CALL TO ORDER Chairperson Vargas called the meeting to order at 3:01 p.m. A. ROLL CALL Committee Members Present: Carlos Vargas Alana Manrow Bertha Romero Darren Bates David Ramos Judah Hoehne Sabrina Ramirez Mary Wambach Committee Members Absent: Donnie Contreras (Resigned) Staff Members Present: Sylvia Wilson (Human Relations) Christina Aparicio (Human Relations) Jody Leake (Legal) Stacie Talbert (Parks & Recreations) Jamie Pyle (Engineering) Keith Langford (Police: Parking Control) Julio Dimas& Johns Speights(Development Services & Building Official) 2. Approval of Absences MOTION Mary Wambach, Bertha Romero and Judah Hoehne requested excused absences for the 3/6/13 monthly meeting. Motion — Sabrina Ramirez Second — Alana Manrow Motion Passed. 3. APPROVAL OF REGULAR MEETING MINUTES OF 316113 MOTION Motion — Alana Manrow Second — David Ramos Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) The public hearing was opened with no one coming forward the public hearing was closed. 11. DISCUSSION /ACTION ON NOMINATING AND VOTING ON CHAIRPERSON. VICE CHAIRPERSON AND SECRETARY (This Item was moved up on the Agenda at the request of Chairperson Vargas) Mr. Vargas stated the positions for Chairperson, Vice Chairperson and Secretary were open for nominations. Mrs. Wilson stated that every February the Mayor appoints the Committee reappointments or new appointments to the Committee for terms that have ended. The positions for Chairperson, Vice Chairperson and Secretary are up for nominations every March. Brief discussion followed. Ms. Wilson asked if there were any nominations. Mary Wambach nominated Darren Bates. Sabrina Ramirez nominated Carlos Vargas. Mrs. Wilson asked the Committee if there were any other nominations, with no one from the committee coming forth, voting on the two nominations proceeded. Mrs. Wilson stated with five Committee Member votes for Darren Bates and three Committee Member votes for Carlos Vargas, Mrs. Wilson announced Mr. Bates as the new Chairperson. Mrs. Wilson stated the Vice Chairperson position would now be accepting nominations. Sabrina Ramirez nominated Carlos Vargas. David Ramos nominated Alana Manrow. Mrs. Page 1 of 13 Wilson asked if there were any other nominations, with no one coming forth, voting on the two nominations proceeded. Ms. Wilson stated with four Committee Member votes for Alana Manrow and three Committee Member votes for Carlos Vargas, Mrs. Wilson announced Ms. Manrow as the new Vice Chairperson. Mrs. Wilson stated the Secretary position would now be accepting nominations. David Ramos nominated Sabrina Ramirez. Darren Bates nominated Mary Wambach. Ms. Wambach thanked Mr. Bates for his nomination and stated it would be impossible for her to be Secretary as it would be hard for her to write and watch all that would be going on. Mrs. Wilson asked Ms. Wambach if she was declining her nomination. Ms. Wambach stated she was declining Mr. Bates nomination. Carlos Vargas nominated David Ramos. Mrs. Wilson asked Mr. Ramos if he would accept his nomination. Mr. Ramos stated he would accept Mr. Vargas nomination. Mrs. Wilson asked if there were any other nominations, with no one coming forth, voting on the two nominations proceeded. Ms. Wilson stated with five Committee Member votes for David Ramos and two Committee Member votes for Sabrina Ramirez, Mrs. Wilson announced Mr. Ramos as the new Secretary. Mrs. Wilson stated the new positions will go into effect at the next regular monthly meeting, 5/1/13. 5. PRESENTATIONS a. County ADA Issues - Tyner Little, Nueces County ADA Coordinator Danielle Hale, Nueces County Emergency Management Coordinator gave the Committee a status update on the Department of Justice Project on Civil Access that was recently done throughout the County of Nueces. This presentation was followed by comments and questions by Darren Bates and Mary Wambach. Mr. Bates suggested the County collaborate with the body of the Committee for Persons with Disabilities and offering her his business card to schedule an appointment for further discussion. Ms Hail stated she would forward his business card to Mr. Little as well as informing Mr. Little and Judge Neal of the access to the Committee for Persons with Disabilities being