Summary of Minutes for September 7, 2011

MOTION Motion to excuse Alana Manrow for the September 7, 2011 meeting made by Carlos
Vargas and seconded by Darren Bates. Motion passed.
2. APPROVAL OF REGULAR MEETING MINUTES OF 08/03/11
MOTION Motion to approve the August 3, 2011 meeting minutes made by Carlos Vargas and
seconded by Abel Alonzo. Motion passed.
Mr. Alonzo thanked Victor Vourcos and Jaime Pyle for attending the meeting. Mr. Alonzo
stated the Committee was under the impression they were invited to make a presentation at
last month's meeting and Mr. Alonzo expressed his disappointment. Mr. Alonzo stated he
became aware that Mr. Vourcos and Ms. Pyle were not informed of the meeting and,
therefore, publically apologized.

A. ADA Transition Plan -- Jamie Pyle, Engineering Department
Jamie Pyle (Engineering Department), Ruben Perez (LNV, Inc. ADA Master Plan Project
Manager) and Orlando Bernal (LNV, Inc. ADA Master Plan GIS Designer) presented an
informative PowerPoint presentation regarding the ADA Transition Plan. Various
questions and concerns were discussed during the meeting. The presentation was as
follows.

Purpose
• Address the city's pedestrian infrastructure needs as mandated by the Americans
with Disabilities Act (ADA) and Title II
Continue the progress that has been achieved based on the city's ADA Transition
Plan which addressed curb ramp improvements but did not map or quantify
proposed ADA accessible routes within city
• Specifically includes:
• mapping of proposed ADA accessible routes interconnecting locations of
interest across the city along arterial and collector streets
• an existing condition inventory of curb ramps, sidewalks, and other pedestrian
elements along the proposed ADA accessible routes
those routes -
• projected construction costs to address the identified deficiencies
• proposed schedule for the construction of the pedestrian infrastructure
improvements
• identification of potential funding sources to fund the improvements

* Approximately 300 miles (5,685 curb ramp locations) of city streets are included
in pedestrian infrastructure evaluations along proposed ADA accessible routes
* Where curb ramps exist, 34% are deemed to be compliant (Detectable warning,
proper slopes and landings, etc.)
* 40% of total number of locations evaluated have no curb ramps at all
* Only 21% of all locations evaluated currently have compliant curb ramps
• Where sidewalks exist along proposed accessible routes, approximately 63% of
the total length is determined to be usable
• No sidewalks exist at all on 27% of the total length of proposed accessible routes
evaluated
Proposed ADA Accessible Routes were chosen based on the interconnectivity they
provide between various places of interest within the City, ranked by:
1. City /State/Public Buildings
2. Transportation Routes
3. Schools /Hospitals /Senior Centers /Homeless Shelters /Recreation Centers/
Public Attractions /Other places of Public Accommodation

• Components of plan will include:
* Project Schedule by Phase
GI;S Grid Overview with layers reflecting:
(1) identified concentrated areas of need,
(2) transportation points,
(3) facilities or services locations,
(4) proposed ADA accessible routes interconnecting various places of
interest across the City,
(5) condition and /or presence of existing pedestrian infrastructure elements
(curb ramps, sidewalks, pedestrian signals, crosswalks, etc.) along those
proposed accessible routes, and
(6) construction phasing of the proposed improvements.

Therefore, the schedule presented is based on the phasing of the ADA Master Plan, not
dates.

Costs /Funding
There are several potential funding sources for the ADA Master Plan
pedestrian infrastructure improvements.
• The City of Corpus Christi Bond Program
• Partnership /Funding Agreements with the Regional Transportation Authority
(RTA)
• Community Development Bloch Grants (CDBG)
• Coordinated Efforts with the Corpus Christi Metropolitan Planning Organization
(MPO) and/or the Texas Department of Transportation (TxDOT), including Safe
Routes to School and/or Enhancement Projects
• Indirect Funding through the selection. of Street Improvement and/or Utility
Projects along proposed ADA Accessible Routes

Measures /Milestones
As ADA Master Plan infrastructure projects are planned, designed, and constructed,
the following measures /milestones are projected for each phase:
Phase 1
Arterial and Collector streets interconnecting City /Public Buildings will be
addressed
* All improvements identified in the City's ADA Transition Plan will be completed
*Approximately 1,100 curb ramp locations will be newly constructed and brought
into ADA compliance, 24 miles of existing sidewalk will be improved from an

Coordinated effort of Engineering Services, Human Relations, and the Mayor's
Committee For Persons With Disabilities will include:
• Community outreach meetings to solicit feedback and answer questions
held at various Senior Centers (at least 6) throughout the City,
• At least one meeting targeting agencies and advocacy groups
representing citizens with disabilities and mobility challenges.
The outreach process is expected to be completed within a two month period.

Sara Salvide, Vice President of Texas RehabACTion Network (TRAM) provided an update of
the 3rd Annual Walk'n Roll Celebration to be held on Saturday, October 15, 2011 on
Shoreline Blvd. There will be a health fair added to this year's event for all of the participants
Ms. Salvide also indicated TRAN was invited by the Office of the Governor Rick Perry,
Committee on People with Disabilities, to attend its inaugural Lex Frieden Employment
Awards to receive the Martha Arbuckle Award for a Local Committee on Tuesday, October
25, 2011. Mike Rendon, President of the Walk `n Roll Committee, provided posters to all of
the Committee members. Ms. Salvide thanked individuals and organizations that have been
instrumental in helping make the annual Walk 'n Roll a big success.

