ROLL CALL—The recording secretary called roll and announced a quorum was present. APPROVAL OF THE MINUTES—Rebecca Stuns moved to accept the minutes from the regular meeting of July 12, 1999. Missy Medary seconded the motion,and it was passed unanimously by the Commission. ACTION ON ABSENCES—Chair Dinn called for action on absences. Veronica Trevino responded that she was out of town on vacation in July which was unexcused. HEAR FROM THE PUBLIC: No members of the public were present. BUSINESS— A. Absence Policy: By Ordinance, a Commission member may not miss more than 25%of the meetings. The policy was amended to say that a member must petition the Commission immediately following the fourth absence or subsequent absences,rather than the third absence,with a written request for reinstatement. Rebecca Stuns made a motion to adopt the new policy as amended to reflect those changes. Verna Portis seconded the motion, and it was passed unanimously by the Committee. Joe Alley asked that the new policy be incorporated into the minutes of the meeting so that those absent would be advised of the changes. The new policy would be in effect beginning in September 1999 (See Attachment A). B. Update on the Juvenile Assessment Center: Paige Dinn reported on the Juvenile Assessment Center is on schedule to open September I, 1999. The Grand Opening is scheduled for September 13, 1999 and the Center will be under the direction of the Park and Recreation Department. Corpus Christi Police Department will provide the officers. Staff hiring positions have been posted, and positions should be filled in time for the opening. The site is located off of Bear Lane and SPID. C. Update on the Juvenile Court: Chair Paige Dinn stated that the Corpus Christi Caller-Times is still taking a firm stand on the Juvenile Court,continuing to be supportive. Applications for the Judge have been submitted. Judge Blackmon will stay on until Oct. I, 1999. Juvenile and C.P.S. cases will be a priority. SCANNED 410 D. Update on YOU (The Youth Opportunities United Initiative): The Youth Summit will be October 15, 1999 at West Oso High School. Students are involved in helping organize the Summit. It will involve fun activities and issue related breakout groups. Success by 6: Paige Dinn said that the program was seeking a"Champion for Children". The program is targeting people who work with young children up to age 6. Del Mar Foundation/Furman Lectureship : March 2-3, 2000. Dr. Bruce Perry will be the featured lecturer. The program will be free and open to the public. Week Without Violence October 17-23, 1999 : Chair Paige Dinn noted that October 14-15, 1999 Project"Shattered Dreams" will be held at King High School, featuring a"true to life"staged car accident which is done to make a realistic impact of the dangers of drinking and driving on students. All Law Enforcement agencies will be involved along with student and parent volunteers. E. Merging and updating of the Master Plan with YOU Five Year Plan: Paige Dinn put together an integration of the principles of the Master Plan and YOU Initiative to show the similarity of the goals of the two programs with the risk factors and the data available now which show how"on target"the Commission was. She also compiled a list of the Master Plan accomplishments already achieved by the Commission and goals yet to accomplish. Chair Dinn asked that the Commission look the report over and come up with priorities for 1999-2000. COMMITTEE OR STAFF REPORTS-Paige Dinn reported that there are two Juvenile Crime Bills in the Texas Legislature, Senate and House versions. She stressed that the Crime Bills are where Nueces Co. has obtained funds. DIRECTOR'S REPORT-None SUBCOMMITTEE REPORTS: None CURRENT CONCERNS/REQUESTS FOR INFORMATION-Robin West mentioned the Mentor Program at the CCISD and the need to do background checks on those applying since it is a one on one program with the children. August 20, 1999, there will be training at the Nueces Co. Children's Advocacy Center at the University. The training will include teaching about interviewing suspects in child death and child sexual assault cases. ADJOURNMENT-As there was no further business, Chair Dinn called for adjournment at 6:38 p.m. Joe Alley made the motion to adjourn, and Missy Medary seconded it. Motion carried. Cisneros, Director, Park& Recreation Department 1/4110Attachment A Commission on Children and Youth Absence Policy A member will be allowed three absences (25% of meetings) per year (September-August). No excuse will be necessary. If a member fmds that he/she will be absent more often than three times a year, the member should consider resignation from the Commission. A member, who exceeds the prescribed number of absences, but would like to remain on the Commission, may claim extenuating circumstances. The member must petition the Commission immediately following the fourth absence or subsequent absences with a written request for reinstatement on the Commission. The Commission, with a quorum of members present, shall vote (simple majority) at a regularly scheduled meeting to reinstate or not reinstate the member. This absence policy shall be effective September 1, 1999.
