New Business:
1. Grant presenters seeking Commission endorsement
a. Communities in Schools-Veronica Trevino to present or other representative
Veronica Trevino presented on the STAR Grant(Services to At-Risk Youth) that will
Benefit at risk youth, truant youth, youth who are experiencing family conflict and
delinquent youth. The total dollar amount requested by CIS from The Department of
Family and protective Services is$550,000. CIS asked for Commission endorsement.
Commission approved motion to endorse and Commission Resolution Endorsement
was executed by Commission Chair-Dr. Mary Jane Garza.
b. Nueces County Probation Department-Rene Guttierez to present or other rep.
Rene Guittierez presened on the Probation Rules Endorsement ogram that is designed
to benefit the community, Nueces County Probation Department, Commission on
Children and Youth, County Court at Law#5(Judge Lewis), School Districts, Law
Enforcement Agencies, Juveniles and Parents. The total dollar amount requested by
Nueces County Probation Department from the Governor's Office-Criminal Justice
Division, Nueces County, Nueces County Juvenile Probation Department is$43,191.
Nueces County Problation Department asked for Commission endorsement.
Commission approved motion to endorse and Commission Resolution Endorsement
was executed by Commission Chair-Dr. Mary Jane Garza.
c. Municipal Juvenile Court- Deanie King to present
Judge Deanie King presented on the Juvenile Accountability Block Grant for juveniles
who have committed Class C theft. The total dollar amount requested by Municipal
Juvenile Court from the Governor's Office, State of Texas, Criminal Justice Division is
$10,874.14 . Municipal Juvenile Court asked for Commission endorsement.
Commission approved motion to endorse and Commission Resolution Endorsement
was executed by Commission Chair-Dr. Mary Jane Garza.
2. Children, Youth and Family Platform
a. Status on Funding
Valerie Villarreal discussed that the budget process will start at the end of February or
the beginning of March, 2008 and Parks and Recreation is prepared to submit budget
paperwork to initiate the platform funding process. Valerie Villarreal will create the
budget for the platform with Parks and Recreation guidance.

b. Discuss Purchasing RFQ/RFP process
Paul Pierce from the City's Purchasing Department discussed the differences between
a Request for Qualifications (RFQ) and a Request for Proposal(RFP). He advised that
at this point in time it is difficult for purchasing to decide what is the best route to take as
it pertains to procuring the CCY data collection set;however, when the funding is
appropriated then the City and the Commission would decide which is the better route
to take when it comes to the procurement of the data collection set.
c. Discuss YOU data set that was submitted to Commission members
CCY members briefly discussed the YOU data collection set. One area of discussion
that was made pertained to the fact that it appeared that the YOU data collection set did
not really have a "direction" and that the CCY data collection set would need to have a
direction because it pertains to "needs, assets and the defining of priorities"
d. Clarification on PALS accounts
Valerie Villarreal advised the Commission members on what PALS stands for;hence,
PALS stands for"Parks, Arts, Leisure and Seniors".
e. Discuss Commission calendar and timelines for pending projects .
Valerie Villarreal discussed the `Calendar"that was emailed to the Commission
members and that this will probably help with long term agenda and goal planning for
the Commission.
3. Parks and Recreation-Juvenile Assessment Center's Expansion Project
a. Discuss was Commission would like to support the JAC Expansion

4. Commission Vacancy
a. Discuss Sheriff representative vacancy
Valerie Villarreal advised that the Sheriff did make a nomination to fill this vacancy. The
individual who he nominated was "Captain Johnny Oelschlegel";hence, he is scheduled
to be appointed by City Council on March 11,2008.
b. Discuss religion representative vacancy
THIS TOPIC WAS TABLED FOR THE MARCH, 2008 MEETING.
5. Community Connections Event
a. Discuss potential dates
There was minor discussion about potential dates for the Community Connections
Event. Some dates that were discussed were second or third week of May. In addition
one Commission member advised that he would like to see the event"expand"to
include "business"leaders and to have representation from each high school.
b. Discuss potential content of event
Dr. Garza asked Commission members to think about the direction of the Community
Connections Event since the Commission is in the beginning stages of planning this
annual event. This topic will also be discussed in the next upcoming Commission
meetings.