C. RTA New Bus Stop Design — Karina Paris, C.C. RTA
Karina Paris, Director of Communications and Marketing for the Corpus Christi Regional
Transportation Authority (RTA), spoke regarding the organizations new initiative being taken
in familiarizing citizens with the new RTA signs. Ms. Paris demonstrated three types of signs
which may become a part of a renovation the RTA is doing to enhance the bus stop signage
which are currently out on the streets. Ms. Paris indicated the signs were presented to the
RTA Board of Directors and gathered feedback and also asked for the CFPWD's feedback
at the meeting. Mr. Bates stated adding Braille to the signs would be a lot better for people
with visual impairments who utilize the bus system and he would support that effort. The
Committee's favorite choice was the two -piece blade that was presented,
D. Employment Alliance for People with Disabilities — Cindy Del Toro and Darren Bates
Committee member Darren Bates provided a brief update regarding the Employment
Alliance for People with Disabilities Job Fair to be held on Friday, October 21, 2011 from
10:00 a.m. — 2:00 p.m. at the Del Mar College Center for Ec onomic D evelo pmen t . Mr. Bates
tatfd - he was in Austin at - the Texas Workforce - Forum where he spoke to Larry Jones,
Director of the Texas Workforce Development Division, who was aware of the Employment
Alliance and was proud Corpus Christi was coming together to engage in partnership and
collaboration strategies that allow people, advocates, disability organizations, businesses,
non - profits, local government and community partners to participate in employment
opportunities for people with disabilities. Mr. Jones spoke to the Disability Navigator Networl
and commended the Employment Alliance for People with Disabilities for their efforts in
Corpus Christi area as a whole and asked Mr. Bates relay the information back to the
CFPWD since Mr. Bates is a member. Mr. Bates provided a flyer to the Committee members
regarding the Job Fair.

Victor Vourcos stated the presentation was going to be short because he wanted to open
up the meeting to comments and questions. Mr. Vourcos stated TOOT has been around
since 1917 and have built a lot of roadways and some the roadways are not up to
standard anymore especially when it comes to ADA and accessibility. Mr. Vourcos spoke
about a future project that will improve some of the state highways in terms of ADA

A. Acknowledgment of Sylvia V. Wilson as Human Relations Administrator
Abel Alonzo acknowledged Sylvia Wilson as the new Human Relations Administrator.
Ms. Wilson stated the Human Relations is a division of the Legal Department and
reports directly to Carlos Valdez, Alison Logan and Brian Narvaez.
B. Update /Approval of CCPD Parking Control Enforcement Actions Resolution
Brian Narvaez stated the review by the Legal Department was made and because it is a
resolution dealing with parking enforcement, it would be covered by Chapter 681 of the
Texas Transportation Code. The Texas Transportation Code specifically uses and
defines disabled parking placards as the term, and for that reason, that is the term that is
used in the resolution which was drafted. The resolution does not define disabled
parking violations to be consistent with the verbiage. Mr. Narvaez recommended if the
Committee wanted to be consistent with the Transportation Code since it is a resolution

supporting parking enforcement and their efforts in enforcing those provisions, Mr.
Narvaez recommended the Committee use the terms used in the statute.
Motion to approve the resolution as presented made by Carlos Vargas and seconded by
MOTION Bertha Romero. Motion passed.
C. Review /Approval of Employment Alliance for People wl Disabilities Day Proclamation
Sylvia Wilson requested to table the item until the October Monthly Meeting due to
several proclamations being requested in the month of October. Ms. Wilson stated she
would like the proclamation to be presented at the City Council on October 18 th,

Mrs. Wilson stated Patsy Garcia and June Martinez have taken the lead role in
working with the Walk `n Roll Committee and have spent a lot of time working with
them and are trying to do their part in what the City normally has done in the past.
Mrs. Wilson is assisting Darren Bates with the Job Fair which will take place on
October 21St.
2. Number of People Registered on 211
Sylvia Wilson reported at the last meeting there was a presentation regarding
emergency preparedness and there was a question raised as to how many people
are registered on the 211 system. Per Billy Delgado, Interim Emergency Management
Coordinator provided Ms. Wilson with the following information for each year:
FY 2011 — 414 registered
FY 2010 — 700 registered
• FY 2009 — 208 registered
• FY 2008 — Over 900 registered

Ms. Wilson stated just recently the Emergency Management department assigned six
firefighters to make phone calls. The firefighters reported they received no response
from citizens and that may be why the numbers dropped from 700 in 2010 to 414 in
2011.
3. Discussion /Action to reinstate the ADA Title I /Employment Comprehensive
Subcommittee to Item #7 to CFPWD Monthly Agenda
Sylvia Wilson stated at one time the subcommittee was made up of personnel to
review job descriptions that were created through the City of Corpus Christi Human
Resources Department to make sure the job descriptions were ADA Compliant. Ms.
Wilson was unable to recall who was on the subcommittee. Mrs. Wilson indicated
since there has been a change in staff in the Human Resources Department, and the
City Manager wants to make sure the City has jobs descriptions for all of the City's
positions; she believes it would be a good opportunity to reinstate the subcommittee
and potentially meet on a quarterly basis or twice a year. Mr. Alonzo asked that the
following items be placed on the agenda: to add the subcommittee to the agenda and
also to appoint three members. Mr. Alonzo also asked if anyone was interested in
serving on the subcommittee, to please notify Mrs. Wilson.
