Chairperson Abel Alonzo called the meeting to order at 3:30 p.m.

MOTION Motion to excuse Irene Martinez and Bertha Romero for the August 4, 2010 meeting
made by Harvey Salinas and seconded by Dr. Candelario Huerta. Motion passed.
2. APPROVAL OF REGULAR MEETING MINUTES OF 07/07/10
MOTION Motion to approve the Regular Meeting Minutes of 07/07/10 made by Harvey Salinas
and seconded by Thomas Dreyer. Motion passed.

MOTION Motion to approve the Special Meeting Minutes of 07/12/10 made by Darren Bates and
seconded by Dr. Huerta. Motion passed.

7. SUBCOMMITTEE REPORTS
D. Parks and Recreation Department
1. Impact of FY 2010-2011 Budget on Services and Operations
Stacie Talbert introduced the new Parks and Recreation Director, Michael Morris.
Mr. Morris has been the employed by the City of Corpus Christi for approximately 6
weeks and came from Virginia Beach area. The department reduced five permanent
staff members at recreation centers. The department did not lose the positions,
however; the positions were restructured from full-time to part-time positions. The
department lost two of the park construction crews that assisted with building

sidewalks and pathways at area playgrounds, etc. The department also lost five
vacant Park Operations Technician positions. The department's Assistant
Superintendent in the Park Division plans to retire and that position will not be filled.
6. CHAIRPERSON'S REPORT
A. Accessible Facilities Nominations Review and RecommendationlApproval for
Award
MOTION Motion to recommend Whataburger Field and Kleberg Bank for the Accessible
Facilities Award made by Harvey Salinas and seconded by Dr. Candelario Huerta.
Motion passed.
B. Lee Jones Resignation and Appointment of Sub-Committee for Nomination of
Replacement and Submission to City Council
MOTION Motion to form a Sub-Committee to approve granting the Sub-Committee the
authority to discuss the candidates, choose the candidate and provide the
recommendation of the candidate to City Council made by Harvey Salinas and
seconded by Dr. Candelario Huerta. Motion passed. Sub-Committee: Chairperson,
Darren Bates; Member, Dr. Candelario Huerta; and Member, Thomas Dreyer, Mr.
Alonzo stated even though he is not on the Sub-Committee, he would like to present
at the meeting(s).
C. Discuss and Approve Change of Meeting Time and Location to 3:00 p.m. and
City Hall Council Chambers
MOTION Motion to change Committee For Persons With Disabilities Monthly meeting time from
3:00 p.m. to 5:00 p.m. and location to the City Hall 1st Floor Council Chambers made
by Thomas Dreyer and seconded by Darren Bates. Motion passed.
7. STAFF REPORTSICOMMENTS
A. Human Relations Department
1. Department Monthly Performance Report
Leon Bazar provided the Committee members with a brief overview of the July 2010

• EEOC Contract Year Closures: Month: 5; YTD: 83 (79.8%)
• EEOC Intakes referred to San Antonio Field Office: Month: 13; YTD: 81 (66.4%)
• HUD Fair Housing Closures: YTD: 45
• ADA Trash: Month: 10
• ADA Technical Assistance: Month: 11
Mr. Bazar thanked everyone who participated in the Walk 'n Roll Celebration.
2. Budget Process Update
Leon Bazar stated the Human Relations Department was not on the list at the
August 1st Council Meeting to be cut. Already for next year, is it expected there will
be a twelve to eighteen million dollar shortfall.
B. Development Services Department

C. Engineering Services Department
1. ADA Ramps Project Update—Group 1
Jamie Pyle provided a handout indicating the ADA Improvements Bond 2008 -
Group 1. vncopy mmeOpkif'SOS rothe bad mthe names) The plans are 90% complete with
100% submittal in late August 2010. The project includes approximately 350 curb
ramps throughout the city.
Motion to accept Mr. Abel Alonzo to fill the Engineering Sub-Committee vacancy
previously held by Lee Jones made by Harvey Salinas and seconded by Dr.
Candelario Huerta. Motion passed.
2. MPO Pedestrian Safety Training
MOTION Jamie Pyle reported the Metropolitan Planning Organization won a seminar from the
Federal Highway Administration on pedestrian safety design. Ms. Pyle reported the
workshop was very informative.
