Summary of Minutes for May 5, 2010

B. REQUESTS FOR EXCUSED ABSENCES
MOTION Motion to excuse Darren Bates, Thomas Dreyer and Harvey Salinas for the May 5,
2010 meeting made by Carlos Vargas and seconded by Dr. Huerta. Motion passed.
2. APPROVAL OF REGULAR MEETING MINUTES OF 04107/10
MOTION Motion to approve the Regular Meeting Minutes of 04/07/10 made by Irene Martinez and
seconded by Carlos Vargas. Motion passed.
3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)
None
4. PRESENTATIONS
A. ADA Master Plan Introduction — Ruben Perez, LNV Engineering
Ruben Perez of LNV, Inc. gave a brief overview of the ADA Master Plan being
prepared for the City of Corpus Christi. LNV, Inc. is the consultant hired by the City of
Corpus Christi to evaluate ramps, sidewalks and other ADA infrastructure to present a
plan to City to address all the needs of the City. Once the plan is completed the City
will be able to identify the main accessible routes throughout the city and be able to
determine which routes are accessible. If routes are not accessible, then what will
need to be done relative to sidewalks and curb ramps. The priority is accessibility
transportation to all Federal/State governmental agencies, to transportation points, to
places of service (ex. Senior Centers, hospitals, post offices), places of employment
and finally neighborhoods. LNV, Inc. is working through the recommendations of the
Committee and bond projects.

5. CHAIRPERSON'S REPORT
A. April 24, 2010 Health Fair
Mr. Alonzo attended the 2nd Annual City Wide Health Fair hosted by NAACP LULAC
and Del Mar College. Mr. Alonzo stated the health fair demonstrated how much the
community is in need of health care. There were a lot of great services offered by
various agencies from the area. Human Relations provided a variety of brochures and
helpful information regarding the services the department provides.
B. Officer Nominations and Election
Motion to recommend the following for the Committee For Persons With Disabilities:

C. CFPWD Retreat — May 22, 2010
The CFPWD Retreat will be held on Saturday, May 22, 2010 at the Central Library's
La Retama Room from 8:30 a.m. —1:30 p.m. More information will follow via e-mail.
6. STAFF REPORTS/COMMENTS
A. Human Relations Department
1. Department Monthly Performance Report
Leon Bazar did not provide a printed report of the April 2010 Monthly Performance
Report. Mr. Bazar will forward a copy of the report via e-mail. Highlights included:
• HUD Fair Housing: 1 case closure, no cause, based on race
• HUD Fair Housing: 36 case closures to date
• HUD Fair Housing: 14 open cases
• The department anticipates having 42-45 HUD Fair Housing closures
• EEOC — 6 case closures including one settlement for $15,000
• EEOC — 61 case closures to date
• Department Education Training — 6 presentations
• Responded to 8 ADA Accessibility Grievances
• Technical Assistance - 23 responses

3. Budget Preparation Update
Leon Bazar reported on the City's Budget. Highlights included:
• No resolution or determination has been made as to what specific impacts will
occur
• Departments may be consolidated
• City services will be impacted
• The department will have a $100,000 increase in revenue for next year due to
HUD raising their payment in HUD cases from $2,400 to $2,600 with no limited on
closures
• The department does a lot of work on ADA relative to assisting the Engineering
Department with projects, plans and site visits. The department will hopefully see
an increase of $80,000 coming in to the department from the Bond for Bond

related assistance the department assists to the Engineering Department
• The department applied for a CDBG Grant for Fair Housing and the department
was awarded $100,000; the department will hire a temporary person (12 months)
to focus on getting the message out about Fair Housing discrimination and how
people can get assistance

Mr. Bazar also stated their will be more discussion regarding the Walk and Roll
Celebration to be held on July 17, 2010.
B. Development Services Department
1. New Projects Update
Stephen Draper spoke regarding the Performance Summary Report and PM
Project Report. Mr. Draper stated there has been a lot of activity on the
commercial and residential side in the first quarter of 2010. Examples of activity
includes: heavy commercial, heavy industry, light industry, retail and office type
activity (medical offices, insurance offices, fitness centers). Many City projects are
also on the list relative to Bond projects and to make improvements to parks and
recreations throughout facilities around town. The department expects the activity
to continue through the second and third quarter of 2010. If anyone has any
questions on any projects, please contact Mr. Draper.
C. Engineering Services Department
1. Downtown Project Update
Jamie Pyle reported on the TxDot ADA Downtown Project. The project has been
designed and is now in the holding pattern at TxDot awaiting State review from the
TXPWD. It will hopefully be under construction in October or November 2010. The
first phase will be on Water Street from Cooper's Alley to I1-137. The street will be
accessible from both sides all the way down Water Street. The second phase will
be on Staples Street from Six Points down to Louisiana and will be accessible from
one side.
D. Parks and Recreation Department
1. Miracle League Field and State School Park Update
Staci Talbert asked if anyone was aware of the news coverage and article in the
Caller Times regarding the Miracle League Field ground breaking at the State

School Complex. Ms. Talbert stated it was a really nice ceremony and many of the
Miracle League Board Members and several City Council members were in
attendance.
Ms. Talbert also announced that on May 18, 2010 their will be an item on the City
Council Agenda to rename the State School Property to Manuel Salinas who was
an advocate for youth sports on the West Side.
7. SUBCOMMITTEE REPORTS
A. ADA Title I/Employment Comprehensive Subcommittee — No Report
B. Engineering Subcommittee — No Report
[Irene Martinez asked the Committee to vote for MHMR of Nueces County's "Refresh Your
Mental Health Today" Project, part of Pepsi's Refresh America!" (A copy of the flyer is attached to the tack of the
minutes.)
