5. CHAIRPERSON'S REPORT
A. Introduction of Sylvia Wilson, Interim Director of Human Relations
Sylvia Wilson stated she has been employed by the City of Corpus Christi — Human
Resources Department since May 2004. Mrs. Wilson was assigned I transferred to the
Human Relations Department as Interim Director in mid May 2011. Mrs. Wilson also
stated she has approximately 30 years experience and so far her experience with the
Human Relations Department has been very interesting and exciting.

B. Introduction of New Committee Member Sabrina Ramirez
Sabrina Ramirez stated she is a student at Texas A &M University. Ms. Ramirez
informed the Committee members she was diagnosed with Multiple Sclerosis eight
years ago and utilizes a walker. While Ms. Ramirez was working on her internship with
the Coastal Bend Center for Independent Living last year, she was introduced to the
— GFP- WD - -Ms— Ramirez- stated - she -is- excited- and - thanked the Committee - for - giving - her
the opportunity to serve on the Committee.
C. Recognition of Leon Bazar for Service to CFPWD
Mr. Alonzo asked Sylvia Wilson if the department has funds in budget or if the
Committee members were willing to donate money to purchase a plaque for Leon Bazar
in recognition of his service on the CFPWD. Sylvia Wilson stated there are no funds in
the budget, however, asked the Committee members if they would consider contributing
a small amount of money for a plaque. Sylvia notified the Committee members she will
be in contact with them to see if anyone will be interested in making a contribution.
D. ADA Master Plan Acknowledgements
Abel Alonzo thanked the following for their hard work and dedication in working on the
ADA Master Plan: Leon Bazar, Director of Human Relations, LNV Inc., City of Corpus
Christi Engineering Department, Corpus Christi Regional Transportation Authority,
Texas Department of Transportation.

2. Committee Members Contact Information Update
Sylvia Wilson stated since she is new to the department and the Committee, therefore,
she asked for verification of Committee member's contact information. Each Committee
member received a memo with their current contact information. Committee members
were asked to verify their information and return the memo to Patsy Garcia. Abel Alonzo
asked that a copy of the entire Member's contact information be distributed to everyone
on the Committee as soon as it has been revised.
3.-- H:B-1473 Status - -- - -
Sylvia Wilson stated since she is fairly new to the department and was not yet fully
informed regarding H.B. 1473. Marc Denson updated the Committee members and
stated the State Legislative Committee on Transportation regarding altered ADA
placards was placed on consent calendar to be voted on in Austin. Mr. Denson
believes there will not be any opposition to pass the bill. Current law states that a
counterfeit placard is a felony but it does not address altered placards. Mrs. Wilson
will follow up with Rudy Garza and will provide the status of H.B. 1473 at next month's
meeting.
4. Above -and- Beyond Governor's Committee on People with Disabilities
Awards Program
Sylvia Wilson reported she received an e-mail from the Texas Governor's Committee
on People with Disabilities. She asked if the Committee was interested in
acknowledging anyone for the Above - and - Beyond award(s) and if so, to please notify
her as soon as possible. The deadline for submitting nominations is June 30, 2011.
Abel Alonzo stated the Committee had received information in the past and seemed
that no one was motivated to nominate anyone in the past. Mr. Alonzo stated he
hoped that someone on the Committee would take the initiative to take the literature
and try to move forward in nominating someone for an award. He informed the
Committee that Workforce Solutions has tried to improve the opportunities for the
disabled community and maybe that organization would be one to nominate. He also
recommended the Engineering and Parks and Recreation departments for their
continued support for people with disabilities. The Committee will place an item on
next month's agenda to form a Governor's sub - committee to work on nominating a
department or organization for Above -and- Beyond recognition for the Governor's
Committee on People with Disabilities 2011 Employment Awards. Harvey Salinas and
Darren Bates both provided input and agreed that the Committee should try to
nominate an organization to bring awareness of what the CFPWD does in the Coastal
Bend community. Abel also asked Mrs. Wilson to research whether or not City
Department Heads are eligible for nomination. Sylvia Wilson asked Committee
members to contact her via telephone or e-mail with the names and categories of
persons and/or organizations they wish to nominate and she will follow up and will
provide more information at next month's meeting. Mr. Alonzo asked Committee
members to call Sylvia Wilson if they have any additional questions or concerns.

