A recording is made of the proceedings. You must first identify yourself by name and address. Then state your point as briefly as possible when addressing the Committee. Presentations will be limited to three (3)minutes. Any person who plans to attend this meeting and may need an accommodation is requested to contact the Parks and Recreation Department at 826-4000 at least 48 hours in advance so that appropriate arrangements can be made. MINUTES Call to Order—called to order at 5:34pm, 5/18/09 II. Roll Call of Members—Eddie called Roll: Members present: Dr. Mary Jane Garza, Laura Smith, Amanda Stukenburg, Miles Toren, Isaac Valencia, , Lorenzo Knowles, Debbie Espinoza. Members absent: Guy Nickelson, Fran Wilms, Rita Morales (work), Robert Mirabal (work), Rosa Gonzales (sick), Johnny Oelschlegal (resigned), Chandace Tryon. III. Adoption of Minutes: Regular Meeting, May 18, 2009-adopted IV. Action on Absent Member(s)—April 20, 2009 Chandace Tryon will be removed from committee due to lack of attendance. V. Public Comment: Please be advised that the Open Meetings Act prohibits the Commission on Children and Youth (CCY) from responding and discussing your comments at length. The law only authorizes them to do the following: 1. make a statement of factual information, 2. recite an existing policy in response to the inquiry, or 3. advise the citizen that this subject will be placed on an agenda at a later date. VI. Presentation—Latchkey program—Margaret Morin, Parks and Recreation Dept. Program Manager, passed out brochures of the city Latchkey Program and presented the program summer activities to the committee. She explained that training required for staff. Ratio is 1 staff per 20 children. Children are provided with breakfast and lunch by CCISD. The price for this service is $76.00 per week. There is financial assistance available. There are two field trips per week. Program services about 1000 children in the summer. Margaret answered several question by committee members about the program. VII. New Business for Discussion and Possible Action 1. Proposal of data collection project and funding—Dr. Rhoades was present to answer questions on the data collection proposal. The committee reviewed the proposal. The proposal consisted of three different options with different cost : 1 -$24,626.50, #2-$51,570 and#3- $90,835.50. Dr. Rhoades answered question made by committee members. Committee expressed some concerns with the options and was interested in#2 or#3. Dr. Rhoades expressed that options could be modified. Committee decided to take some time to study this proposal. 2. Update-Juvenile Assessment Center Letter—Dr. Garza explained that the letter would be submitted to the new mayor. Committee reviewed the letter and approved it. Letter will be submitted to the New Mayor. SCANNED 3. Bars near schools - This topic was discussed and it was decided to invite Mark Schaur of CCPD to the next meeting. VII. Identify items to be placed on next agenda—Data Collection Project, Bars near schools, Community Connections.. VIII. Adjournment—adjourned: 6:42pm