welcomed. Ms. Hail then began discussing the Emergency Management presentations being held in May. Ms. Hail requested to return next month to give a presentation on Emergency Management activities throughout the County. (Copy of the hand out attached at the end of the minutes.) b. Rubber Duck Round Up — Alana Manrow, South Texas Light House for the Blind Ms. Manrow stated the South Texas Lighthouse for the Blind will be hosting the Rubber Duck Round Up a family fun event that will take place to raise funds in awareness about blindness on 3/25/13 from 10:00 a.m. till 1:00 p.m. This presentation was followed by a question by Darren Bates and a comment by Mary Wambach. (Copy of the handouts attached at the end of the minutes) c. Texas Lions Camp — Dan Lanahan, Texas Lions Club Representative Mr. Lanahan shared brief history of the Texas Lions Club and Camp. Mr. Lanahan stated him and Mr. Olszewski would be willing to sponsor any child wanting to participate. This presentation was followed by a comment by Alana Manrow in stating it was an absolutely incredible experience for her when she attended as a child. Page 2 of 13 Mr. Lanahan stated the Ms. Aparicio with the Human Relations Office has the Camp applications for those who are interested or who may know someone who may be interested in being sponsored to attend. (Copy of the handouts attached at the end of the minutes) 6. STAFF REPORTS /COMMENTS a. Human Relations Division Monthly — Monthly Performance Report and April Fair Housing Month Sylvia Wilson stated the Texas Lions Camp would be placed on the Calendar of Events. Mrs. Wilson welcomed Judah Hoehne as the new Committee Member replacing Harvey Salinas. Mrs. Wilson announced there was a new vacancy as Donnie Contreras has resigned. Mrs. Wilson encouraged the Committee Members to spread the word of the vacancy to anyone who may be interested in applying for the position. Mrs. Wilson stated the vacancy will be place on the next agenda as discussion and nomination. Mrs. Wilson provided the March 2013 Monthly Performance Report and shared with the Committee the promoting April as Fair Housing month events along with other highlights of division activity provided. Mrs. Wilson stated during the last meeting there was discussion on possibly re- enacting the Engineering Subcommittee. Mrs. Wilson stated Mr. Ramos had previously requested a copy of the ADA Individual Curb Ramp Requests list. The list was proved. Mrs. Wilson further discussed the handout and process. (A copy of the report and other handouts are attached at the end of the minutes) b. Development Services Department — New Construction /ADA Access Issues with New Construction Update - by Julio Dimas Mr. Dimas report consisted of comparing activity numbers of March 2013 to March 2012 permits as well as discussing various increases in new construction projects and ongoing construction projects such as; Schlitterhahn and the La Palmera shopping center. Mr. Dimas introduced John Speights as the Building Official since August 2012 as well as stating Mr. Speights would be attending the Committee for Persons with Disabilities on behalf of the Development Service Department. Mr. Speights shared brief history on himself. This report was followed by a question from David Ramos and Mrs. Wilson. C. Engineering Services Department — Plan Specs for Ayers St. Improvement - by Jamie Pyle Ms. Pyle stated the reasons why making any changes to the Ayers area would be impossible at the moment, however, she did indicate it is being looked at to possibly place on the agenda of the Bond 2014. This report was followed by a comment from Judah Hoehne. Mr. Dimas interjected sharing additional information on the issue. Mr. Dimas comment was followed by brief discussion and questions amongst various committee members. d. Parks and Recreation Department - Update on Parks Accessibility Improvements by Stacie Talbert Ms. Talbert gave a brief update stating in 2008 the City worked with the National Park Service to address a citizens concern regarding ADA improvements and accessibility throughout the Parks system, which identified forty -eight parks that needed to be Page 3 of 13 addressed. The Parks Services created a plan to address the issues over a five year