Stephen Draper handed out a copy of the Development Services Performance
Summary Report, Mr, Draper reported on the following:
• First quarter of 2011 was very successful with over 7,000 permits issued
• Permits Issued: 7,044
• Certificate of Occupancy Issued: 255
• Plan Reviews: 3,346
• Inspections Performed: 8,222
• License/Certificates Issued: 451

Mr. Draper stated the department is receiving many inquiries regarding ADA
requirements, etc.

C. Engineering Services Department
1. ADA Master Plan Presentation to City Council on 04/26/11
Jamie Pyle reported the ADA Master Plan Rollout Preview was presented to the City
Council on April 26, 2011. Assistant City Manager Johnny Perales and engineering
firm LNV assisted with the presentation to City Council. Ms. Pyle stated the
presentation informed the Council members on the Master Plan and what it would do
_ for th C it y of C C Mr Pyle reported the Master Plan is .a planning_ tool -for
scheduling compliance throughout the City and the presentation was the first step in
implementing the Master Plan. The next step is that the department will be scheduling
at least six public meetings in various places all over the city. The CFPWD will be
invited to the meetings to help provide input. After the public comment portion of the
process, the department will then present the Master Plan to the Planning
Commission and request a Public Hearing. The general public will have an
opportunity to provide public comment at the Planning Commission meeting. The
Planning Commission then will vote on the Master Plan. After the Planning
Commission votes on the Master Plan, the plan will go before City Council for
adoption. Ms. Pyle stated the Master Plan will be available on the City's website
within the next month and encourage the Committee members to review it. Jamie
Pyle will continue to keep the Committee members informed. Darren Bates asked Ms.
Pyle what is the Master Plan life span. Ms. Pyle stated the plan is a twelve year plan
(map updated every year) and expect that if funding is available that everything in the
plan should be constructed in the next twelve years.
D. Parks and Recreation Department
1. Summary of the NRPA !Achieve Grant
Stacie Talbert updated the Committee on the NRPA I Achieve Grant. The Mayor's
Fitness Council and the department were able to secure $40,000 from the CDC who
had partnered with the National Association of County and City Organizations and
the National Recreation and Park Association to give communities resources to
create community action plans for addressing chronic diseases and individual
health issues. Part of the funding will be used to send a group of the Mayor's
Fitness Council to Baltimore to undergo training on how to put an action plan
together. The Mayor's Fitness Council is conducting assessments in various sectors
of the community. Once the group returns from Baltimore, the group will create a
plan that will help develop policy changes such as hike and bike trails and smoking
bans throughout the city. Ms. Talbert will provide an update after the group returns
from the trip to Baltimore in June.
E. Corpus Christi Police Department Parking Control
1. Activities Summary
Marc Denson reported since the department's start of aggressive enforcement of
issuing ADA parking citations last November, the department has noticed empty
spaces at major store parking lots. The department will be working with the state on

citations that do not get paid by a remedy similar as the red light camera district
where they can attach the registration with the person paying the fine. The person
will be forced to pay the fine before they can renew their registration. Currently,
approximately fifty percent of citations are outstanding at any given time and the
department is only keeping track manually. The Parking Control Department is also
working on developing an electronic database to keep track of citations. Darren
Bates asked Marc Denson if he would provide a disposition about outstanding
projected loss for the city on accessible parking placards.

A. Discussion and Action to Dissolve the ADA Title IlEmployment Comprehensive
Subcommittee
MOTION Motion to dissolve the ADA Title IlEmployment Comprehensive Subcommittee made by
Bertha Romero and seconded by Thomas Dreyer. Motion passed.
B. Engineering Subcommittee
1. Discussion and Appointment of New Engineering Subcommittee Chairperson
MOTION Motion to appoint Thomas Dreyer as Engineering Subcommittee Chairperson made

[Abel Alonzo stated that at last month's meeting Leon Bazar acknowledged that he was going
to retire. At that time Mr. Alonzo announced that he was going to resign from the Committee
and forwarded a resignation letter to Mayor Joe Adame. Mayor Adame asked Mr. Alonzo to
stay until his term expires on February 2012. Mr. Alonzo agreed.]
