MINUTES
COMMISSION ON CHILDREN AND YOUTH
December 12, 1994

CALL TO ORDER: Chairperson Rank called the regular monthly meeting to order at 5:00 p.m.
in the Committee Room at City Hall, 1201 Leopard Street. She noted that a quorum was present.
APPROVAL OF MINUTES: Mr. Torres referred to page 3, paragraph 8, first sentence should
read"Mr. Tones stated ",rather than Mr. Sosa. As there were no other corrections,Ms. Stender
moved they be approved as amended. Ms. Trevino seconded and the motion passed unanimously.
DISCUSSION ITEMS:
Recommendation on Absence Policy Mr.Matthews explained that under Section 2-61 of the City
Code,more than twenty-five percent of unexcused absences of regular monthly meetings in a term
year by advisory Board and Commission members results in automatic vacancy, and for
accountability, a policy should be adopted. He indicated that copies of the Park and Recreation
Advisory Committee's absence policy was sent to them only as an example and encouraged them
to make any additions or deletions from it.
Ms. Rosenstein suggested that jury duty and being subpoenaed to appear in Court be excused
absences. A brief discussion followed and Ms. Rivera moved that the policy of the Park and
Recreation Advisory Committee be adopted with the addition of the suggestion as made by Ms.
Rosenstein. Ms.Dinn seconded and the motion passed unanimously.(A copy of the Commission's
Absence Policy is made a part of these minutes as Attachment"A".)
The Commission discussed the need for notification after the third unexcused absence . Mr.
Matthews stated that members are routinely advised by mail,but stated it would be included with
the policy.
Fctablish Date for Retreat:Mr.Matthews reviewed possible dates for the retreat,stating Ms. Susan
Cable,Director of Quality Management,would moderate the two-day seminar. A brief discussion
followed on the format and items to be covered, such as team building and establishment of various
Commission goals. It was then agreed the seminar would be held February 17-18, 1995, at City
Hall.

SUBCOMMITTEE REPORTS:
None.
DIRECTOR'S REPORT:
Mr. Matthews stated the original date for the round table discussion on the daytime curfew and
truancy did not allow sufficient time for all the entities to be notified and asked that the Commission
fmd an alternate date. A brief discussion followed and January 4, 1995,at 1:30 p.m.was established
for the time and date. Chairperson Rank asked that staff extend an invitation to the round table
discussion to Stefanie Sanford, Chief of the Juvenile Crime Intervention Division,Austin,Texas.

Dr.Rhoades invited members to attend a training session on working with crime victims scheduled
January 10th,9:00- 3:30 p.m.at the Texas A&M-CC Campus.
It was announed that January 25th is the date supporters will gather in Austin and walk to the State
Capitol in support of children's advocacy.
Ms. West recognized Ms. Mariah Boone,Director of the TRIP Center.
Ms. West questioned if the City would be the resource center for the various information submitted
to the Commission by the members. Mr. Matthews stated the City would for those items that are
part of the agendas,however,this should be discussed at the retreat.

1. The Commission unanimously approved an absence policy.
2. The dates of February 17-18, 1995,were established for a goal setting retreat.
3. The date of January 4, 1995,was set for the round table discussion on day time curfew and
truancy.

EXCUSED ABSENCE POLICY
BACKGROUND
The City Code provides for City Council appointments to Boards and Commissions and assumes
that attendance by appointees will be regular. Section 2-61 states:
"Unexcused absences from more than twenty-five (25) percent of regularly scheduled
meetings during a term year on the part of any board, committee, or commission member
shall result in an automatic vacancy,which vacancy shall be promptly reported to the City
Council. An absence shall be deemed unexcused unless excused by the board,committee,
or commission for good cause no later than its next meeting after the absence. Any member,
otherwise eligible, shall not be precluded from reappointment by reason of such automatic
vacancy."
It is not the intent of either the City Council or the Commission on Children and Youth to create an
unexcused absence system that is automatic or in anyway encourages less than full participation by
member or lack of quorums. Formal written notification will be forwarded to member upon the third
unexcused absence.
Section 2-61 of the City Code also states that:
"Membership on boards,commissions,and committees is a distinct honor and trust imposed
on the appointee and involves the corresponding obligation of the appointee to serve his
community in the capacity of member of such board,commission,or committee by regular
attendance and participation in the proceedings of the respective bodies."
Therefore,the Commission on Children and Youth adopts the following guidelines in considering
whether or not to excuse an absence:
GUIDELINES:
a member who can predict he/she will be absent should contact the Chairperson or
the Recording Secretary to forewarn the Commission of such absence as soon as
possible. If the absence is sought to be excused, explanatory information shall be
provided as to the cause of the absence.
It is the burden of the Commission member seeking an excused absence to bring the
request and explanation to the Commission's attention. An excused absence will be
considered only upon verbal or written request by the member seeking the excused
absence to the Commission. Such request may be routed through the Staff,
Chairperson,or other Committee members.
The Commission will generally hold the following and similar reasons for absences
to be excusable:

a) sickness or injury of the member, or immediate family member, requiring
confinement to home,hospital,or medical institution;
b) travel to/from funerals;
c) attendance at public hearings,meetings,or seminars associated with the conduct of
Commission business; and
d) jury duty or subpeona to appear in Court.
The Commission will generally hold the following and similar reasons to NOT be excusable:
a) attendance at fraternal,professional,or charitable affairs not directly associated with
the conduct of Commission on Children and Youth activities;
b) out of town visitors;
c) representing an applicant before another advisory board/commission;
d) out of town vacation;
e) out of town business;and

Tardiness to a meeting will be equivalent to an absence if more than half of the items on the agenda
are missed.
