COMMISSION ON CHILDREN & YOUTH
REGULAR MEETING
MONDAY,JANUARY 11, 1999, 5:00 P.M.

CALL TO ORDER-The regular meeting of the Commission on Children and Youth was called to order by
Chair Paige Dinn at 5:15 p.m.
ROLL CALL: The recording secretary called roll and announced a quorum was not present.
(Chair Dinn changed the order of business to recognize Dr. Phil Rhoades for receiving the Texas A&M
University System Community Collaboration Award.)
(Joe Alley arrived at 5:20 p.m. and the recording secretary announced a quorum was now present)
APPROVAL OF THE MINUTES: Chair Dinn called for approval of minutes for the regular meeting held on
December 14, 1998. Grace moved to accept the minutes as written. Joe Alley seconded and the motion carried.
(Telma Benavides arrived at 5:24 p.m.)
Randy Sijansky reported his absence from the December regular meeting was due to a death in the family. Jeff
Jung moved to excuse Mr. Sijansky's absence. Grace Rank seconded and the motion carried.
(Monica Stender arrived at 5:25 p.m.)
After a brief discussion,the Committee agreed staff should send a letter to those members who have missed more
than 25%of regular meetings this committee year.
(Carl Lewis arrived at 5:29 p.m.)
Arturo Rodriguez reported his absence from the December regular meeting was because he was taking college
final examinations. Jeff Jung moved to accept Mr.Rodriguez' December absence as excused. Veronica Trevino
seconded and the motion carried.
Jeff Jung reported he was out of town on business and unable to attend both the November and December regular
meetings. Grace Rank moved to excuse Mr. Jung's absence for the December meeting. Veronica Trevino
seconded and the motion carried. Grace Rank moved to excuse Mr. Jung's absence for the November meeting.
Monica Stender seconded and the motion carried.
Robin West reported to the Commission that she was unable to attend the December meeting due to illness.
Veronica Trevino moved to excuse Ms. West's December absence. Jeff Jung seconded and the motion carried.

Veronica Trevino reported she was unable to attend the December meeting due to illness. Joe Alley moved to
excuse Ms. Trevino's December absence. Ms. Trevino reported she was unable to attend the regular October
and November meetings as she was out of town on business. Jeff Jung moved to excuse Ms. Trevino for the
October and December meetings. Grace Rank seconded and the motion carried.
UPDATE ON THE COMPREHENSIVE STRATEGY: Staff informed the committee a meeting of the Key
Leaders involved in the comprehensive strategy is set for 9:00 a.m.on January 19, 1999, at the Bayfront Plaza.
Several items will be covered at this meeting including the website for the Comprehensive Strategy, a
presentation from the Park and Recreation Department. Mr. Whitworth informed the Committee Mayor Neal and
Sheriff Olivarez would be present at the meeting. Chair Dinn commented that all Committee members are in
the Key Leaders Group. A press conference will be held at 10:00 a.m. following the meeting to inform the
community and gain enthusiasm in the project coming together.
DIRECTOR'S REPORT: Mr. Whitworth announced that Tony Cisneros would be the new Park and Recreation
Director. Mr. Whitworth informed the Committee of Mr. Cisneros' background.
SUBCOMMITTEE REPORTS:
CHILDREN'S IMPACT STATEMENT SUBCOMMITTEE: Grace Rank informed the Committee the
subcommittee would be meeting soon.
LEGISLATIVE SUBCOMMITTEE: Chair Dinn announced to the Committee the Legislature was in session and
gave a brief background statement to the new members of current legislation. Discussion was heard on several
legislative issues. Mr. Whitworth commented on the legislation that would affect the after-school programs.
Discussion was heard on information handed out to the Committee by Mr. Whitworth regarding the access of
17 year-olds to adult sexually oriented businesses. Joe Alley questions whether 18 to 21 year-olds could be
restricted from attending an adult sexually oriented business.
Mr.Alley reported the Playboy Channel on TCI cable was recently unscrambled. Mr. Alley was concerned about
your children being able to view sexually oriented videos and who should be contacted and held accountable for
this problem. Mr. Whitworth responded the Cable Commission could be contacted regarding this issue and
would have more information for Mr. Alley regarding this Commission at the next meeting.
Chair Dinn reported to the Commission that April is Child Abuse Prevention Month. The Child Welfare League
is requested that all agencies fly their flags at half-mast in recognition of the children who were lost due to child
abuse. Ms. Rank commented she is working on a coordinated effort of area agencies to recognize child abuse
in this manner.

CURRENT CONCERNS: Joe Alley announced he would be making a presentation for Paula Rosenstein who
was called out of town due to a death in the family. Mr. Alley presented a video to be used in televised parent
education classes produced by the Family Outreach agency. These video-classes would be for participants to
receive TANF Benefits for Court-ordered Parenting Classes or Child Protective Services as required with their
caseworker or probation officer. Mr. Alley touched upon the program's highlights for the Commission. Mr.
Alley advised the Commission this program would air on the Public Access Channel starting January 25, 1999.
Mr. Alley also advised interested members to contact the Family Outreach offices to receive the correlated
information for the videos and for a schedule of broadcast times.

Monica Stendar announced that"Dr. Mom"would be speaking in Corpus Christi on January 14, 1999 at Texas
A&M University from 6:30 p.m. to 8:30 p.m.
HEAR FROM THE PUBLIC: None.
ADJOURNMENT: As there was no further business, Chair Dinn called for adjournment. Jeff Jung moved to
adjourn the regular meeting of the Commission on Children and Youth. Joe Alley seconded and the motion
carried. The meeting was adjourned at 6:42 p.m.
