Garza, Joey Sanchez, Cynthia Hurst,Rudy Sosa,Robin West STAFF PRESENT. Malcolm Matthews, Director of Park&Recreation,Judy Dreyer,Recording Secretary CALL TO ORDER: The regular monthly meeting of the Commission on Children and Youth was called to order to order in the Council Chamber at City Hall, 1201 Leopard Street, at 5:00 p.m. by Chairperson Rank. She noted that a quorum was present. APPROVAL OFMINUTES. Vice-Chairperson Strickland moved that the minutes of March 20, 1995 be approved as received. Ms. Trevino seconded and the motion passed unanimously. ACTION ON ABSENT MEMBERS. Ms. Stender moved that Vice-Chairperson Strickland's March absence be approved as she was ill. Ms. Trevino seconded and the motion passed unanimously. Ms. Strickland stated her January absence should be counted as unexcused as she was out of town on business. DISCUSSION OF COUNTY COURT AT LAW FOR CHILDREN. Chairperson Rank explained that she had requested this item be placed back on the Commission's agenda as she felt the matter had not been fully resolved. She then called for comments from the members. Various members voiced similar concerns.They commented that even though one judge may soon volunteer to hear all juvenile cases,there is no mechanism currently in place to establish consistency when hearing juvenile cases. They questioned what would happen if and when that judge no longer wanted to hear juvenile cases or when he was not re-elected to office. It was also pointed out that Juvenile Court and District Court should not be compared when discussing establishment of a Juvenile Court. Additional statements included that every other major county in Texas, except Nueces,has a designated Juvenile Court. After some further discussion, it was agreed that various members would attend Juvenile Court hearings and monitor them. Ms.Rivera agreed to chair a Task Force,along with Dr. Rhoades, Ms. Dinn and Mr. Lewis,with the purpose of drafting a paper for the next regular meeting that would be sent to the various organizations in the health and child care services field, asking for their support on this issue. r REVIEW OF ABSENCE POLICY: Chairperson Rank explained that Mr.lung had requested this item be placed on the agenda for review. However, at the last moment he was called to Austin on business. She stated that with the Commission's concurrence, she would table the item until the May meeting. DIRECTOR'S REPORT. Mr. Matthews reported that the one Commission vacancy had been reported to the City Secretary's Office. However,board and commission appointments would not be made until after the new Council was seated. By ordinance,this position requires it be filled by someone from the law enforcement field. Mr.Matthews reminded members of the retreat to be held Saturday,April 29th,9:00 a.m.-3:00 p.m. in the Basement Training Room at City Hall. He asked that members contact his office to let him know if they would be attending. SUBCOMMITTEE REPORTS: None. CURRENT CONCERNS; Vice-Chairperson Strickland announced a workshop on child development to be held April 19th and invited members to contact her for additional information. She also stated the City of San Antonio has a staff member dedicated to children' issues, stating he has offered to share information with the Commission. She encouraged the Commission to call her if they had a particular concern and she would contact him. HFAR FROM .P d : None. ADJOURNMENT. RF.COMMF.NDATIONS COMMISSION ON CHILDREN AND YOUTH pori110.1995 1. Commission members agreed to attend Juvenile Court hearings and monitor them. 2. Several members volunteered to serve on a Task Force to draft a paper for the May meeting to be sent to child care agencies,asking for their support in establishment of a County Court at Law for Children. 3. Review of the absence policy was tabled until the May meeting.
