accomplishments toward their goals. Dr.Phil Rhoades pointed out the yearly review addressed at the end of the Master Plan. Chair, Jackson presented Talma Benavides with a service plaque. The commission was briefly adjourned to witness the City's Sesquicentennial,Time Capsule Burial. When reconvened,Paula Rosenstein nominated John LaRue to be the commission's representative at it's opening in 2052. Drew Reining seconded. The nomination passed. 2. Presentation of the YOU Strategic Plan Robin West illustrated community collaboration of local organizations and how to use legislation to benefit youth. Dr.Phil Rhoades reviewed the new Four Risk Indicators and spoke of the current YOU plan toward them. SCANNED H:\pr-dir\annes\word\ccy\minutes\2002 Page 1 of 2 3. Discussion of October Workshop The commission decided to have their workshop on Monday, October 14, 2002 beginning at 5:30 p.m. during their regular meeting. VI. COMMITTEE/STAFF REPORTS: Chair Jackson noted the request to change the meeting date due to clerical conflicts. John LaRue made a motion to hold the Commission on Children and Youth meetings on the third Monday of each month beginning November 2002. Barry Abels seconded. The motion passed. The secretary expressed appreciation. VII. COMMISSION CONCERNS: Vicky Alexander spoke of the upcoming Crime Control funding vote. Informational handouts were offered. Mary Jackson noted the Family Counseling Service is celebrating their 60th Anniversary. qc VIII. REQUESTS FOR INFORMATION,AGENDA ITEMS: C IX. ADJOURNMENT: As there was no further business, Mary Jackson moved to adjourn at 7:05 p.m. Barry Abels seconded.
