Committee For Persons With Disabilities Summary of Minutes for March 6, 2013 1. CALL TO ORDER Chairperson Vargas called the meeting to order at 3:00 p.m. A. ROLL CALL Committee Members Present: Carlos Vargas Alana Manrow David Ramos Sabrina Ramirez Donnie Contreras Committee Members Absent: Darren Bates Bertha Romero Judah Hoehne Mary Wambach Staff Members Present: Sylvia Wilson (Human Relations) Isabel Huerta (Parks &Rec.) Julio Dlmas(DevelopmentServices) Christina Aparicio (Human Relations) Jody Leake (Legal) Jamie Pyle (Engineering) Staff Members Absent: Marcus Denson (Police: Parking Control) B. CITY COUNCIL MOTION TO REAPPOINT 4 COMMITTEE MEMBERS WITH TERM TO 2/1/2015 Mrs. Wilson informed the Committee the City Council did approve all of the reappointments. Reappointments were for; Carlos Vargas, Darren Bates, Sabrina Ramirez and Alana Manrow. Mrs. Wilson also mentioned in addition to the reappointments the City Council acknowledged and swore in a new Committee member Judah Hoehne to replace Harvey Salinas. C. INTRODUCTION OF NEW COMMITTEE MEMBER. JUDAH HOEHNE Item was skipped. 2. Approval of Absences MOTION Alana Manrow 2/6/13 Motion - David Ramos Second - Sabrina Ramirez Passed Ms. Manrow asked if Committee Staff could please make sure the Council Chambers door was open in case Judah Hoehne was running late. Ms. Aparicio explained Judah Hoehne called and indicated he was unable to attend the meeting. 3. APPROVAL OF REGULAR MEETING MINUTES OF 216113 MOTION Motion - David Ramors Second — Donnie Contreras Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) A. Abel Alonzo an advocate for persons with disabilities, requested the support of the Committee Members regarding a young man who was hit by a car a few weeks ago on Ayers St. Mr. Alonzo continued commenting on the issue as the explanation of his request that the Committee support him by writing a letter to the City Council members requesting monies be found to add sidewalks and curb cuts to make the Ayers St. ADA compliant. Mr. Alonzo also discussed how he also travels on Ayers St. and stated should anything ever happen to him he would bring ligations to the City. Mr. Alonzo's final comment was "he would not let someone get killed ". Page 1 of 9 5. PRESENTATIONS D. County ADA Issues - Tyner Little, Nueces County ADA Coordinator Mrs. Wilson stated due to obligations out of the City Mr. Little wasn't able to make a presentation this month. Ms. Wilson stated Mr. Tyner requested his presentation be tabled for next month. Chairperson Vargas approved Mr. Little's request to table the presentation till the 4/3/13 regular meeting. 6. STAFF REPORTS /COMMENTS A. Human Relations Division Monthly - Department Update Sylvia Wilson provided the January 2013 Monthly Performance Report. Highlights of division activity provided. (A copy of the report and form is attached at the back of the minutes) B. Development Services Department — New Construction Update - by Julio Dimas Mr. Dimas report consisted of comparing construction activity numbers of 2013 to 2012 as well as discussing various increases whether construction projects are new or expanding in mobile homes and construction projects, such as; restaurants, shops, and apartment complexes, and a school on the south side. This report was followed by questions and comments of the Committee regarding ADA compliance of the new construction. C. Engineering Services Department — Update - by Jamie Pyle Ms. Pyle provided an update on Bond 2008 and Bond 2012 ADA projects. Ms. Pyle stated she has been meeting the Human Relations Division, ADA Compliance Officer, Patsy Garcia, regarding individual curb ramp requests. Ms. Pyle reported there was a revision to the Bond plan which included $95,000 that would be allotted for additional individual curb ramp requests. Chairman Vargas expressed gratitude to the Engineering Department and spoke of noticeable improvements on McArdle Rd. After brief discussion, Mr. Ramos also asked if Mrs. Wilson would be willing to share the request information on her Department Report. Mrs. Wilson agreed to provide information requested and added the list has been in existence for quite some time. She also mentioned the Committee once had a sub - committee to assist in prioritizing individual requests. Mrs. Wilson then suggested to Chairperson Vargas to consider redeveloping the sub - committee to assist Human Relations and Engineering in reviewing the list on a monthly basis. Mrs. Wilson also indicated the list consists of Citizen and City Department requests. D. Parks and Recreation Department - Latchkey