Members of the audience will be provided an opportunity to speak during the meetinb: A recording is
made of the proceedings. You must first identify yourself by name and address. Then state your point as
briefly as possible when addressing the Committee. Presentations will be limited to three (3) minutes.
Any person who plans to attend this meeting and may need an accommodation is requested to contact the
Parks and Recreation Department at 826-4000 at least 48 hours in advance so that appropriate
arrangements can be made.

III. Adoption of Minutes: Regular Meeting, December 17, 2007-minutes adopted
IV. Action on Absent Member(s) of December 17, 2007: Guy Nickleson, JD Villarreal and Fran
Willms. All absences were moved to be excused. Motion approved.

VI. Business
New Business:
1. Discuss the Children, Youth and Family Platform
a. Ideas on Preliminary Budget
Valerie Villarreal advised that it would be difficult to create a "preliminary budget"for
CCY to review since at this point, Parks and Recreation doesn't know the actual amount
the City will be set aside for the project. Valerie Villarreal did mention that Parks and
• Recreation will initiate the budget requests for this project when the next"budget
season"starts. Anticipated date of the"budget season" is approximately in February.
b. Ideas on potential funding partners
Valerie Villarreal handed a "potential partners" document that indicated some "potential
partners". Partners on the list were as follows: "All School Districts, Nueces County,
Private Industry, United Way and other non- profits". There was some discussion
indicating that partnership buy in is a good and that this could lead to some monetary
contributions for the data collection. In addition, there was also some discussion that
partnership buy in did not necessarily have to relate to "monetary" buy in but it could be
just support. In addition, there was slight discussion on the idea of"fee for data" and that
a sliding scale could be implemented for small non- profits or individuals who could
afford to pay for the data collection set. It was also discussed that pending the outcome
of the budget process, the City would look more closely at potential partners to assist in
the funding of the data collection set.
c. Ideas on RFP requirements, content and specifications
CCY discussed partnerships as it relates to coordinating RFP. One board member
mentioned that when YOU was creating their RFP , it was difficult to get all the partners
on the same page ;however, the partnership input was invaluable when it came to
developing the RFP. There was some discussion on the initiation and creation of the
RFP for the data collection; hence, it may be a good idea for the City of Corpus Christi
to be in charge of the RFP process for simplistic reasons. CCY would like to have know
if the City of Corpus Christi has an RFQ process ( Request for Qualifications). Valerie
Villarreal will get clarification on RFQ process. In addition, there was some discussion
that the data collection set could utilize some of the YOU data and also that the set
could expand off of the YOU data collection set. Valerie Villarreal will send out latest
YOU data collection set to all CCY board members.

2. Discuss Parks and Recreation's Juvenile Assessment Center's Expansion Proiect
Power Point Presentation on history and anticipated future expansion efforts
Valerie Villarreal presented the JAC history, JAC present services and JAC possible
future,expansion efforts. Several board members advised that the prevention efforts
and stakeholder expansion that Parks and Recreation was trying initiate is a good idea
and that this community is in desperate need for several types of services that
encompasses all families and youth in this community.
