Members of the audience will be provided an opportunity to speak during the meeting. A recording is made of the
proceedings. You must first identify yourself by name and address. Then state your point as briefly as possible when
addressing the Committee. Presentations will be limited to three(3)minutes.

MINUTES
Call to Order—called to order at 5:40pm, 6/15/09
II. Roll Call of Members—Eddie called Roll: Members present: Dr. Mary Jane Garza, Laura Smith,
Amanda Stukenburg, Guy Nickelson, Fran Wilms, Isaac Valencia, Robert Mirabal, Rita Morales, Rosa
Gonzales, Debbie Espinoza. Members absent: Miles Toren (work), Lorenzo Knowles
III. Adoption of Minutes: Regular Meeting, May 18, 2009-adopted
IV. Action on Absent Member(s)—May 18, 2009 Johnny Oelschlegal resigned and a replacement
representing the Sheriff's Office is undergoing. Guy(excused), Fran (excused), Rita (Excused), Robert
(excused), Rosa (excused)
V. Public Comment:
Please be advised that the Open Meetings Act prohibits the Commission on Children and Youth (CCY)
from responding and discussing your comments at length. The law only authorizes them to do the
following:
1. make a statement of factual information,
2. recite an existing policy in response to the inquiry, or
3. advise the citizen that this subject will be placed on an agenda at a later date.
VI. New Business for Discussion and Possible Action
1. Bars Near Schools—John Mann of Texas Alcohol and Beverage Commission and Lt.
Bernardo Torres of CCPD were present for this discussion. Dr. Garza explained that there are two
local bars Popeyes and Goodtimes Sports Bar near a school and sometimes when children are
dismissed from school they are asked to go into the bar by the bar patrons. Mr. Mann explained
some rules of the selling of Alcohol. In Corpus Christi there is law that prohibits the sale of alcohol
within 300 ft of a school and unfortunately those bars meet those requirements. He explained that
if children are being solicited,they might be able to look at the patrons and assess the level of
intoxication or whether or not they are dealing drugs the police can become involved. As far as
closing the bar,without a lengthy court battle,we just can't go out there and close the bar. Dr.
Garza explained is not so much closing them, but a matter of some patrolling during the time get
out of school. Lt.Torres explained that enforcement through patrol along with administrative action
can help to improve this situation. Both explained that once a compliant is made that is proven to
be true action can be taken. Lt .Torres asked about what time this occurs and was told when
school lets out about 3 or 3:15pm. Lt. Torres gave names and phone numbers of officers that will
patrol the area: Bill Livingston—826-8305, Cody Harrison 826-8310 and his (Torres)#826-8310.
Lt. Torres encouraged the committee to call and leave messages about this situation. Mr. Mann
explained that there is no law requiring an age limit to enter a bar. He states that this may be
something to consider on having to implement a new law through legislation. Both informed the
committee that knows that they are informed about this they will step services to that area. Mr.

2. Data collection project and funding- Dr. Rhoades of Texas A&M Univ. CC was present to
discuss the data collection project. Dr. Rhoades passed out information regar in t

adjustments made to the data project proposal. He explained the changes in the revised
proposal. Dr. Rhoades explained each option and went through the details of each project
option. He also explained how information would be collected and some of the obstacles of
collecting data. Committee members asked several questions about the packages and Dr.
Rhoades responded to all questions. Motion was made to go with option 2 not to exceed
$49,000.00 and it passed.
3. Community Connections- Committee was selected - Amanda, Laura, Guy, Rita. It was
decided to have this event at the same location as last year.
VII. Identify items to be placed on next agenda-Data Collection Project, Back to School Event, Community
Connections, and Oral presentation to City Council.