Accommodation Request by Stacie Talbert Isabel Huerta sitting in on behalf of Stacie Talbert provided and discussed a handout regarding latchkey participants accommodation request throughout the school year 2012 -2013. (A copy of the handout is attached at the end of the minutes) E. Corpus Christi Police Department Parking Control — January and February ADA Parking Activates Update - by Marc Denson No update was given due to Mr. Denson being absent. Mr. Vargas requested for Committee Staff members to contact Mr. Denson to inform him of his two absences. Page 2 of 9 7. STATUS UPDATE REGARDING COMMITTEE GOALS Chairperson Vargas stated Committee goals were put in place to make themselves visible to events throughout the City. Mr. Vargas stressed the importance of the Committees attendance of events placed on the calendar. (A copy of the handout is attached at the end of the minutes) 8. INFORMATION ON NOMINATING AND VOTING CHAIRPERSON, VICE - CHAIRPERSON AND SECRETARY Mrs. Wilson explained this item was just informational and stated according to the City's Secretary's Office every year after all Committee Members have been reappointed and /or vacancies filled the Committee should nominate a new Chairperson, Vice - Chairperson and Secretary. Mrs. Wilson expressed she didn't want to put anyone on the spot and stated this item would be placed on the next agenda for anyone interested in running for any of the positions or interested in being reappointed. Mrs. Wilson announced the current Chairperson as Carlos Vargas, Vice - Chairperson Darren Bates and Secretary Sabrina Ramirez. Mrs. Wilson stated should any Committee member have any questions regarding any of the open positions to please contact the Human Relations Division office for further information. 9. DISCUSSION ON COUNCIL MEMBERS ATTENDING BOARD /COMMITTEE MEETINGS, Mrs. Wilson mentioned during the 2/6/13 regular meeting there was discussion initiated my Committee member Wambach regarding the Mayor present to the Committee. Ms. Wilson then stated the Human Relations office looked into Ms. Wambach's request with the Legal department and was informed the Mayor and Council members should not present to Committees and board or commissions unless they are acting on their own personal behalf to avoid any perceptions of ethical issues. Ms. Wilson then pointed out this item was the main reason for legal's presence in case Committee Members may have had any questions. Chairperson Mr. Vargas then stated he hopes this topic doesn't come back up next month. 10. DISCUSSION /POSSIBLE ACTION TO PUBLIC EVENTS, RESONABLE ACCOMMODATIONS, MODIFICATIONS, AND PUBLIC ACCOMMODATIONS Ms. Wilson stated it was an item requested on behalf of Darren Bates and Mary Wambach after some discussion during the 2/6/13 regular meeting. Chairperson Vargas stated the two Committee Members who requested the item be placed on the agenda weren't present to participate in the discussion. Brief discussion followed. Ms. Wilson explained each department has their own ADA liaison to address such issues. Ms. Wilson also stated the Human Relations Division is currently working on putting a training class together for City department ADA liaisons which will assist in addressing such issues that were expressed during the last meeting. Chairperson Vargas stated the topic of this item shouldn't be discussed any further as it is already addressed. No action was taken. 11. DISCUSSION /ACTION DISABILITY INDEX SUBCOMMITTEE Ms. Wilson explained this item was a request to be placed on the agenda by Daren Bates and stated she wasn't sure what the item was about. Chairperson Vargas stated Mr. Bates wasn't present to discuss the item, Ms. Wilson asked the Chairperson if he would to table the item. Chairperson Vargas denied tabling the item for the 4/3/13 regular meeting. Page 3 of 9 12. CHAIRPERSONS REPORT A. L.U.L.A.0 Outstanding Community Leaders Banquet Mr. Vargas stated Abel Alonzo was given an award and acknowledged. Mr. Vargas acknowledged Committee Members and Committee Staff members who were present and thanked them for attending. B. Special Olympic Events Mr. Vargas stated he attended the Special Olympic Event Fundraiser in Flour Bluff which was very well attended including students from the Flour Bluff Area. Participated in the Special Olympic Event Fundraiser by providing music and offered to provide music for a Special Olympic Dance 4/20/13. C. Dedication of the Larry R. Elizondo Sr. Gymnasium at Moody High School Mr. Vargas stated he was unable to attend the dedication due to work and but did hear the event went very well. 13.