period. Ms. Talbert stated as of today twenty -four of the forty -eight parks have been improved and the Parks Service is currently working on thirteen parks this year through the job order contract agreement with the Engineering Department. Ms. Talbert continued with her update describing how three other parks would be addressed over the next two to three years, she then stating seven parks are pending due to not having enough funds because they are not eligible for funding through CDBG or Community Enrichment funds. e. Corpus Christi Police Department Parking Control — ADA Parking Activates Update - by Marc Denson Keith Langford, Parking Inspector sat in on behalf of Marcus Denson who is out of town at state convention on parking enforcement. Mr. Langford's reported on the March 2013 numbers of ADA and Architectural violations. Mr. Vargas asked Mr. Langford if he had any violation numbers for January and February. Mr. Langford stated he was only prepared to give information for the month of March. Mr. Langford stated he is currently the only Parking Control Officer doing the Neighborhood Imitative Inspections. Mr. Vargas asked how many other Parking Control Officers other than Mr. Langford in the Parking Control Department. Mr. Langford stated there were three other individuals including him who are part of the Parking Control Department. 7. STATUS UPDATE REGARDING COMMITTEE GOALS - UPDATE Ms. Aparicio stated Goal Subcommittee Members are Bertha Romero and Harvey Salinas. Ms. Aparicio then pointed out Mr. Salinas is no longer apart of the Committee. Ms. Romero stated the Goal Subcommittee never met. Ms. Wilson stated the Subcommittee was formulated to ensure the Committee Goals are being processed. Mr. Vargas stated he would leave it to Mr. Bates to reformulate a new goal subcommittee next month. Mr. Vargas stated the Committee should be involved in future events pertaining to people with disabilities. Brief discussion followed. 8. DISCUSSION REGARDING THE CELEBRATION OF THE ADA ENACTMENT Mrs. Wilson stated July was when the ADA Law went into effect and in the past the Human Relations Office has done a proclamation through the Mayor's Office. Mrs. Wilson stated the item was to give the Committee the opportunity to discuss the possibility of doing anything special on behalf of ADA. Mr. Bates stated he would need more time to think about and requested the item be tabled till 5/1/13 for further discussion. 9. DISCUSSION /ACTION ON THE RE- CREATION OF THE ENGINEERING SUBCOMMITTEE, No Action taken. Mr. Vargas decided to table the item till 5/1/13. Mr. Bates requested further information on purpose the subcommittee. Mrs. Wilson stated there we TX Dot street improvements being done and the Engineering Subcommittee would meet for about an hour to review the project specs and ensure the intersections had curb ramps. Mrs. Wilson continues with examples of the types of meeting. Mr. Bates suggested the Committee take advantage of projects and initiatives going on throughout the community for instance the ATCI (Accessible Transportation Coalition Initiative) that meets monthly at the RTA would Page 4 of 13 be beneficial to Committee Members so efforts and time wouldn't be wasted being duplicated . Mr. Bates agreed in tabling the item till 5/1/13 for further discussion. 10. CHAIRPERSONS REPORT a. South Texas Special Olympics Spring Games Mr. Vargas stated the Special Olympics would be having an event on 4/20/13 and recently had an event at Oso High School. Ms. Wilson stated the South Texas Olympics will be holding the Spring Games in the Flour Bluff High School football field on 4/6/13 and currently needing volunteers. Mrs. Wilson mentioned the Human Relations Office has already agreed to volunteer some staff members. Mrs. Wilson then asked if the Committee would be interested in volunteering to have representation from the Committee at the event. Ms. Manrow suggested the committee have shirts and a logo created to be worn while volunteering in such events. Mr. Vargas suggested Ms. Manrow find a sponsor. Ms. Manrow stated she would look into it. 11. IDENTIFY ITEMS TO BE PLACED ON NEXT AGEDNA a. Mrs. Wilson mentioned a presentation request by Danielle Hale in reference to the Emergency Management. b.
